About this file
This Performance Work Statement (PWS) outlines Non-Commercial Sustaining Announcement (NCSA) services for the Iowa Air National Guard (IAANG). The primary objective is to provide television and radio advertising targeting 17-35 year-olds, with the IAANG prohibited from purchasing advertising directly. The contractor will be responsible for distributing public service announcements, tracking performance metrics, analyzing media placement, and providing monthly status reports detailing advertising activities across designated market areas.
The contract is for a base year of 12 months, with the contractor required to use only IAANG-specific logos and materials, ensure "GOANG.com" and "1-800-ToGoANG" are advertised in all placements, and track return on investment. Key deliverables include monthly status reports, performance tracking reports, television frequency breakdown reports, and maintaining a contact log of media providers. The solicitation is a sole source opportunity with the Department of the Army National Guard, specifically focused on helping the Iowa Air National Guard enhance its recruitment and public awareness efforts through strategic media placements.

PERFORMANCE WORK STATEMENT (PWS)
FOR
Non-Commercial Sustaining Announcements Services
1.0 General:
1.1 Scope: The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary, except as specified in Paragraph 3.0 as Government Furnished, to perform Non-Commercial Sustaining Announcement (NCSA) Services, also known as Public Service Announcement (PSA) Services, as defined in this PWS.
1.1.1 Objectives: This contract is to provide the Iowa Air National Guard (IAANG) the ability to advertise at the State and local level using Public Service Announcements on both television and radio. The primary objective is to reach the Iowa Air National Guard (IAANG) target demographic of 17-35 year-olds.
1.2 Background: At a national level, the National Guard established the national NCSA and PSA programs in 1995. Initially, NCSA and PSA programs were a task order that fell under the Traditional Advertising Indefinite Delivery Indefinite Quantity (IDIQ) contract. The National Guard expanded the NCSA and PSA programs nationally in 1996 after trying it in several states and has been using it ever since. The National Guard is the only organization that uses NCSAs on a national basis. In 2001, the determination was made to create a separate IDIQ contract for the NCSA and PSA programs (funding amount changes every year) and the first long-term IDIQ was awarded in 2002 (DAHA-90-02-D-0001). A second long-term IDIQ followed in November of 2008 (W9133L- 09-D-0001). In 2022, NGB made the decision to decentralize the contract with the expectation that “annual NCSA fees will be reduced as a result of direct negotiations between SBAs and state contracting offices” (Warren, N.).
