4.0. General Information

4.1. Security Requirements

4.1.1. Access to the 309 AMARG Area. This project includes work located in the 309 AMARG controlled area. Strict security and personnel access control is maintained. Contractor personnel must be listed on an entry authorization list (EAL), have proper identification, and obtain passes at the 309 AMARG gate to obtain entry to the work site. New EAL requests (company personnel names) must be submitted to the COR at least 48 hours in advance for required access to the site. The name of any employee that’s terminated during the period of the contract must be reported in writing to the COR within one workday of the termination.

4.1.2. Real ID Requirement. Beginning May 7, 2025, Davis Monthan Air Force Base will require all visitors seeking base access to possess a REAL ID in accordance with the REAL ID Act of 2005 and DoD Manual 5200.08 Vol 3, Physical Security Program: Access: to DoD Installations.

Federal installations, including Davis-Monthan AFB, will no longer accept non-marked state-issued identification cards after May 6, 2025. As mandated by the Department of Homeland Security (DHS), state-issued licenses and identification cards must include a REAL ID-compliant marking–star markings, “Enhanced” verbiage, etc.—indicating adherence to federal standards. Enhanced Driver’s Licenses (EDLs) issued by Washington, Michigan, Minnesota, New York and Vermont are also acceptable for federal purposes. Although most EDLs do not contain the REAL ID star marking, they meet DHS criteria for access.

To obtain a REAL ID, individuals must visit their state’s driver licensing agency website for documentation requirements. At a minimum, applicants must provide proof of full legal name, date of birth, Social Security number, two proofs of address and lawful status. States may impose additional requirements. Minors under 18 years of age are not required to present REAL ID-compliant credentials for travel or base access, but their accompanying adult must be compliant.

Individuals issued a “LIMITED-TERM” REAL ID—commonly non-citizens with documentation such as a Permanent Resident Card, visa, or employment authorization—must present the same documentation when requesting access to Davis-Monthan AFB.

Common REAL ID-compliant credentials include U.S. passports, permanent resident cards and other identification approved under DODM5200.08v3. Current Defense Biometric Identification

System (DBIDS) badges are not impacted by this change. However, new or replacement DBIDS badges will only be issued upon presentation of REAL ID-compliant credentials. When screening visitors for DBIDS Contractor Badges and EAL sponsorship visitation requests, it is the direct responsibility of the DoD-affiliated sponsor to verify that the personnel they are requesting badging or visitation for are REAL ID compliant.

For DBIDS contractors, Visitor Control Center badging personnel will confirm contractors’ REAL ID compliance when they come to receive their DBIDS badge. Security Forces personnel will verify visitors’ driver’s licenses and identification cards to ensure REAL ID compliance is met. Non-compliance will result in immediate denial to the installation until REAL ID compliance is met.

Security Forces entry controllers will verify REAL ID compliance of visitors when verifying their credentials with Entry Authorization Lists. Non-compliance will result in immediate denial to the installation until REAL ID compliance is met.

For more information on REAL ID compliance and requirements, visit www.dhs.gov/real-id. For questions regarding access to Davis-Monthan AFB, contact the 355th Security Forces Squadron Pass and Badge Office at 520-228-3224.

4.1.3. Listing of Employees. The contractor shall maintain a current listing of employees performing services on Davis-Monthan AFB. The list shall include the employee's name and social security number. The contractor shall submit list of employees to the Contracting Officer upon contract award and when an employee's status or information changes.

4.1.4. Pass and Identification Items. The contractor will ensure that all necessary pass and identification items required for contract performance are obtained for contractor employees and non-Government owned vehicles.

4.1.5. Retrieving Identification Media. The contractor must retrieve all identification media, including vehicle passes from contractor employees that depart for any reason before the contract expires (e.g. terminated for cause, retirement, etc.) and turn them in to the issuing office. Once contractor employees are no longer employed, the contractor office must notify the issuing office of the termination immediately.

4.1.6. Traffic Laws. Contractor employees must comply with all base traffic regulations.

Contractor employees are subject to random vehicle speed control checks. Contractor personnel cited for speeding on the installation may suffer loss of base driving privileges, debarment from the base, or other administrative action. The use of seat belts is mandatory for all vehicle occupants. The use of cell phones is prohibited while driving on base, unless the phone is a hands-free cell phone.

4.1.7. Random Personnel and Vehicle Searches. Contractor personnel are subject to random personnel and vehicle searches. If contractor personnel refuse to be searched, they will be denied entry to the base, and may result in loss of base driving privileges, debarment from the base, or other administrative action.

4.1.8. Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their contractor owned vehicle or privately owned vehicle while on Davis-Monthan AFB.

4.1.9. Contractor Personnel Travel on the Installation. All contractor personnel will limit their travel on the installation only to specific areas required for performance of services, specified break and meal areas, or travel directly to and from these locations.

4.2. Smoking in AF Facilities. Contractor personnel are advised that the Air Force has placed restrictions on the smoking of tobacco products in Air Force facilities. Department of the Air Force Instruction (DAFI) 48-104, Tobacco Free Living, outlines the procedures used by the commander to control smoking in our facilities. Contractor employees and visitors are subject to the same restrictions as Government personnel. Smoking is permitted only in designated smoking areas.

4.3. Illegal Substances. Illegal substance possession and/or use will not be tolerated on any military installation, including medically prescribed marijuana. The contractor shall ensure that contractor employees who have base access do not possess and/or use illegal substances. All contractor and subcontractor personnel are required to adhere to all local, state and federal laws concerning possession and/or use of illegal substances. Contractor personnel found to be in possession of illegal substances will be barred from the installation and subject to arrest and prosecution by local authorities.

4.4. Safety. The contractor will comply with all applicable local, state and federal laws and safety regulations. Compliance with Occupational Safety & Health Administration (OSHA) and other applicable laws and regulations for the protection of employees is exclusively the obligation of the contractor, and the Government will assume no liability or responsibility for the contractor's compliance or non-compliance with such responsibilities. Any fines, penalties, etc., levied for contractor caused safety violations are the contractor's responsibility.
