The types of issues that require notification include, but are not limited to, health and safety risks, spills, Notices of Violation (received or anticipated), and changes in key personnel. On critical issues, verbal notification shall be made immediately, followed by written notification within three working days. (CDRL A003, A004)
19APRIL 2024
2.6 Work Site Coordination
The Contractor shall coordinate worksite activities with all applicable personnel and/or agencies to ensure the protection of human health and the environment; the prevention of damage to property, utilities, materials, supplies, and equipment; and the avoidance of work interruptions.
The Contractor shall ensure all work areas are secure and appropriate measures have been taken to eliminate any risk to the public on active environmental sites, as appropriate. The Contractor must comply with OSHA safety and health regulations and local safety office requirements.
(CDRL A004)
3.0 TASK ORDER REQUIREMENTS
The Contractor shall perform a full range of activities to meet the environmental monitoring and maintenance services required to meet the objectives of this TO.
3.1 Completion of the Final 2023 Landfarm Operations Report, Former Galena Forward
Operating Location, Alaska Document
• It is anticipated that the Final 2023 Landfarm Operations Report, Former Galena Forward Operating Location, Alaska document will not be finalized by the time the previous TO ends. This TO includes finalizing the report, including addressing all Air Force comments, regulator comments, and submitting revised draft, draft final, and final versions as appropriate. (CDRL A001, A003, A005, A006, A012, B005A, B005B)
• The Contractor shall manage response to comment time to ensure this document is final before the expiration of the POP; no later than 30 November
2024. (CDRL B001)
3.2 Landfarm Detention Basin Water Drainage and Filtration Through GAC
• Shortly following snow melt/ ice off, the landfarm detention basin shall be drained and the discharge filtered through a portable GAC system. The discharge point for the filtered water shall be to the west of the detention basin, in the drainage that parallels Campion Road.
• Based upon the approximate maximum volume of the basin (252,450 gallons) and an estimated maximum concentration of 570 micrograms per liter (μg/L) diesel-range organics (DRO) and 710 μg/L residual-range organics (RRO) in the detention-basin water, it is expected two 55-gallon drums of GAC plumbed in series will be sufficient to filter out petroleum-related contaminants remaining in the detention-basin water.
• During discharge and filtration operations, and after approximately 200,000 gallons have been filtered, one grab sample shall be collected from the effluent discharge point and analyzed for volatile organic compounds (VOCs), gasoline-range organics (GRO), DRO, RRO, and polyaromatic hydrocarbons (PAHs) by Methods SW8260C, AK101, AK102, AK103, and SW8270D, respectively; to document petroleum contamination was removed from the
19APRIL 2024
detention-basin water prior to being released. (CDRL A012)
• Based upon the functional depth of the detention basin (3 ft) and the average annual rainfall (approximately 13 inches) in Galena, AK, it is expected that the basin will not require additional dewatering throughout the remainder of the 2024 field season. Therefore, the GAC canisters shall be removed from the site and transported off-site for proper disposal or regeneration. (Following the initial dewatering of the detention basin, if the basin were to overflow as a result of precipitation, the water will have originated directly from precipitation and not drainage from the landfarm soils and would not have encountered petroleum contamination.)
• The detention basin dewatering is to be completed by 15 July 2024, at the latest.
• The Contractor shall provide daily reports and photographs of the dewatering and filtration process and, upon completion of the task, summarize the activities in a letter report for submittal to and approval by the AFCEC BRAC Environmental Coordinator (BEC). (CDRL A001, A003, A004)
3.3 Inspection, Maintenance, and Reporting for the Former Galena FOL Landfarm
Through the 2024 Field Season
• The Contractor shall maintain the “winterized” state of the former Galena FOL landfarm through the 2024 field season. This shall require biweekly monitoring of the landfarm treatment area and stockpiles to ensure tarps have not been displaced; preventing precipitation from encountering petroleum-contaminated soils. The biweekly monitoring will include identification of any issues/areas of concern; i.e., sandbag displacement or deterioration, tarp movement, water ponding, et cetera.
• Biweekly monitoring will continue to be performed until a minimum of 8 inches of snow has deposited on the landfarm treatment area and stockpiles or expiration of the TO POP, whichever comes first. As with years past, the accumulated snow will secure the tarps for the winter season.
• Supplemental monitoring inspections shall be performed within 24 hours following episodes of high winds or heavy precipitation (greater than 1.0 inch in a 24-hour period).
• The northeast corner of the landfarm that currently allows precipitation runoff shall remain in the “winterized” state; allowing drainage of precipitation without encountering petroleum contaminated soils.
• If the landfarm is compromised, resulting in precipitation encountering petroleum-contaminated soil prior to draining out the northeast corner of the landfarm treatment area or from an exposed stockpile, a surface soil sample shall be collected immediately adjacent to the location of the discharge point and analyzed for VOCs, GRO, DRO, RRO, and PAHs by Methods SW8260C, AK101, AK102, AK103, and SW8270D, respectively. Sample collection, handling, and analysis shall conform to the approved Final Landfarm Operation, Maintenance, and Monitoring Plan (FPM, 2023). (CDRL A0012)
19APRIL 2024
• Within three working days of each biweekly landfarm inspection, the Contractor shall provide a field report, including photographs, and, upon completion of the 2024 field season, summarize the activities in a letter report for submittal to and approval by the AFCEC BEC. To allow for completion of the letter report prior to the POP expiration, the Contractor will likely have to initiate development of the summary report prior to the November 2024 inspections. The finalized summary report shall be completed by no later than 30 November 2024. (CDRL A001, A003, A004, A005, A006, A012, B005A, B005B)
• The AFCEC BEC shall be notified within 24 hours, if any issues of concern are identified during the landfarm monitoring inspections. (CDRL A003)
3.4 Demobilization
• As early as practicable during the 2024 field season, the Contractor shall remove all equipment, materials, and supplies from the landfarm area and demobilize from the site. Demobilization activities should be performed early enough in the season to avoid inclement weather or snow cover, i.e., before late August 2024.
• All Air Force equipment associated with the landfarm (e.g., irrigation equipment) shall be transported from the former Campion Air Strip to a location in the Galena triangle area to be specified by the AFCEC BEC at a later date.
4.0 CONTRACTOR MANPOWER REPORTING REQUIREMENTS
4.1 Contractor Manpower Reporting
