Performance Work Statement (PWS) Data Analytics – Project Open Platform for Advanced Learning (OPAL)
INTRODUCTION
Purpose The purpose of this effort is to provide Advisory and Assistance Services (A&AS) support to deliver a hardware agnostic data platform technology as well as the knowledge needed for organic sustainment to project OPAL at the 309th Software Engineering Group (SWEG), Hill Air Force Base (AFB), UT.
Scope The contractor shall provide expertise, training, and software development needed to shift 309th flight data analytics efforts to a modern ‘big data’ architecture that is consistent across different development environments and weapons platforms. This data platform will be deployed across Major Commands to assist in data analysis and rapid turnaround. Deployment environments include On-Premises and virtual private clouds from IL2 to 6+. The size and variability of the data depends on the controlling authorities but can range as high as 10’s of petabytes from multiple weapons platforms. Thus, the data platform must be horizontally scalable and light weight enough to deploy with relative ease. Further details about the needs of the data platform are laid out in section 10. The scope of this project will focus on A-10 and F-16 flight test data, but future scope will expand the data platform on the initial framework.
Background Extreme Digital Development Group Enterprise (EDDGE) is developing tools to enable large scale data analytics including Machine Learning and Artificial Intelligence techniques on avionics flight data. The current state of the data ecosystem is fragmented and requires standardization and mechanisms for easy data discovery for data consumers. EDDGE operates largely in IL-6+ environments where compute is currently limited to local servers which could be augmented with Graphics Processing Units (GPU). Therefore, EDDGE is investing in a lightweight cloud native data platform that is forward leaning and bridges near-term gaps enabling existing use cases, expertise development, and scalable operations in the future.
Non-Personal Services The Government will neither supervise nor direct Contractor personnel. Under no circumstances shall the Government assign tasks to, or prepare work schedules for, individual Contractor employees. The Contractor shall manage its employees and guard against any actions that are of the nature of personal services or give the perception of personal services. If the Contractor believes that any actions constitute or are perceived to constitute personal services, or are outside the scope of this task order, the Contractor shall notify the Contracting Officer (CO) immediately.
Inherently Government Functions The Contractor shall not perform any inherently governmental functions as defined by Federal Acquisition Regulation (FAR) Subpart 7.5. All program decisions shall be the sole responsibility of the Government.
The Contractor shall not counsel, mentor, make judgments and/or discretionary decisions or perform any other activities related to supervision of Government personnel.
If the Contractor believes that any actions constitute or are perceived to constitute inherently governmental functions, the Contractor shall notify the CO immediately.
Data Rights The Government shall have unlimited data rights rights, in all drawings, designs, specifications, notes and other works developed in the performance of this contract, including the right to use same on any other Government design or construction without additional compensation to the Contractor. At any time and per Government request, any records, documents, and associated papers shall be available for review.
TECHNICAL REQUIREMENTS
All products developed under this contract shall be considered Government work and shall have no license encumbrances. The contractor shall support the Government in constructing a data platform consistent with a DevSecOps cadance and deployed environment security. The contractor will pair with SWEG Software Engineers to develop the organic knowledge necessary to sustain and push the platform forward.
0. The contractor shall assist in building a cloud native machine learning and data platform. Contractor ‘assistance’ will encompass paring with government employees during development, testing and deployment, including remote work. When performing on-premises setup and deployment contractors may need to assist with network admin and information technology infrastructure.
The contractor shall assist in an on-premises prototype deployment at the 309th within first 3 months of contract award and update with changes on unclassified repositories through the period of performance.
The contractor shall assist in development of a Kubernetes native application throughout period of performance The contractor shall assist in developing on, deploying onto, and deploying with PlatformOne. Furthermore, the data platform must be compliant with PlatformOne development pipelines and be able to maintain an Authority to Operate (ATO) at IL2-6+ The data platform must have data and ICD provenance The data platform must be auto-scaling and secure for 309th needs (~1000 users) while being available 95% of uptime of the deployed environment.
Security must be compliant with government regulations for impact level of deployed environment The data platform must have a search engine for all cataloged meta-data The data platform must have data ingest that can handle disparate data types and size. The initial data set will be Chapter 10 data from F-16, A-10, and other platforms as needed.
The data platform must have horizontally scalable decoupled compute and storage including utilization of GPU resources, if available.
The platform must be capable of arbitrary queries as well as complex computations that need to be parallelized across all the data.
The data platform must have hosted analysis tools and repository library The data platform must have secure ingress and egress Application Programming Interfaces (API) to allow for application development The data platform must be completely license free and have no proprietary software Software will be developed completely with test driven development and released for use every sprint.
Contractor shall have personnel with expertise to assist in development and analysis Recognized open source experts and contributors Contractor skill set including but not limited to development and deployment of Apache ecosystem, Jupyter Hub deployment, Python, R, Dask, Minio, Presto, Kubernetes, Fully containerized hosted applications Contractor must be able to perform Machine Learning and Artificial Intelligence on high dimensional time series data Contractor must be able to design, develop, and deploy data infrastructures to enable 2.2.3 in both cloud and on-premises environments The contractor shall enable effective knowledge transfer One objective of this project is to build a Government workforce capable of maintaining and pushing all aspects of the data platform forward.
The contractor shall perform the following actions to enable knowledge transfer:
Pair programming with Government employees on shared repositories on US government owned development environments Deposit ADR (Architectural Design Review) into PlatformOne repositories according to 309th proceedure Provide hands on training to Government employees with industry experts in large scale data mining, machine learning, and artificial intelligence. Training must be accomplished on datasets isomorphic with A-10 and F-16 avionics data or on real datasets in Government owned environments and repositories.
Provide technical reports delineated in Section 8.2 Provide architectural reviews and material at the request of the PM Provide technical demonstrations and training on data platform usage for select stakeholders’ needs both inside and outside the 309th Build benchmark tests for the data platform Specific skillsets In addition to the overall skills delineated in section 2.2 the specific skills desired for a set of categories are delineated below. To contractor must have personnel with the skill set below employed or on retainer for immediately assistance with the project as needed. However, it is understood that skillsets in various quantities and clearance levels will be used by the contractor according to current project needs. See Section 6 for further security information and timelines.
