The contractor shall execute five specific performance tasks in accordance with ASTM F24 standards and manufacturer specifications: visual inspection of the facade for micro-cracks, deep gouges, and UV degradation; structural certification by torquing all frame-to-shell mounting bolts and issuing a certified structural safety certificate; hydraulic service including cycling main lift cylinders, checking fluid levels, and replacing worn hoses; auto-belay unit recertification through disassembly, inspection, re-webbing, and factory certification; and hardware replacement of rusted or stripped handhold t-nuts and anchor carabiners with load-rated components. The contractor must also provide environmental degradation inspection specifically evaluating UV degradation, corrosion of structural steel, freeze-thaw damage, and bolt torque specifications. The contractor shall identify on-the-spot repairs with fixed pricing and scheduled repairs requiring longer lead times, immediately tagging equipment requiring scheduled repairs or beyond-economic-repair equipment. All replacement parts must be OEM or OEM-equivalent, with replaced parts becoming contractor property for disposal in accordance with environmental regulations.
The contract is Firm-Fixed-Price with a Base Period from August 24 to September 30, 2026, followed by four optional three-month periods (July 1 through September 30 for 2027, 2028, 2029, and 2030). Work will be performed at two locations: 685 E. Plumb Lane, Reno, Nevada (Extreme Engineering mobile wall) and 4500 W Silverado Ranch Boulevard, Las Vegas, Nevada (Vertical Reality mobile wall). The contractor must provide all personnel, equipment, supplies, facilities, transportation, tools, materials, and supervision. Key personnel requirements include IAT Level I professional certification, auto-belay manufacturer certifications from Extreme Engineering and Vertical Reality, manufacturer-specific installer/repair training, and ASME/DOT trailer inspection qualifications. Performance standards require zero deviation from contract requirements with 100 percent inspection by the Contracting Officer's Representative. Hours of operation are 8:00 a.m. to 4:00 p.m. Monday through Friday, excluding federal holidays, and the contractor must maintain workforce stability and continuity. Prior KO written approval is required before purchasing any replacement parts.

These climbing walls require annual inspection by certified technicians.
1.3. Objectives:
1.3.1. Safety Certification: Ensure the structural integrity and operational safety of the mobile climbing wall and its trailer.
1.3.2. Operational Readiness: Maintain the equipment in a fully mission-capable status for community relations and recruiting events.
