PERFORMANCE WORK STATEMENT

Copier Maintenance at the Nevada Army National Guard (NVARNG)

1. Description of Services - This Performance Work Statement (PWS) defines the actions for the Contactor to provide all tools, labor, parts and transportation necessary to perform service maintenance on items in paragraph 2.2. The Government intends to award one single award Firm Fixed Price contract with a base year plus two option years for the maintenance and repair services on Government Owned digital multi-function devices/photocopiers. The primary North American Industry Classification Systems (NAICS) code is 811212. All services are non-personal in nature. The Government intends to award without discussions; therefore, the offeror's initial proposal shall contain its best terms.

2. Scope of Work - The Contractor shall provide all personnel, equipment, tools, material, vehicles, supervision, certifications, and other items and services necessary to perform on call service maintenance on the items in paragraph 2.2 at the specified locations in the Reno, Sparks, Carlin, Winnemucca, Fallon, Carson City, and greater Las Vegas areas of Nevada. Additionally, the contractor shall perform to the standards in-accordance-with this PWS. All common areas shall be kept clean and free from safety hazards. Any spills shall be cleaned in a timely manner.

2.1 Requirements - The Contractor to provide non-personal services to maintain and repair copiers for 12 months starting 01 September 2023 – 31 August 2028 (estimated), plus four 12 month option periods. Service will include tear down, inspect, clean, oil and replace all worn/defective parts with OEM parts and repair items. The maintenance plan includes all service calls, parts, drum units, imaging units, developer, color and black toner, and preventative maintenance kits. Because each machine has varying copy volumes, the Government will only consider a price-per-copy maintenance service plan without minimums or overages. The Government will award to a single contractor capable of servicing all specified locations throughout Nevada. Toner shall comply with EPA Comprehensive Procurement Guidelines, additional information can be found at http://www.epa.gov/osw/conserve/tools/cpg/products/toner.htm . The Contractor shall ensure that all technicians are trained and certified on all printing systems and equipment. Vendor shall provide, upon request, all certification documentation for technicians. Repairs must be in accordance with manufacturer and commercial standards. All alterations to equipment must be in accordance with Section 508 Compliance Clinger Cohen Act Requirements.

2.2 Government Furnished Equipment - The Nevada Army National Guard requires copier maintenance services on seventy-six (76) government-owned machines throughout the state. The majority of these machines are Canon Image Runner Advance models. The remaining (1) Kyocera machine is projected to be replaced with a Canon model within the next two years. A current listing of manufacturer and model information with location is provided and will be updated as applicable throughout the life of this service agreement. Maintenance is to be performed on an on-call basis for the following copier models; models may be replaced as needed, added or removed upon bi-lateral agreement with the Contractor. The estimated overall volume is 210,000 Black and White Copies per month and 10,000 Color Copies per month. Equipment being placed under this agreement shall be in good operating condition and shall be subject to inspection by the Contractor if desired, but at no cost to the Government. Equipment that requires an overhaul or repair will have the same completed, prior to the initiation of this agreement.
