About this file
This Performance Work Statement (PWS) details the requirements for supplying golf carts for the United States Military Academy (USMA) Graduation at West Point. The contractor must provide golf carts in two scenarios: for non-POTUS visits, a minimum of ten golf carts (8 six-passenger and 2 four-passenger), and for POTUS visits, a minimum of twelve golf carts (10 six-passenger and 2 four-passenger). The golf carts will be used to move personnel and special needs visitors throughout the installation, with specific delivery and removal timelines - they must be delivered and ready for use one day before the Graduation Parade and removed within two days after the Graduation Ceremony.
The PWS includes extensive requirements for contractor personnel, including mandatory background checks through the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB), E-Verify requirements for employment eligibility, and compliance with Force Protection Conditions (FPCON). Contractors must also adhere to strict access control procedures, parking restrictions, and are subject to search while on the installation. The document emphasizes security protocols, including prohibitions on employing illegal aliens, compliance with trafficking in persons regulations, and the potential for denied access during increased readiness conditions.
