About this file
This Performance Work Statement (PWS) details a Virtual Reality (VR) training solution for the US Air Force Petroleum, Oil and Lubricant (POL) equipment training. The contract requires delivery of 200 Meta Quest 3S VR headsets preloaded with training software for the Air Force Schoolhouse at Sheppard Air Force Base. The VR training software covers multiple equipment types including R-11 Refueling Truck, R-12 Support Truck, R-18 Pumping Unit, R-19 Filter Separator, R-20 Servicing Platform, FORCE Layout & Planning, and Aerial Bulk Fuel Delivery System.
The training modules, originally developed in collaboration with the 673d Logistics Readiness Squadron at JBER Alaska, provide an immersive, interactive training experience where airmen can virtually practice equipment operations. The system allows trainees to explore full-scale virtual replicas, perform operational procedures, configure systems, and practice emergency scenarios with step-by-step guidance and immediate performance feedback. The contract includes 5-year remote business support, software patches, hardware warranty, and includes express shipping to the contiguous United States. The government will conduct quality surveillance to ensure 100% compliance with delivery, maintenance support, and manufacturing standards.

PERFORMANCE WORK STATEMENT (PWS) FOR PETROLEUM, OIL
AND LUBRICANT VITRUAL REALITY (POL VR) TRAINER
1. SCOPE
The Contractor shall furnish all tools, parts, labor, equipment and transportation necessary to provide delivery of two hundred Virtual Reality (VR) headsets preloaded with the training software for use of the Air Force Schoolhouse at Sheppard Air Force Base to train airmen on POL equipment. This contract provides for "on-call" maintenance for service of hardware repair, application support, enhancements and bug fixes and necessary support and service.
1.2 MAINTENANCE SOFTWARE SUPPORT
Contractor shall provide software patches (as needed) to keep the applications operational.
1.3 HARDWARE SUPPORT
Contractor shall provide warranty information for delivered hardware covering defects in materials and workmanship and products that perform according to technical specs or product documentation
2. GENERAL INFORMATION
2.1 Vision Statement: To address the critical need for modern, engaging, and immersive training tools within the Special Experience Identifier (SEI) program.
Benefits of the software are:
• Enables airmen to practice virtually on equipment that may not always be readily available.
• Reinforces learning through repetition, fostering subject matter expertise.
• Aligns with the Air Force’s goal of maintaining a mission-ready and agile force.
• Leveraging Mobile Training Solutions for Equipment Training for a Dispersed Force at the US Air
Force to Assure Readiness.
3. BACKGROUND
The training modules are three separate scopes of work encompassed in a VR training application developed in collaboration with the 673d Logistics Readiness Squadron at JBER Alaska. The contract numbers for the three modules were: FA500022P0131, FA500023C0018, and FA500024P0047. This has been further developed to be a deployable hardware software solution that can be used by the wider Air Force for training purposes.
The VR experience was developed as a stand-alone, educational interactive component configurator and flow simulation tool for Special Experience Identifier (SEI) school training and orientation. This comprehensive platform integrates multiple interactive modules into a single program, providing a robust environment for both operational learning and system configuration. During training, users engage with full-scale, virtual replicas of equipment, enabling them to explore and interact with the systems as if they were on site. From an intuitive menu, trainees can select the specific operational procedure they wish to learn.
Initially, they are guided step-by-step with pop-up prompts, and once confident, they transition to a test mode where guidance is removed. Immediate feedback is provided at each step, and upon completion, a score is generated along with detailed insights into any errors. In addition to procedural training, the experience allows trainees to configure the FORCE system from a bird’s-eye view. They can strategically place components such as pumping units, filter separators, and plumbing assemblies in designated areas. By interacting with each element, trainees review operating procedures and practice emergency scenarios, further enhancing their hands-on understanding of the system. The creation of this VR software involved detailed modeling and programming of system components, including various pieces of equipment, plumbing assemblies, hoses, valves, connectors, and the foundational environment. Specific details—such as airfields, fabric bladders, and aircraft components—were meticulously crafted to deliver a realistic and immersive training experience. Moreover, the system is designed to be flexible and scalable. Post-deployment, new procedures and equipment modules can be integrated and updated remotely, ensuring that the training remains current and adaptable to evolving needs.
