All soiled laundry must be assumed to be contaminated. Universal precautions must apply to all personnel who handle soiled textiles during moving, containing, loading, unloading, and sorting laundry.
4.3 In addition, engineering and work practice controls shall be used to eliminate or minimize employee exposure. Where occupational exposure remains after institution of these controls, personal protective equipment shall also be used to prevent contact with blood or other potentially infectious materials.
Under circumstances in which differentiation between body fluid types is difficult or impossible, all body fluids shall be considered potentially infectious materials.
4.4 When linen is returned to the Government facility, the items will be weighed and compared to soiled weight. If the difference is greater than 10 percent, causative research will be conducted to investigate the ratio variance. Claims for linen known to have been lost, damaged or destroyed while in possession of the Contractor will be directed to the Government POC for appropriate action.
4.5 Contaminated Linen: In addition to the specification listed above, the contractor shall launder contaminated linen separately to ensure that no infectious material comes in contact with other laundry.
4.6 Separation of Laundry: Clean and soiled linen must remain separated during the entire cleaning and handling process. Clean linen must not leave the facility when soiled linen is being brought in. The Contractor must maintain functional separation of clean textiles from soiled textiles in carts and/or vehicles at all times during handling, collection, and transportation of soiled textiles. This includes adequate intake, filtration, air exchange and exhaust.
4.8.1 Eating, drinking, cooking, and storage of food or drinks is prohibited in rooms where laundry is handled, sorted, marked, washed or dry cleaned. If meals are eaten on the premises, a separate designated dining area shall be used for this purpose. Adequate sanitary facilities for employees will be provided to prevent the spread of contaminants.
4.8.2 Separate areas will be maintained for processing soiled laundry and cleaned laundry. The laundry and dry cleaning premises will be arranged so that a separate flow of soiled garments is maintained through the laundry or dry cleaning process. This flow requires that separate contact surfaces such as tables, carts, or shelves are maintained. A second separate flow of cleaned items will be established so that cleaned items contact only surfaces designated for "cleaned laundry sequence". Under no circumstances will soiled items be handled in the same area as laundered or dry cleaned items.
4.9 Transporting Laundry. Vehicles used for the transporting laundry and dry cleaning shall have some kind of barrier in the vehicles that separates the clean laundry and the dirty laundry. Laundry Vehicles can be a source of contamination and should be cleaned and disinfected on a regular basis.
5.0 QUALIFICATION / CONSIDERATIONS
5.1 Facility and Equipment Based on the workflow pattern principle where processing of soiled textiles flows to clean textiles, the laundry facility's physical layout and maintenance procedures shall ensure efficiency, minimize environmental contamination, and protect the material and hygienic integrity of the processed textiles. The essential laundry facility, and delivery vehicle, design must have a functional separation of areas that receive, store, or process soiled textiles from areas that process, handle, or store clean textiles by one the following methods:
5.1.1 Physical barrier (e.g., walls or structural partitioning with a means of entry to and from the soiled textiles area) which includes negative air pressure in the soiled textiles area with venting directly to the outside (positive air flow from the clean textiles area through the soiled textiles area); or
5.1.2 Functional barrier by negative air pressure in the soiled textiles area and positive air flow from the clean textiles area through the soiled textiles area with venting directly to the outside. The physical environment and layout of the soiled sorting area shall be designed to permit orderly soiled textile sorting and other manipulations/processes.
5.2 Contractor’s facilities shall be made available for inspection by US Naval Hospital Preventive Medicine, Linen Officer and Infection Control Officer upon request using the requirements in DHA PM 6430.02, associated references, and NAVMED P-5010.
