General Information
1. GENERAL: This is a non-personal services contract under which the personnel rendering the services are not subject, either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees. The United States (U.S.) Government shall not exercise any supervision or control over the Contractor’s employees performing the tasks herein. Such contract employees shall be accountable solely to the Contractor who, in turn shall be responsible to the U.S. Government.
1.1 Description of Services/Introduction: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the installation of a Video Teleconference (VTC) system as defined in this PWS except for those items specified as government furnished property (GFP) and government furnished services (GFS).
The Contractor shall perform to the standards in this contract.
1.2 Background: United States Army South (ARSOUTH) utilizes a number of Audio/Visual (AV) information systems and technologies on a daily basis in order to carry out its mission. There is a requirement to conduct Secure and Non-Secure briefings, which often include VTC calls between geographically dispersed locations, agencies, and organizations. ARSOUTH requires the capability to conduct VTC sessions over two different classified Internet Protocol (IP) networks. In the past, Information Assurance (IA) authorities allowed VTC systems (codec) that were dedicated to a single network only, or users could connect multiple networks using a single VTC codec with the use of an approved 3-network IP VTC switch.
1.3 Objectives: The objective of this requirement is to provide a fully functioning VTC conference room which will enable ARSOUTH to conduct both secure (Secret/Top Secret) and non-Secure briefings and videoconferences over two IP networks using dedicated codecs for each network in order to support the ARSOUTH mission.
1.4 Scope: Contractor shall provide non-personal services incidental to the supply purchase identified herein to include uninstalling, relocating, or disgarding old equipment.
