PERFORMANCE WORK STATEMENT

FOR

2025 HURRICANE EXERCISE SUPPORT SERVICES

1.0 General: The mission of the Directorate of Military Support (DOMS) is to coordinate Defense Support of Civilian Authorities (DSCA), provide oversight for domestic operations and provide prepared units to mitigate incident impacts in Georgia or in the United States at the direction of appropriate civil authorities. DOMS provides oversight, coordinates, and tracks Georgia National Guard (GANG) support missions to civilian authorities in domestic operations. Georgia’s two most likely events are winter storm and hurricane response.

1.1 Scope: The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary, except as specified in Paragraph 3.0 as Government Furnished, to perform 2025 Hurricane Exercise Support Services, as defined in this PWS. The Contractor shall perform tasks supporting DOMS exercise operations planning and execution to include attending and facilitating planning meetings, scenario development / design, documenting exercise requirements, supporting exercise preparation, exercise execution and after action deep dive. The contractor should note that the exercise schedule is flexible and may change due to unforeseen, “real-world” contingencies and requirements not under control of the DOMS. The exercise will include several preparatory planning events or conferences, which will require contractor support. The Exercise requires the portrayal of a regional hurricane event developing in the Atlantic, slowly strengthening and moving toward the Southeastern United States. The storm eventually makes landfall in the State of Georgia creating a complex catastrophic environment, requiring the activation and staging of GANG forces to conduct a response across multiple GEMA-HS Emergency Support Functions (ESFs). GANG organizations and their civilian state and local counterparts (some simulated and others incorporated) will respond to an imminent threat of disaster by simulating emergency preparedness and response activities. The exercise will provide the GANG with an opportunity to conduct mission command, execute coordination with and support to civilian authorities, explore the Dual Status Command (DSC) concept, plan interstate mutual aid under Emergency Management Assistance Compacts (EMAC), and coordinate with T-10, T-14, T-22 and NGB entities. Additionally, the exercise will allow DOMS to experience challenges associated with preparing the force to respond to numerous types of mission assignments that include mobilization, damage assessment, debris clearance, contraflow, communications, hazardous materials (HAZMAT) response and relief supply management and distribution.

1.2 Background: In 2004, Georgia conducted a G8 support mission with the nations first Dual Status Commander (DSC). At the same time, Joint Forces Headquarters Georgia was established ICW Department of Defense Directive (DoDD) 5105.83. This is a dedicated domestic response staff tasked with managing large-scale defense support of civil authorities operations in Georgia. The staff is a mix of full-time National Guard personnel and traditional National Guard personnel covering all critical staff functions from operations to personnel and logistics. DOMS and the Adaptive Battle Staff (ABS) train year-round to ensure their readiness to facilitate and control all GANG Domestic Operations within the State of Georgia, Region IV, or the Nation. Participation in exercises ensures the GANG is ready to cooperate with disaster response partners at all levels. The annual DCSA hurricane exercise (HURREX) tests the GANG’s ability to support the citizens of Georgia in the area of hurricane response actions. The GANG conducts the HURREX within the start of hurricane season (June 1) to test plans, communication, JOC and ABS Critical Thinking, response capabilities, and other aspects of hurricane response preparation.

3.0 Government Furnished Property: None.

4.0 Contractor Furnished Property, Materials, and Equipment (CFP/M/E):

4.1 General: Except for those items specifically stated to be Government-Furnished in Paragraph 3.0, the contractor shall furnish everything required to perform these services as indicated in Paragraph 1.1.

5.0 Requirements: The Contractor shall perform tasks supporting DOMS exercise operations planning and execution to include attending and facilitating planning meetings, scenario development / design, documenting exercise requirements, supporting exercise preparation, and exercise execution. The exercise will include several preparatory planning events or conferences, which will require contractor support.

5.1 The Exercise requires the portrayal of a regional hurricane event, developing in the Atlantic slowly strengthening and moving toward the Southeastern United States. The storm eventually makes landfall in the State of Georgia creating a complex catastrophic environment, requiring the activation and staging of GANG forces to conduct a response across multiple GEMA Divisions. GANG organizations and their civilian state and local counterparts (all simulated) will respond to an imminent threat of disaster by simulating emergency preparedness and response activities. The exercise will provide the GANG with an opportunity to conduct mission command, execute coordination with and support to civilian authorities(simulated), explore the Dual Status Command (DSC) concept, plan interstate mutual aid under Emergency Management Assistance Compacts (EMAC), coordinate with T-10, T-14, T-22, and NGB entities. Additionally, the scenario will allow the GANG to experience challenges associated with preparing the force to respond to numerous types of mission assignments that include damage assessment, citizen evacuation traffic contraflow, debris clearance, security, communications, and relief supply management and distribution.

5.1.1 The Contractor shall develop plans and briefings as required in support of exercise planning and execution in accordance with (IAW) Joint Exercise Life Cycle (JELC). The JELC must be compressed due to the exercise dates occurring within the 2025 hurricane season. The Contractor shall coordinate solutions with appropriate DOMS personnel for implementation and develop the Exercise Control Plan (ECP), which identifies the full operational exercise setup. The Contractor shall work with DOMS to define the critical information requirements for the ECP. The ECP shall become an annex to the Exercise Directive. It will be restricted to control personnel ("trusted agents") and contains guidance to the Exercise Control Group (ECG). The ECP describes the exercise control concept, organization, functions, and responsibilities. Furthermore, it outlines the planning milestones and control organization; and provides the simulation control plan (with network diagrams) and control instructions. It additionally provides White Cell procedures, simulation control procedures, outlines for staff training plans, individual position descriptions with room builds (technical drawings), and it contains a key events list and a chronology of expected events. Events are based on injects and anticipated "free-play” simulated actions programmed by a Master Scenario Events List (MSEL). The MSEL will address all Training Objectives listed in this PWS as well as input from participating organizations during the initial and middle planning meetings.

5.1.2 Before execution, the contractor shall analyze DOMS requirements for operational exercise scenario and database needs. Contractor will assist in the creation of the Joint Exercise Life Cycle (JELC) tasks and requirements. Contractor will submit all items to the GANG representative for inclusion in the Joint Training Tool (JTT) system of record.

5.1.2.1 The Contractor will assist in the creation of a Master Events Scenario List (MESL) and a scenario brief for the participants of the TTX and CPX articulating the current state of Georgia within the Hurricane Response.

5.1.2.2 The Contractor provides a Situation Manual (SITMAN) IAW Homeland Security Exercise and Evaluation Program (HSEEP) standards nested in National Incident Management System (NIMS) using Incident Command Systems principles. The SITMAN must facilitate the TTX for the senior leaders. Plain language must be used to facilitate open discussion with Major Subordinate Commanders (MSCs), Commanding Generals, and The Adjutant General of Georgia.

5.1.2.3 The Contractor will create an exercise control group to facilitate meeting all GANG training objectives. The Contractor will include the “trusted agent” into all planning sessions and decision making.

5.1.3 During the Exercise, the Contractor will meet DOMS’ customer needs through review of the implementation of solutions to exercise requirements. The contractor shall support and operate an Exercise Control Group (ECG), and attend other meetings. The Exercise will require no less than four contractors to provide White Cell positions to conduct comprehensive control and execution. The OCs will not serve as exercise evaluators but will, as practical: provide assistance, advice, training and consultation on all aspects of Domestic Operations Command, Control Communications Computers and Intelligence (C4I) specific to the JOC, Joint Task Forces (JTFs) and State Operations Center (SOC) operations (simulated). The contractor led White Cell Team will manage Exercise Execution.
