PERFORMANCE WORK STATEMENT
FOR
PROTESTANT SERVICE CHOIR
DIRECTOR SERVICES AT
JOINT BASE MCGUIRE-DIX-LAKEHURST,
NEW JERSEY
87th ABW/HC 5 July 2024
1. Place of Performance
The services stipulated in this performance work statement shall be performed at the Dix Chapel, building 5240, McGuire Chapel (building 2503), or the North Chapel (building 3827), Joint Base McGuire-Dix- Lakehurst, NJ 08641 or as directed by the Protestant Service Chaplain in support of the Protestant Service.
Service location changes are up to the discretion of the Joint Base Senior Chaplain.
2. Non-Personal Services
The Government will neither supervise contractor employees nor control the method by which the contractor performs the required tasks. A point of contact within the 87th ABW/HC will be provided to the contractor for any questions that may arise and has been advised to contact the 87th Contracting Squadron immediately if any performance issues are observed. It shall be the responsibility of the contractor to manage its employees and to guard against any actions that are of the nature of personal services or give the perception of personal services. If the contractor feels that any actions constitute, or are perceived to constitute personal services, it shall be the contractor’s responsibility to notify the Point of Contact immediately. These services shall not be used to perform work of a policy/decision making or management nature, (e.g., inherently governmental functions). All decisions relative to programs supported by the contractor shall be the sole responsibility of the Government.
3. Continuity of Service
The contractor shall be responsible to locate and arrange for a suitable replacement if service provider is not available for any required service(s). The contractor shall locate and submit qualification documents for future replacement/substitute within 10 days of the proposed substitution. The contractor shall be responsible to ensure the replacement can perform subject services as called for in the Performance Work Statement (PWS).
Contractor shall be responsible to provide needed base access for any and all replacements/Contractor employee. Contractor shall ensure all replacements/substitutes meet or exceed the qualifications of the (PWS) and written documentation of substitute qualifications shall be provided to the Protestant Service Chaplain a minimum of 10 days prior to required services. The Protestant Service Chaplain will determine the acceptability of substitute personnel. If the replacement and/or substitute is unsuitable, as determined by the Protestant Service Chaplain, the Contractor shall nominate additional suitable replacements and receive approval from Protestant Service Chaplain prior to service provider’s absence. In the event of a service provider emergency, contractor shall find a replacement meeting or exceeding qualification stated in the PWS and submit all qualification documents to Protestant Service Chaplain within 5 calendar days of service provider’s departure. Submittal of unqualified candidates does not extend the 5 calendar day requirement.
4. Background Check
a. All personnel under this contract must complete a positive background investigation as specified herein and by DoDI 1402.5.
b. Refer to AFFARS 5352.242-9000 - Contractor Access to Air Force Installations (June 2002).
5. Period of Performance and Work Hours
The period of performance for the required services shall be one (1) base year from 01 Oct 2024 to 30 Sep 2025 with subsequent four (4) option years as follows:
Base Year: 01 October 2024 to 30 September 2025
Option Year 1: 01 October 2025 to 30 September 2026
Option Year 2: 01 October 2026 to 30 September 2027
Option Year 3: 01 October 2027 to 30 September 2028
Option Year 4: 01 October 2028 to 30 September 2029
In the event of inclement weather, contractor will refer to 609-754-BASE and Chapel personnel, and in particular, the Protestant Service Chaplain, for base closure information and/or procedures.
Work Hours
Contractor is expected to work 4 hours per week as per breakdown below.
a. A minimum of one regularly scheduled Sunday Service performance per week up to two hours and one regularly scheduled rehearsal per week up to two hours. Rehearsals shall be coordinated with the Protestant Service Chaplain or his/her designee, and the Protestant Service Choir volunteers. Protestant Service Chaplain shall approve rehearsal dates, times, and ensure facility availability.
b. In addition to the regularly scheduled performance/rehearsal per week, occasional special event services, memorials/funerals, Christmas and Easter seasonal services, pageants, plays, Unity Services, and National Prayer Breakfast/Luncheon may be required as determined by the Joint Base Senior Chaplain. Any and all special event rehearsals (minimum one special event rehearsal per special service) shall be approved by the Protestant Service Chaplain or his/her designate on a timely basis.
c. Rehearsals shall be a minimum of one hour in length.
d. Contractor shall arrive a minimum of 45 minutes prior to service start time.
6. Description/Duties & Responsibilities
a. The director of music shall provide the necessary support to facilitate worship music accompaniment and choir direction at the Protestant Service.
b. Musical selections will emphasize music within the mainline Protestant worship style tradition, as directed by Protestant Service Chaplain.
c. This position supports the worship component of the Protestant Service and Mission statements as identified by the Protestant Advisory Council and directed by the Protestant Service Chaplain. The Service
Music will meet the needs of a diverse multi-denominational Protestant Community.
d. The Service music will be designed to provide appropriate music ministry accompaniment and choir direction within the multi-denominational protestant worship setting.
e. The Protestant Service Chaplain is solely responsible for all activities conducted during worship, including music. The service provider shall not deviate from programmed activities without the approval of the Protestant Service Chaplain.
f. The nature of the work requires active participation in the Protestant community at Joint Base McGuire- Dix-Lakehurst.
7. Specific tasks:
a. Directs all worship music accompaniment and choir direction at the Protestant service, Joint Base McGuire-Dix-Lakehurst chapel as instructed by the Protestant Service Chaplain.
b. Ability to demonstrate rhythmic accuracy, music sensitivity, to read site music, and to accompany other musicians and congregational singing.
c. Selects the music to be performed in coordination with the Protestant Service Chaplain.
Music shall be submitted to the Protestant Service Chaplain or his/her designate for approval a minimum of two weeks prior to performance.
d. Submits music resource requests via the Protestant Service Chaplain or his/her designate for approval.
e. Observes all safety and security requirements at the designated facility.
f. Ensures that newly acquired music is properly cataloged, identified and filed.
g. Selects personal arrangements and compositions for the choir to match their capabilities.
h. Monitors chapel musical instruments. Advises the Protestant Service Chaplain of any needed repair, preventative maintenance, or replacement.
i. Ensures that chapel equipment is not used outside the chapel facility except with prior approval by the Joint Base Senior Chaplain. If approved, equipment used outside of the chapel facility shall be signed out on the appropriate AF Form 1297, temporary issue receipt, and proper resource protection measures shall be taken for the period the equipment is outside the chapel.
j. Recruits and trains choir members in technique and musical notation. When appropriate, arranges for the choir to participate in clinics, workshops and basic music education instruction opportunities.
k. Requests logistical support via the Protestant Service Chaplain or his/her designate using established AF and chapel policies and procedures.
l. Coordinates with/receives approval from the Protestant Service Chaplain for all service music activities.
m. Ensures all facilities are properly secured at the conclusion of each rehearsal or service, when a chaplain or Chapel Staff Personnel are not present.
n. Researches and organizes selections to become familiar with music on hand.
o. Plans the year’s music and calendar in accordance with the guidelines set forth by the Protestant Service Chaplain. Assists in selecting hymns and other music for the Service as instructed by the Protestant Service Chaplain.
p. Organizes and directs informal efforts to familiarize the congregation with new and alternative music in the mainline Liturgical Protestant tradition.
q. Coordinates and cooperates with the service musician on music selection, rehearsal, and performance as instructed by the Protestant Service Chaplain.
r. Provides choir support for military and civilian community events as an outreach as instructed by the Protestant Service Chaplain.
s. Contractor shall not engage in the unauthorized duplication of copyrighted materials by photocopying or any other means that would expose the government to liability for penalties under existing or future copyright laws.
t. While in the performance of their duties, shall wear appropriate professional business attire.
Shall present a neat and clean image.
8. Qualifications
The contractor shall provide a resume accompanied with proof of college degree in music and/or a letter of recommendation for each candidate submitted of the following:
a. A minimum of three years experience leading a choir and providing keyboard/piano/guitar/drum accompaniment for a protestant worship service (academic degree in music highly desired).
b. Familiarity with the protestant faith tenets as practiced in the protestant tradition.
c. Must possess effective communication skills and musical leadership capabilities with a variety of age groups, to include children, within the pluralistic environment of the Chaplain Corps.
9. Contractor will not perform the following tasks:
a. Receptionist duties.
b. Tasking(s) received from anyone other than the Protestant Service Chaplain or his/her designee. This includes tasking from other Joint Base Mission Partners not coordinated through the Protestant Service Chaplain.
c. Fill out forms for other contractors or volunteers. May assist in filling out purchase requests electronically for volunteers without access to government computer system.
10. The Contractor shall provide any contractor specific supplies and equipment to include:
a. Personal transportation.
b. Contractor preferred supplies. Contractor will be provided a space to work and rehearse.
c. Personal skills, training, competency attitude and spiritual strength that will be needed.
to meet all requirements contained in this Performance Work Statement.
d. base access to any and all replacement/substitutes.
11. Program Specific Government Furnished Property and Services
a. The chapel will provide one base access pass for one single service provider within a 12 month period. Contractor shall be responsible to provide base access to any and all replacement/substitutes.
b. The chapel will provide reasonable programming, and storage space to include scheduled access to the required chapel facilities
c. Storage space as available and negotiated for through the Protestant Service Chaplain.
Storage priorities are set by the Joint Base Senior Chaplain and the Superintendent, Chapel Operations.
d. The chapel will provide necessary program specific supplies and equipment as negotiated for through the Protestant Service Chaplain. Supplies and equipment can include:
1. Tuned instruments for performances and rehearsals.
2. Budget support for purchase of music and musical supplies.
