About this file
This Performance Work Statement (PWS) details courier service requirements for Joint Base San Antonio (JBSA) Medical Centers, specifically the 59th Medical Wing. The primary objective is to provide laboratory specimen, diagnostic imaging film, medical records, pharmaceuticals, blood components, and medication transportation between various medical facilities in the Greater San Antonio area. The courier service must operate Monday through Friday from 7:00 AM to 6:00 PM, with specific pickup and delivery routes for medical records, blood/laboratory specimens, pharmacy items, and 559th Medical Squadron laboratory supplies.
Key operational requirements include maintaining detailed logs for each delivery, using climate-controlled vehicles with minimum 600 cubic feet of cargo space, ensuring proper temperature control for pharmaceuticals (68-77°F for non-refrigerated, 36-46°F for refrigerated items), and complying with strict handling protocols for sensitive medical materials. The contractor must provide bonded and HIPAA-trained drivers, complete annual transport personnel training, perform criminal background checks, obtain base access passes, and maintain vehicles capable of safely transporting medical materials. Performance standards mandate no more than one failed delivery/pickup per month, with assessment based on valid customer complaints.
