About this file

This is a Performance Work Statement (PWS) for a Blanket Purchase Agreement (BPA) establishing job posting and advertising services for the U.S. Army War College (USAWC) and the Army University (AU). The vendor will publish USAWC job announcements on a newspaper-type website or platform with an established subscription base within the academic community, enabling the organization to reach a broader pool of applicants beyond the USAJobs.com portal. The vendor must target individuals seeking employment in educational fields and present news, information, and job opportunities to college and university faculty, student affairs professionals, staff members, and administrators.

The BPA establishes the following financial parameters: individual call orders shall not exceed $2,500 per order, with an annual spending limit of $10,000 per year. Payment will be made via Government Purchase Card (GPC) for call orders at or below the $2,500 threshold. The Government is only obligated to the extent of authorized orders actually placed. The vendor is explicitly not expected to design advertising campaigns, develop messaging, or provide consulting services; rather, the vendor will publish job postings using templates and information provided by the Government based on USAJobs postings. Only authorized Government personnel, specifically Marianne Barrick from USAWC G4, are authorized to place orders. The agreement may be discontinued by either party with 30 days written notice.

PERFORMANCE WORK STATEMENT (PWS)

AU/AWC JOB POSTINGS/ADVERTISING SERVICES

BLANKET PURCHASE AGREEMENT

Description of Agreement:

The AU / AWC requires our job postings to reach a larger range of applicants than the government USAJOBs website. We require a newspaper type vendor/website with a developed subscription base among the academic community that can advertise our job posting to their academic audience.

Once the job is listed on the government website USAJOBs.com, we are then able to push out the job announcement via other newspaper websites that presents news, information, and jobs for college and university faculty and student affairs professionals, including staff members and administrators.

When we advertise in this type of publication, we will be able to reach the academic community that they have built and where our potential applicants exist.

Extent of Obligation:

The Government is obligated under this BPA only to the extent of authorized orders actually placed against this agreement.

Purchase Limitations:

No individual call order under this BPA shall exceed $2,500 except by the Contracting Officer within the Mission and Installation Contracting Command (MICC).

1. Per Order: $2,500
2. Per Year: $10,000

Payments:

Payment will be made with the Government Purchase Card (GPC) for call orders at or below the established order limit ($2,500).

Do Nots:

We are not contracting to have them design an advertising campaign or design messaging, as we provide the information on usajobs.com, we just need a vendor to publish in their publication.

We do not need a consulting firm, we need a vendor that can target individuals looking for employment in these specific educational fields, and we already know the information we want to convey and how we want to convey it.

Historical Job Postings:

Once a job is approved and posted on USAJOBs, the AWC will select a job posting package from the vendors website, upload all required information such as job description (from USAJOBs) to the vendors template, choose categories to assist applicants in finding the job and post it so that it reaches the academic world.

The vendor reviews and approves the posting, then they post it on their website for their academic audience.

Authorized Government Personnel-Ordering Officers:

Only Government personnel listed below are authorized to place orders and obligate the Government. The authorized GPC Officer will submit their credit card information and submit.

Future applicability of this agreement will be discontinued upon 30 days written notice by either part.
