About this file
This is a Performance Work Statement (PWS) for Laundry and Dry Cleaning Services at Dyess Air Force Base, Texas. The contractor must furnish all personnel, equipment, transportation, and supplies to provide laundry and dry cleaning services, including pickup and delivery at multiple lodging buildings. Services must comply with Joint Commission on Accreditation of Health Care Organization (JCAHO), Infection Control Committee (ICC), International Fabricare Institute Publications, and Accreditation Association for Ambulatory Health Care (AAAHC) standards.
The contractor is required to pick up dirty linens from nine lodging buildings seven days per week (except three federal holidays: New Year's Day, Thanksgiving Day, and Christmas Day), with dirty linens ready at 2:00 PM and pickup required by 5:00 PM. Clean linens must be delivered by 7:00 PM (or 4:00 PM for three specific buildings). White linens follow a one-day turnaround schedule (e.g., Saturday pickup/Monday delivery), while bedspreads, bed skirts, and drapes require two-day turnaround (e.g., Saturday pickup/Tuesday delivery). The contractor must maintain linen accountability using three-part inventory tickets, transport soiled and clean items separately in enclosed vehicles, and repair minor damage at no cost. Replacement costs for lost or damaged items are specified in Appendix A, ranging from $0.49 for washcloths to $210.00 for draperies. All articles must be cleaned per manufacturers' care instructions using non-chlorine bleach only, with specific temperature and drying requirements. Performance objectives require 95% compliance monthly across six categories: pickup/delivery schedules, packaging, workmanship/sanitation, vehicle cleanliness, repairs, and correct quantities. The PWS includes a detailed linen inventory of 38 items with annual quantity estimates, from sheets and pillowcases to towels, blankets, and specialty items, with specific finishing requirements for each.
