About this file
This is a Performance Work Statement (PWS) for Air Force Reserve Command describing maintenance and training services for a Group 2 Unmanned Aircraft System to be provided to the 439th Security Forces Squadron at Westover Air Reserve Base.
The maintenance scope requires the contractor to provide all necessary equipment and supervision for continuous optimal operation of designated UAS equipment. Key responsibilities include developing and executing a preventive and scheduled maintenance program per original equipment manufacturer (OEM) specifications, including on-site inspections, cleaning, calibration, and functional testing. Software and firmware updates must be completed bimonthly (no later than the last calendar day of each month) and deployed quarterly on-site due to the lack of immediate Authority to Operate with Air Force communications infrastructure. The contractor must proactively monitor and replace life-limited and high-wear components using OEM-approved parts and establish a robust configuration management system tracking hardware and software inventories, maintaining current system diagrams, operational manuals, and maintenance logs. Services will be conducted at Westover Air Reserve Base/Building 2510 or at a pre-determined Air Force-approved offsite maintenance facility.
The training component consists of a two-day onsite program for UAS operators, supervisors, and maintenance personnel covering system architecture, safety procedures, Ground Control Station operations, hands-on flight practice, and routine maintenance. Deliverables include instruction from certified personnel, digital training materials, completion certificates, and twelve months of access to a secure training video library. Participants will earn a "Train the Trainer" certification enabling them to serve as internal instructors. The training cost is capped at $1,000 maximum, which is comprehensive and all-inclusive. Critically, all travel and lodging expenses for contractor instructional staff (airfare, accommodations, meals, incidentals) are the sole financial responsibility of the contractor and cannot be billed to the government, ensuring complete cost certainty for the squadron.

PERFORMANCE WORK STATEMENT
FOR
AIR FORCE RESERVE COMMAND
Group 2 Unmanned Aircraft System
02/20/2026
1.0 DESCRIPTION OF SERVICES. d
1.1 Scope. This Performance-based Work Statement (PWS) describes the services required to/for the 439 Security Forces Squadron. These services include: Contractor providing all necessary equipment and supervision to ensure the continuous and optimal operation of all designated equipment. The scope of these services includes the development and execution of a thorough preventive and scheduled maintenance program in accordance with original equipment manufacturer (OEM) specifications, involving on-sight regular inspections, cleaning, calibration, and functional testing. A critical component of this PWS is the recurring update of all equipment software and firmware, which must be completed every other month and no later than the last calendar day of that month; this process involves obtaining, testing, and deploying the latest updates. As this system will not immediately have an Authority to Operate with the Air Force communications infrastructure, updates will be completed quarterly on-site, not over-the-air.
Furthermore, the contractor is responsible for the proactive monitoring and timely replacement of all life-limited and high-wear components using OEM-approved parts to prevent equipment downtime based on previous best practices and knowledge of high-wear components.. To ensure system integrity and transparency, the contractor shall also establish and maintain a robust configuration management system, meticulously tracking all hardware and software inventories and documenting any changes, while also ensuring all system diagrams, operational manuals, and maintenance logs are kept current and readily accessible to authorized personnel.
1.2 Place of Performance. The services detailed above will be conducted at Westover Air Reserve Base/Building 2510 or at a pre-determined offsite Air Force approved maintenance facility.
2.0 TRAINING SUMMARY (TS).
Two-day, onsite training program for government personnel on the Unmanned Aircraft System (UAS). The training is designed for UAS operators, supervisors, and maintenance personnel to ensure safe operation, system understanding, and operational readiness. The course covers system architecture, safety procedures, Ground Control Station (GCS) operations, hands-on flight practice, and routine maintenance. Upon completion, attendees will understand the system's capabilities and limitations, be able to conduct basic mission planning, and know emergency protocols. Key deliverables from the contractor include onsite instruction from certified personnel, digital training materials, a certificate of completion for participants, and twelve months of access to a secure training video library. The program is explicitly defined as initial familiarization and does not include advanced operational training or formal military flight certification, which may be provided under a separate contract.
1.2 Place of Training. The training detailed above will be conducted at Westover Air Reserve Base/Building 2510.
1.2 Cost of Training. The financial investment required for this specialized training program is capped at a maximum of $1,000. This cost ceiling is comprehensive, covering all associated expenses for the instruction and certification process. A significant value-added component of this program is that upon successful completion, participating members will earn a "Train the Trainer" certification. This advanced qualification empowers them to act as internal instructors, officially enabling them to train and certify other personnel within the 439th Security Forces Squadron. This model establishes a self-sustaining, in-house training capability, which will significantly reduce future training costs and logistical burdens for the squadron. Furthermore, all travel and lodging expenses incurred by the contractor's instructional staff will be the sole financial responsibility of the contractor. This includes, but is not limited to, airfare, accommodations, meals, and incidental expenses. It is explicitly stipulated that these travel costs will not be billed to the government or passed on to the 439th Security Forces Squadron in any form, ensuring that there are no additional or hidden costs beyond the stated $1,000 training fee. This arrangement provides complete cost certainty for the squadron and streamlines the procurement process.
