About this file
This is a Performance Work Statement for accredited calibration and repair services of an AC to DC Voltage Transfer Standard required by the U.S. Army Test, Measurement and Diagnostic Equipment Activity (USATA).
The contractor must provide ISO/IEC 17025 accredited calibration services for one Fluke 792A AC to DC Voltage Transfer Standard (Serial No. 9285001) at an accreditation level exceeding original equipment manufacturer (OEM) capability. The calibrated unit will serve as a "Gold Standard" for calibrating other Fluke 792A units and will be delivered to third-party vendors including PTB Germany and NRC Calibration to achieve superior uncertainty levels. All work shall be performed at the contractor's facilities. The U.S. Army TMDE Activity at Redstone Arsenal, AL (DODAAC: W80RA6) is responsible for receiving, inspection, and acceptance of completed units through the DFAS Wide Area Workflow (WAWF) system. The government will ship the equipment to the contractor's facility at government expense within 48 hours of contract award (excluding weekends and holidays) and is authorized to return-ship and invoice individual units as completed. The period of performance shall be specified in Section B of the contract. No quality requirements or government-furnished equipment apply to this statement of work.

PERFORMANCE WORK STATEMENT
ACCREDITED CALIBRATION AND/OR REPAIR SERVICES (C&RS)
OF AC TO DC VOLTAGE TRANSFER STANDARD
1.0 GENERAL. The U.S. Army Test, Measurement and Diagnostic Equipment Activity (USATA) has a requirement for accredited calibration and/or repair services (C&RS) on a quantity of one (1) Fluke 792A AC to DC Voltage Transfer Standard (1) for ISO/IEC 17025 accredited calibration. This Fluke 792A needs to be calibrated with better uncertainties than the manufacturer, Fluke, can provide so it can be used as a “Gold Standard” to calibrate other Fluke 792As. The Fluke 792As shall be delivered to 3rd party vendors (PTB Germany & NRC Calibration) for a better uncertainty level of calibration numbers that can be produced by a few vendors.
2.0 CONTRACTOR TASKS.
2.1 The contractor’s task is to bring an accreditation calibration level that is beyond that of the original equipment manufacturers (OEM) capability. The following item will require high level calibration as follow:
Item Model Serial No. Manufacturer AC to DC Voltage Transfer Standard
792A 9285001 Fluke Electronics
3.0 GOVERNMENT TASKS.
3.1 The government shall be responsible for shipment of all units from the USATA facility to the contractor’s facility at government expense. All units shall be shipped to the contractor’s facility not later than 48 hours (excluding weekends and holidays) after receipt of notice of contract award.

W80RA6) shall be responsible for the receiving, inspection and acceptance requirements of DFAS Wide Area Workflow (WAWF) for all units. Contractor is authorized to return-ship and invoice individual units in WAWF as completed to decrease turn-around-time for return of the unit to its origin.
3.3 The Government shall ship the AC to DC Voltage Transfer Standard, noted above.
4.0 PLACE OF PERFORMANCE. All performance shall take place at the contractor’s facilities.
5.0 PERIOD OF PERFORMANCE. The period of performance shall be as specified in Section B of the contract.
