Performance Work Statement For

Portable Latrines Arlington National Cemetery

Part 1

General. This is a non-personnel service contract for portable latrine rentals and associated services at Arlington National Cemetery (ANC). The Government shall not exercise any supervision or control over the contract service providers performing services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

1.1 DESCRIPTION OF SERVICES/INTRODUCTION. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to support portable latrine rentals as defined in the Performance Work Statement except for those items specified as Government furnished property and services. The contractor shall perform to the standards in this contract.

1.2 BACKGROUND. Arlington National Cemetery is our nation's most sacred shrine and the final resting place for our most revered military and civilian leaders. ANC receives four to six million visitors per year - including visits from the President of the United States, other heads of state, family members of the deceased, and millions of tourists from around the world. ANC host several high visibility ceremonial events thought out the year and emergency situations that require porta johns. These events and emergencies range from one day to two weeks in duration. The amount of people attending these different events is as low as several hundred up to three to four thousand. In addition, ceremonial events are away from with Welcome Center and Administration facilities that can support people’s needs.

1.2.1. There are three primary facets to ANC’s mission and operations:

1.2.1.1. Honor: Those who have served our Nation with dignity and honor are laid to rest in solemn repose, treating their families with respect and compassion.

1.2.1.2. Remember: National shrine befitting the sacrifice of all those who rest here in quiet repose. Host and support ceremonies and tours in memory of those laid to rest and tell our Nation's history through those resting here.

1.2.1.3. Explore: To allow U.S. and international visitors an appreciation for America's Service-members, their sacrifices and experiences through the Army National Military Cemeteries, whether as one of the three million annual visitors or virtually through information technology. This provides ANC a unique opportunity to help educate and inspire the next generation.

1.3 OBJECTIVE. The objective of this project is to provide porta john rentals for ceremonial events and emergencies.

1.4 SCOPE. The contractor shall provide management, tools, supplies, equipment and labor to, place, and, remove standard porta johns, handicap porta johns, and hand washing stations as directed in support of each event. Both standard and handicap porta johns shall be clean with no graffiti and have a hand sanitizer and at least two (2) rolls of toilet paper. The porta johns shall be placed in such a way to present a clean, neat, and professional appearance. When requested by the Government the porta johns and hand washing stations shall be cleaned and resupplied.

1.5 PERIOD OF PERFORMANCE. The period of performance shall be for one (1) Base Year of 12 months and four (4) 12-month option years (to cover rental/lease and services).

1.6 GENERAL INFORMATION.

1.6.1 Quality Control. Quality Control is the responsibility of the contractor. The Contractor is responsible for the delivery of quality services/supplies to the Government (see FAR 52.246-1 Contractor Inspection Requirements). The Contractor shall develop, implement and maintain an effective Quality Control System that includes a written Quality Control Plan (QCP). The QCP shall implement standardized procedure/methodology for monitoring and documenting contract performance to ensure all contract requirements are met. The Contractors’ QCP must contain a systematic approach to monitor operations to ensure acceptable services/products are provided to the Government. The QCP, at a minimum, shall address continuous process improvement; procedures for scheduling, conducting and documentation of inspection; compliance with applicable codes; discrepancy identification and correction; corrective action procedures to include procedures for addressing Government discovered non-conformances; procedures for root cause analysis to identify the root cause and root cause corrective action to prevent re-occurrence of discrepancies;

procedures for trend analysis; procedures for collecting and addressing customer feedback/complaints. The Contractor shall, upon request, provide to the Government their quality control documentation. The Contractor shall deliver the QCP to the Contracting Officer (KO) and Contracting Officer’s Representative (COR) within 5 days after contract award and within 2 working days when changes are made thereafter. After acceptance of the quality control plan the Contractor shall receive the Contracting Officer’s acceptance in writing of any proposed change to their QC system.

1.6.2 Quality Assurance. The Government shall evaluate the Contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the Contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).

1.6.3 Federal Government Holidays. The contractor is not required to perform services on the following holidays, except when cemetery emergency requirements are needed since the cemetery will be open on all Federal Holidays.

1.6.4 Hours of Operation. ANC normal operating hours 8:00 a.m. to 5:00 p.m.

(365 days a year) including federal holidays, except when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings, unless the nature of the service requires after hours performance. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this SOW when the Government facility is not closed for the above reasons.

When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.

1.6.5 Place of Performance. The work to be performed under this contract will be performed at:

1.6.6 Type of Contract. The Government will award an Indefinite Delivery/Indefinite Quantity.

1.6.7 Security Requirements. Contractor shall provide a list of the personnel performing the work to the COR. Contractor shall submit information to the COR for its personnel (to include prime and subcontractor) for the purpose of background checks prior to the initiating the work detailed in this PWS.

Contractor personnel shall be qualified to accomplish all work promptly and satisfactorily.

1.6.7.1 iWATCH Training. Contractor and all associated sub-contractor employees will brief all employees on the local iWATCH program (training standards provided by the requiring activity ATO). This locally developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR.

1.6.7.2 Access and General Protection/Security Policy and Procedures.

Contractor and all associated sub-contractor employees will comply with applicable installation, facilityand area commander installation/facility access and local security policies and procedures (provided by government representative).

The contractor will also provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.

1.6.7.3 Installation Access. Contractor shall carry passes issued by ANC for all vehicles entering the Cemetery, whether company-owned or employees’ private vehicles. Contractor shall maintain a current list of all vehicles and individuals issued such passes. Contractor shall provide a list of these vehicles to include make, model, color and associated license plate information to the COR at least

2 weeks before attempting to mobilize on-site and within 1 day of any changes to the list throughout the contract’s period of performance.

1.6.8 Special Qualifications. None

1.6.9 Post Award Conference/Periodic Progress Meetings. The Contractor shall attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5. The contracting officer, Contracting Officers Representative (COR), and other Government personnel, as appropriate, may meet periodically with the Contractor to review the Contractor's performance. At these meetings the contracting officer will apprise the Contractor of how the Government views the Contractor's performance and the Contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the Government.

1.6.10 Contracting Officer Representative (COR). The COR will be identified by separate letter. The COR monitors all technical aspects of the contract and assists in contract administration. The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract; perform inspections necessary in connection with contract performance; maintain written and oral communications with the Contractor concerning technical aspects of the contract; issue written interpretations of technical requirements, including Government drawings, designs, and specifications; monitor Contractor's performance and notify both the Contracting Officer and Contractor of any deficiencies; coordinate availability of Government furnished property; and provide site entry of Contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order.

1.6.11 Key Personnel.

1.6.11.1 The contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person and an alternate who shall act for the contractor when the manager is absent shall be designated in writing to the contracting officer. The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The contract manager or alternate shall be available between 8 a.m. to 4:40 p.m. Monday thru Friday except Federal holidays or when the Government facility is closed for administrative reasons.

1.6.12 Identification of Contractor Employees. The Contractor shall provide ID badges. Each badge shall include, as a minimum, the company name, employee name, a photograph, the contract title, and the contract number and expiration date of the badge. An example of the Contractor issued ID badge will be provided to the ANC security office for reference.

1.6.19 Safety. The Contractor is solely liable for ensuring safe work and otherwise safe actions, behavior, and conduct while in the cemetery. It is understood the Contractor is solely responsible for following all applicable Federal and State of Virginia mandates and guidelines.

1.6.19.1 All safety violations identified by the ANC Safety Office shall be reported to the COR for the Contractor Superintendent’s disposition. In cases of life safety, the ANC Safety Office may act independently to mitigate the safety hazard and report to the COR when practical. In all cases of life safety issues, the Contractor Superintendent must report actions taken by the Contractor to the COR within one (1) hour; the COR must subsequently report the issue to the Executive Director, ANC IAW Executive Director critical incident report procedures and the ANC Safety Office. In all other cases, the Contractor Superintendent must report the safety issue to the ANC Safety Office within eight (8) hours of the incident.

Initial reporting may be done telephonically. Subsequently, all reports must be provided in writing within a time period to be determined by the ANC Safety Office IAW Army regulation.

1.6.20 Solid Waste and Recycling: The Contractor shall recycle used oil and used antifreeze in accordance with Federal and State laws and regulations.

The Contractor must provide the Government with records of the type, weight, and /recycling location for used oil and used antifreeze.

Storm Water Pollution Prevention: The Contractor shall implement measures to prevent storm water pollution in accordance with Federal and State laws and regulations, and ANC’s Municipal Separate Storm Sewer System (MS4) permit.

Permits, Taxes, Licenses, Ordinances, Laws, and Regulations: The Contractor shall maintain a solid waste management permit and air permit issued by VA

Department of Environment Quality. The Contractor shall adhere, and comply with all applicable Federal, Local, and State codes, regulations, and permits.

Environmental Protection: The Contractor and Contractor representative shall manage all waste generated by any work performed under this contract in accordance with all applicable Federal (Clean Air Act; Toxic Substances Control Act; Solid Waste Disposal Act; Resource Conservation Recovery Act; Clean Water Act; Safe Drinking Water Act) and State laws and regulations; Executive Orders, or other types of rulings having the effect of the law. In case of a conflict among these laws and regulations, the most stringent law or regulation shall apply.

Solid Waste and Recycling: The Contractor shall recycle materials; such as, cardboard, paper, aluminum/metal cans, plastic, and glass jars/bottles, scrap metal, concrete, asphalt, and manage solid waste generated during the project in accordance with Federal and State laws and regulations. The Contractor must provide the Government with records of the type, weight, and disposal/recycling location for all recyclable materials and solid waste sent offsite for recycling and/or disposal.

Hazardous Waste: The Contractor shall manage hazardous waste in accordance with Federal and State laws and regulations. The contractor may not sign waste profiles or manifests on behalf of ANC. Contractor must follow ANC’s Manifest

SOP.

Hazardous Material: The Contractor shall furnish and store all hazardous materials in a storage container or other secondary containment system.

Maintenance of on-site equipment is not authorized.

Storm Water Pollution Prevention: The Contractor shall implement measures to prevent storm water pollution in accordance with Federal and State laws and regulations, and ANC’s Municipal Separate Storm Sewer System (MS4) permit. The Contractor shall furnish, install, maintain and operate erosion and sediment control measures, such as silt fences, storm drain protection, soil retention blankets, etc., prior to the start of any work that could cause pollution to state waters. The Contractor shall keep paved roads, parking lots and walkways clear of dirt, debris, and other materials. The Contractor shall remove immediately any dirt, debris, or materials deposited onto these surfaces. The Contractor must furnish and use drip pans under equipment oil and fuel tanks, and cover equipment when not in use and during rain events.

Air Quality: The Contractor shall take all necessary reasonable control measures to reduce air pollution by any material or equipment used to carry out the requirements of this contract. This includes, but is not limited to, wetting down dry materials as necessary to prevent blowing dust, and keeping waste and materials in covered containers.

1.6.21. Conduct of Personnel: The Contracting Officer may require the Contractor to remove from the job site any employee working under this contract for reasons of misconduct, security infractions, or found to be under the influence of alcohol, drugs, or other incapacitating agents. Contractor employees shall be subject to dismissal from the premises upon determination by the Contracting Officer that such action is necessary in the interest of the Government. In accordance with (IAW) Joint Ethics Regulations, DOD 5500.7-R, and 18 U.S.C. 1382 (1972), the cemetery Executive Director (who has authority such as an installation commander) has the authority to bar individuals from the cemetery. The removal from the job site or dismissal from the premises shall not relieve the Contractor of the requirement of providing sufficient personnel to perform the services as required by this contract.

1.6.21.1. Standards of Conduct: The Contractor shall ensure all personnel performing duties under this contract understand and adhere to the following standards of conduct:

1.6.21.1.1. Professional Appearance: The Contractor shall maintain a neat and professional appearance throughout its personnel, vehicles, equipment, work sites, and staging areas. Personal appearance should be in keeping with a National Shrine, particularly with respect to jewelry, hairstyles, and visible tattoos. At all times, uniforms shall be serviceable, clean, fitted, and not present an overly faded or worn appearance.

1.6.21.1.2. Professional Behavior: The Contractor shall ensure all contract employees behave with appropriate decorum, courtesy, and respect while within the Cemetery or at its perimeter or entrances. All persons shall comply with the prohibitions found in law, regulation and policy to include but not limited to 32 CFR part 553. Shouting, cursing, angry outbursts, sleeping, intoxication, and violence or criminal acts of any kind will not be tolerated and is cause for immediate removal from the Cemetery and/or prosecution.

1.6.21.1.3. Negligence: Neglect of duties shall not be condoned. Neglect includes sleeping on duty, conducting personal affairs on duty, talking on cellular telephones (for personal reasons), reading unauthorized material (books, newspapers, magazines), listening or watching any audio/video equipment (radio, tape or compact disk players, television, DVD player) while on duty, unreasonable delays or failures to carry out assigned tasks, and refusing to render assistance or corporate in upholding the integrity of work site security

1.6.21.1.4. Disorderly Conduct: Use of abusive or offensive language, quarrelling, intimidation by words, actions, or fighting shall not be condoned. Also included is participation in disruptive activities, which interfere with normal and efficient government operations.

1.6.21.1.5. Intoxicants: The Contractor shall not allow any employee (prior to or while on duty) to possess, sell, consume, or be under the influence of intoxicants, drugs, alcohol, or substances, which produce similar effects. Furthermore, the Contractor shall adhere to the terms of FAR 52.223-6 - Drug-Free Workplace in performance of this contract.

1.6.21.1.6 Criminal Actions: Contractor employees may be subject to criminal prosecution for any violation of the law while in a duty status or while on federal property. If the employee becomes involved in criminal activity or becomes the subject of an official criminal investigation while not on duty that directly affects the employee’s ability to perform duties, the employee shall report the incident to the employer immediately or when it is reasonable, but at no time less than 8 hours prior to next shift assignment. The Government reserves the right to have Contractor personnel removed from performing on the contract based on criminal charges or convictions that present an unnecessary risk to the Government.

1.6.21.1.7. Official Documents: Falsification or unlawful concealment, removal, mutilation, or destruction of any official documents or records or concealment of material facts by willful omission from official documents or records is strictly prohibited.

1.6.21.1.8. Government Property: Unauthorized use, theft, or vandalism of government property is strictly prohibited.

1.6.21.1.9. Immoral Conduct: Sexual harassment, inappropriate touching, use of sexually explicit language or vulgarity, or the possession or display of sexually explicit material or any conduct of a sexual nature that is reasonably considered as offensive is strictly prohibited.

1.6.21.1.10. Unethical Behavior: The solicitation or acceptance of gratuities, gifts or tips for duties performed, misusing company time, abusive or misuse of authority, employee thefts in accordance with this contract is strictly prohibited.

1.6.21.1.11. Tobacco Products: The Contractor shall ensure all personnel adhere to the tobacco-related provisions of Army Regulation 600-63 (Army Health Promotion). The use of cigarettes, electronic cigarettes, cigars, snuff, chewing tobacco, or other tobacco products in view of the public, while standing stationary posts or while conducting mobile patrols is strictly prohibited.

1.6.21.1.12. Eating and Drinking: Contractor personnel are permitted to have non- alcoholic drinks for consumption during performance of this contract, but shall ensure refuse is properly disposed. Eating is not permitted while employees are performing the requirements of this contract; however, during breaks or the employee’s lunch period eating is permitted in the common break areas located in the Welcome Center, Service Complex, or other areas as designated by ANC.

1.6.21.1.13. Fraud, Waste and Abuse: The Contractor shall be responsible for maintaining proper conduct and good discipline within Contractor occupied work area(s). Contractor personnel shall be encouraged to be alert to and report suspected situations of fraud, waste, and abuse, or other intentionally dishonest conduct against the Government observed during or in the performance of this contract.

1.6.21.1.14. Transportation: While on ANC grounds, the Contractor shall ensure all personnel operate motor vehicles in a safe manner, and abide by all speed limitations while operating motor vehicles on the grounds. The speed limit on ANC is 25 mph on cemetery roads, and 10 mph when passing pedestrians.

1.6.21.2. Contractor conduct and recognition of ceremonies: Contractor shall be responsible for ensuring that contract work does not cause any funeral, ceremony, procession or visitation to be delayed, altered, or otherwise impacted in such a way that the dignity or security of the event is compromised. The Contractor’s Site Manager shall be responsible for awareness of all such upcoming events.

1.6.22 Damaged Property.

1.6.22.1 Damage To Government Owned Property. The Contractor shall be held liable for damage or destruction of Government property (e.g. buildings, vehicles, sidewalks, headstones, etc.) caused by the Contractor, Contractor personnel or representatives of the Contractor in the performance of services in this contract. The Contractor shall be aware that Government property – beyond standard structures and equipment – also includes headstones, monuments, trees, beds, and turf (For example wounded trees or damaged turf – as well as headstones and niche wall shall be repaired or replaced.) The Contractor shall take corrective action in a reasonable amount of time to repair damages or replace destroyed property. If the Contractor fails to take the required corrective action, the Government retains the right to exercise other rights or remedies available to the Contracting Officer.

1.6.22.2 Damage To Contractor Owned Property. The Contractor shall be held liable for damage or destruction of privately owned property (e.g. privately owned vehicles), as defined in this SOW, caused by the Contractor, Contractor personnel or representatives of the Contractor in the performance of services in this contract. The Contractor shall take corrective action in a reasonable amount of time to repair damages or replace destroyed property.

1.6.22.3 Damage Reports. The Contractor shall submit a damage report to the Contracting Officer and designated representative within two (2) workdays of damage or destruction to Government property or privately owned property caused by the Contractor, Contractor personnel or representatives of the Contractor. The damage report shall detail the facts and the extent of damages or destruction and the corrective action taken by the Contractor to repair damages or replace destroyed property.

1.6.23 Conflict of Interest: The Contractor shall not employ any person who is an employee of the United States Government or the Department of Defense, either military or civilian, if such employment would create a conflict of interest or be contrary to the policies contained in Department of Defense (DOD) Joint Ethics Regulation (JER), DOD 5500.7-R.

1.6.24. Media: The Contractor is not authorized to interact with media regarding the performance of this contract, or any other matter related to ANC and the US Government.

1.6.24.1. Media Interaction: If the Contractor is interacting with a visitor who then identifies himself or herself as a member of the media, the contractor shall make every reasonable effort to contact the ANC Public Affairs Office (PAO) to assist the media member; if the PAO is not available, the Contractor shall provide the media member with ANC’s toll-free number for a follow-up response from the PAO. If the Contractor identifies unauthorized media activity on ANC, or in the vicinity of Memorial Avenue, the Contractor shall immediately report the activity to the ANC Public Affairs Office and the COR.

1.6.24.2. Identifying Media Activity: If the Contractor sees a person or group who appear(s) to belong to the media using professional audio, photographic, or video equipment or attempting to conduct interviews with members of the public on ANC grounds, the Contractor shall approach the individual(s), if possible, and ask for media identification. Contractors shall inform the media member(s) that soliciting interviews with the public is not permissible within the cemetery and that such interviews need to take place at the cemetery's entrance on Memorial Avenue. The contractor shall make every reasonable effort to contact ANC PAO to assist the media member. If the PAO is not available, the Contractor shall provide the media member with the cemetery's toll- free number for a follow-up response from the PAO. If necessary, the Contractor shall seek assistance from ANC security personnel.

PART 2

DEFINITIONS AND ACRONYMS

2.1.1. CONTRACT ADMINISTRATOR. The official Government representative delegated authority by the Contracting Officer to administer a contract. This individual is normally a member of the appropriate Contracting/Procurement career field and advises on all technical contractual matters.

2.1.2. CONTRACTOR. A supplier or vendor awarded a contract to provide specific supplies or services to the Government. The term used in this contract refers to the prime.

2.1.3. CONTRACTING OFFICER. A person with authority to enter into, administer, and/or terminate contracts, and make related determinations and findings on behalf of the Government. Note: The only individual who can legally bind the Government.

2.1.4. CONTRACTING OFFICER'S REPRESENTATIVE (COR). An employee of the U.S. Government appointed by the contracting officer to administer the contract.

Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.

2.1.5. DEFECTIVE SERVICE. A service output that does not meet the standard of performance associated with the Performance Work Statement.

2.1.6. DELIVERABLE. Anything that can be physically delivered, but may include non- manufactured things such as meeting minutes or reports.

2.1.7. GOVERNMENT-FURNISHED PROPERTY (GFP) OR GOVERNMENT

PROPERTY (GP). Property in the possession of, or directly acquired by, the Government and subsequently made available to the Contractor.

2.1.8. KEY PERSONNEL. Contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a contract by the Key Personnel listed in the PWS. When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal.

2.1.9. PHYSICAL SECURITY. Actions that prevent the loss or damage of Government property.

2.1.10. QUALITY ASSURANCE. The Government procedures to verify that services being performed by the Contractor are acceptable in accordance with established standards and requirements of this contract.

2.1.11. QUALITY ASSURANCE SPECIALIST. An official Government

representative concerned with matters pertaining to the contract administration process and quality assurance/quality control. Acts as technical advisor to the Contracting Officer in these areas.

2.1.12. QUALITY ASSURANCE SURVEILLANCE PLAN (QASP). An organized written document specifying the surveillance methodology to be used for surveillance of contractor performance.

2.1.13. QUALITY CONTROL. All necessary measures taken by the

Contractor to assure that the quality of an end product or service shall meet contract requirements.

2.1.14. SUBCONTRACTOR. One that enters into a contract with a prime contractor. The Government does not have privacy of contract with the subcontractor.

2.1.15. WORK DAY. The number of hours per day the Contractor provides services in accordance with the contract.

2.1.16. WORK WEEK. Monday through Friday, except for Federal holidays unless specified otherwise.

CONTRACTOR FURNISHED ITEMS AND SERVICES

4.1 General. The Contractor shall furnish all supplies, equipment, and services required to perform work under this contract that are not listed under Section 3 of this PWS.

4.1.1 Permits, Taxes, Licenses, Ordinances, and Regulations. The Contractor shall, at his own expense, obtain all necessary permits, give all notices, pay all license fees and applicable taxes, comply with municipal, state, and Federal laws, ordinances, rules and regulations applicable to the business carried on under this contract.

PART 5 SPECIFIC TASKS

The contractor shall provide Standard Porta Johns, shall be no smaller than 44 inches by 48 inches in size with an indoor lock that shows if the porta john is in use. The holding tank shall be no smaller than 62 gallons. Handicap Porta Johns shall be no smaller than 62 inches x 62 inches in size with a door lock that shows if the porta john is in use. The holding tank shall be no smaller than 62 gallons. Two-person hand washing station shall have two basins with a hands- f r e e pump system. Enough liquid soap and paper towels shall be provided for up to 400 uses.

5.1 Event Scoping. The events listed below occur on an annual basis.

Throughout the year, the specific dates may change. The contractor will be provided the performance dates once they are scheduled. Where a range of porta johns is TECHNICAL EXHIBIT 1, the contractor will be given the total amount needed to be delivered 48 hours prior to delivery.

Memorial Day (Last Monday of May)

On the Friday prior to Memorial Day the contractor shall place 10 portable latrines near the Memorial Amphitheater to support the high visitation for the Observances and eight (08-10) units at other locations (Sec. 60, Queuing lanes, Patton and Eisenhower Drive, Wheaton) and two to four other locations to be determined based on necessity to support the large numbers of visitors in the vicinity. The portable latrines shall be placed on Friday between the hours of 0600 to 0800 or after 1600 to1800. The Contractor shall remove the latrines on the following Tuesday between 0600- 0800 or 1600-1800. TECHNICAL

EXHIBIT 1

Veteran’s Day (11 Nov)

From 10 November – TBD (Date dependent on when 11 Nov falls in the weekday the contractor shall place 10 portable latrines near the Memorial Amphitheater to support the high visitation for the Observances and eight (08-10) units at other locations (Sec. 60, Queuing lanes, Patton and Eisenhower Drive, Wheaton) and two to four other locations to be determined based on necessity to support the large numbers of visitors in the vicinity. The portable latrines shall be placed on a date to be determined based on the fall of 11 NOV during the week (No more than 3 days prior or After 11 NOV) between the hours of 0600 to 0800 or after 1600 to 1800. The Contractor shall remove the latrines within 24 hours from notification from ANC depending on 11 NOV.

Wreaths Across America (2nd or 3rd Saturday in December)

On a mid-December date, to be designated by the Government no later than six (6) months in advance, the contractor shall place 10 portable latrines on the top level of the ANC parking garage. Friday between 1200 and 1500. Contractor shall remove all latrines from ANC grounds on Saturday between 1400 and 1600. TECHNICAL EXHIBIT 1

Emergencies

At unknown times, ANC requires Porta Johns for emergencies. The estimated support for emergency porta johns will be determined by the scope of the emergency. ANC requires Porta Johns for emergencies. The estimated support for emergency porta johns will range from five (5) standard porta johns up to 20 and a need for three (3) to five (5) handicap porta johns and five (5) to 10 hand washing stations.

Ord Weitzel Gate – Guard House

ANC requires placement of a portable ADA latrine at the guard house at Ord Weitzel Gate. The contractor shall place and maintain one (1) portable ADA latrine with hand sanitizer unit. Latrine will be in place 6-12 months based on ANC needs.

5.1.1 Servicing Latrines

All latrines shall be pumped before delivered and clean when delivered. Latrines shall be cleaned after each pumping. Cleaning and servicing includes but is not limited to: waste completely pumped from holding tank, the removal of all trash from inside and within a 2-foot radius around each unit. All foreign matter shall be removed from washable surfaces such as walls, floors, and ceilings, doors, holding tanks, dispensers and urinals. All toilet seats shall be sanitized and dried. Contractor must replenish toilet paper and hand sanitizer in dispensers to insure adequate supply until next servicing. Adequate (minimum of 5 gallons) solution shall be added to minimize odor. The solution shall contain a deodorizer. A urinal cake shall also be used in the urinal to control odor.

Contractor shall take steps to prevent freezing of solution in the holding tanks to the extent possible. Contractor must provide pumping equipment in good operating condition to accomplish contract requirements. Pumping tanks, hoses and equipment must be free of leaks. The portable latrines will be cleaned from 0730 - 0930 on Saturday and Sunday and Sunday evening between 1600 -1730 for Monday events. For emergency requirement, portable latrines will be cleaned on a daily basis from 1630-1730. WAA does not require additional cleaning only to be picked up on day of event between 1500 – 1700.

5.1.2 Nonservice which the Contractor believes is the fault of the Government shall be documented by the Contractor and submitted to the COR no later than the next business day. The Contractor shall take all reasonable action utilizing all information at the Contractors disposal and attempt multiple servicing (minimum of two attempts) on the required scheduled servicing day before the Contractor submits a non-service, which is the fault of the Government to the COR. The Contractor shall attempt to service the location the next day.

5.1.3 Overturned Latrines

At no additional cost to the Government the Contractor shall after all severe weather events with high winds inspect all toilet locations for overturned latrines after the severe weather event and reset all overturned latrines within 24 hours.

All other causes for overturned latrines the Contractor will be notified, and the Contractor shall reset the latrines.

5.1.4 Pumping and Disposal of Waste

Disposal wastes removed from the latrines under this contract shall be pumped, transported, and disposed of in compliance with all Federal, State, and Local laws and regulations.

5.2 Delivery Requirements

Portable latrines are to be delivered to specified locations per this PWS on the Friday prior to the ceremonial events. The Contractor, upon COR approval, may place units ahead of time, but there is no compensation for early placement.

The Contractor will be supplied with grid coordinates and/or a detailed description of placement locations, and/or Point of Contact (POC), placement locations may also be flagged by the COR prior to placement. Contractor at times will be required to meet with the COR for placement. An ANC map will be supplied to the Contractor after contract award by the COR. Contractor is required to know the locations of all Contractor owned latrines on the Installation.

5.2.1 Non-Delivery

A non-delivery, which the Contractor believes, is the fault of the Government shall be documented by the Contractor and submitted to the COR no later than the next business day. The Contractor shall take all reasonable action utilizing all information at the Contractors disposal and attempt multiple deliveries (minimum of two attempts) on the required scheduled delivery day before the Contractor submits a non- delivery, which is the fault of the Government to the COR. The Contractor shall continue to attempt delivery at the location the next day and every day thereafter until the delivery has been made while continuing to document and submitting to the COR.

5.2.2 Relocation

Relocation of latrines may be required. Notification of relocations will be provided by the COR to the Contractor. Contractor shall pump latrines and/or sinks prior to relocation. Contractor will be given a 24-hour notice of relocation, servicing and pickup requirements; however, on occasion changes may occur more frequently and may be supplied to the Contractor via phone call.

5.3 Pickup

Toilet shall be removed from all locations no later than the following Tuesday after the ceremonial events, unless otherwise requested and approved by the COR. Contractor may receive permission for an individual site to leave latrines in place at no cost to the Government. Contractor upon doing this assumes liability/responsibility for damages and must insure units are clean prior to next scheduled use. Contractor will be given a 24-hour notice of pickup requirements; however, on occasion changes may occur more frequently and may be supplied to the Contractor via phone call.

5.4 24/7 On Call.

The Contractor shall provide 24/7 on call services. This “ON CALL” time refers to any and all times outside of regularly schedules pumping times. The Contractor shall provide three contact numbers for the “ON CALL” list.

5.2 CONTRACTOR MANAGEMENT REPORTING (CMR): The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for Arlington National Cemetery via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address:

http://www.ecmra.mil/. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013.
