About this file
This is a Performance Work Statement (PWS) for inspection, maintenance, and servicing of portable fire extinguishers at the U.S. Naval Hospital (USNH), Guam. The contractor shall perform annual inspections and certifications, six-year maintenance, twelve-year hydrostatic testing, recharging services, and parts replacement across eleven facility locations including the main hospital, branch clinics, training centers, and support facilities. The period of performance runs from August 4, 2026, through August 3, 2027, with four optional one-year renewal periods at the government's discretion. All work must comply with the National Fire Protection Association (NFPA) Standard Number 10 for portable fire extinguishers.
Performance requirements include 100% compliance across all objectives: annual on-site inspections with documentation of extinguisher location, condition, pressure gauge readings, and any deficiencies; recharging of various extinguisher types (BC CO2, ABC, and Class K) with leak testing and service tags; six-year maintenance including agent removal using closed recovery systems; and twelve-year hydrostatic testing by certified personnel using non-compressible fluid testing methods. The contractor must provide loaner replacements for any extinguisher removed for service, complete parts and supply replacements within 48 hours of reported discrepancies, and maintain permanent records for each cylinder tested. All technicians must hold current NFPA certification, NFPA 10 certification, and DOT certification for hydrostatic testing. The Naval Hospital Fire Marshall will conduct quarterly quality assurance inspections, and the contractor must establish and submit a quality control plan. A mandatory site visit is scheduled for July 2, 2026, at 9:00 a.m., and the contractor is responsible for obtaining facility access through Naval Base Guam's Visitor Control Center.

3.0 CONTRACTOR’S RESPONSIBILITIES
Upon contract award, the contractor will conduct a joint on-site visit and walk around the facilities listed in paragraph 1.2 with the Facility Department representative. The contractor shall record and maintain a list of all extinguishers and any discrepancies. The contractor shall provide a fire extinguisher annual inspection service record once an annual inspection is complete. The contractor will provide any documentation requested by the Contracting Officer within 2 days of the request.
All refills, tests, and repairs shall be completed by a properly licensed and certified technician by the National Fire Protection Agency (NFPA), Federal, State, and local authority having jurisdiction. Including, but not limited to, NFPA Certification, NFPA 10 Certified, and DOT Certified for hydrostatic testing. A valid signed and dated copy of the certifications must be provided.
3.1 Task Definition
· Annual on-site inspection (NFPA 10): Fire extinguishers shall be inspected and certified annually. The inspection shall include a check of at least the following items:
a. Location in designated place
b. No obstruction to access or visibility
c. Operating instructions on nameplate legible and facing outward
d. Safety seals and tamper indicators not broken or missing
e. Fullness determined by weighing or “hefting”
f. Examination for obvious physical damage, corrosion, leakage, or clogged nozzle
g. Pressure gauge reading or indicator in the operable range or position
Inspection Record Keeping:
a. Upon completion of Inspection - physical inspection sign tag for certification. Records shall be kept on a tag or label attached to the fire extinguisher, on an inspection checklist maintained on file, or in an electronic method that provides a permanent record.
b. Personnel making inspections shall keep records of all fire extinguishers inspected, including those found to require repairs, testing, replacement, or items/supplies.
· Recharging: All rechargeable-type fire extinguishers shall be recharged after any use or as indicated by inspection or when performing maintenance.
a. The contractor shall pick up and deliver all extinguishers requiring recharging
b. After recharging, a leak test shall be performed on stored-pressure and self-expelling types of fire extinguishers.
c. Each fire extinguisher shall have a tag or label securely attached that indicates the month and year recharging was performed and that identifies the person performing the service.
· 6-Year Maintenance (as Needed):
a. Every 6 years, stored-pressure fire extinguishers that require a 12-year hydrostatic test shall be emptied and subjected to the applicable maintenance procedures. The removal of the agent shall only be done using a listed halon closed recovery system. When the applicable maintenance procedures are performed during a periodic recharging or hydrostatic testing, the 6-year requirement shall begin from that date
b. The contractor shall include on the label the month and year the test was performed, the name of the person who performed the test, and their company.
· 12-Year Hydrostatic Testing (as needed):
c. Hydrostatic testing shall be performed by person trained in pressure testing procedures and safeguards and who have suitable testing equipment, facilities, and appropriate servicing manual(s) available.
d. The contractor shall ensure that every hydrostatic test includes both an internal and external visual examination of the cylinder.
e. Hydrostatic testing shall be conducted using water or some other non-compressible fluid as the test medium. Air or other gases shall not be used as the sole medium for pressure testing. All air shall be vented prior to hydrostatic testing to prevent violent and dangerous failure of the cylinder
f. The contractor shall maintain a permanent record for each cylinder tested.
g. The contractor shall include on the label the month and year the test was performed, the name of the person who performed the test, and their company.
3.2 Deliverable products and services
