About this file

This is a Performance Work Statement (PWS) for Enterprise Geospatial Support Services supporting the U.S. Coast Guard's Office of Shore Forces (CG-741). The PWS outlines five primary tasks: (1) front-end geospatial project support including requirements gathering, agile project management, and quality assurance; (2) web GIS development and front-end experiences using ESRI's ArcGIS Enterprise tools such as Experience Builder, Web AppBuilder, and custom JavaScript/Arcade scripting; (3) backend data advisory services providing technical guidance on data formats, schema optimization, and integration of operational sensor feeds without performing database administration; (4) end-user training and capacity building through curriculum development, training execution, and feedback integration for Command Center personnel and SECTOR staff; and (5) data security and web publishing compliance for CUI and IL5-classified information with strict prohibitions on displaying PII/PHI.

The contractor must provide two key personnel—one GIS Project Manager and one GIS Specialist—who are U.S. citizens or lawfully admitted permanent residents. The contract includes a 12-month base period with two optional 12-month renewal periods, with performance primarily at the contractor's facility and occasional travel to USCG Headquarters (2703 Martin Luther King Jr. Avenue SE, Washington, D.C.). The Government will furnish standardized USCG-imaged laptops, monitors, Common Access Cards (CAC), and access to GIS software including ArcGIS Pro and Microsoft 365. Travel expenses are reimbursable on a cost-reimbursable, not-to-exceed basis subject to Joint Travel Regulations with 10 business days advance approval from the Contracting Officer's Representative. Deliverables include a Project Management Plan (due 30 calendar days after award), bi-weekly progress reports, web GIS applications per approved agile sprint schedules, and meeting minutes. Performance standards address quality/technical competence, on-time delivery (no more than one business day overdue unless Government-caused), security compliance (zero instances of unauthorized PII/PHI or CUI spillage), and workforce strategy relevance with 100% inspection via user acceptance testing and stakeholder feedback. All contractor employees require favorably adjudicated Tier 1 background investigations for logical and physical access to USCG facilities and networks.

PERFORMANCE WORK STATEMENT (PWS)

Shore Forces GIS Support Services

1.0 GENERAL

1.1 BACKGROUND

The Office of Shore Forces (CG-741) utilizes an Enterprise Geospatial Platform (EGP) that leverages ESRI’s ArcGISEnterprise geospatial capabilities to improve the efficiency and effectiveness of Shore Forces operations. The EGP serves as a centralized geospatial solution for managing and analyzing data, providing real-time spatial context to aid decision-making across sea, land, and business operational domains. It provides out-of-the-box application builders (e.g., Looking Glass, Dashboards, StoryMaps, Survey123, and Experience Builder) to assist Shore Forces users in creating actionable information products.

1.2 SCOPE

The purpose of this Task Order is to provide front-end geospatial web development, user training, and backend data advisory support for the Office of Shore Forces (CG-741). This support is dedicated to the Shore Forces Enterprise, encompassing Command Centers, SECTORs, Marine Safety Units, and Response/Prevention capabilities.

2.0 SPECIFIC TASKS

2.1 TASK ONE: FRONT-END GEOSPATIAL PROJECT SUPPORT

The Contractor shall manage the lifecycle of web-based GIS applications for CG-741.

Requirements Gathering: Interface directly with Shore Forces stakeholders to elicit, define, and document user interface (UI) and user experience (UX) requirements for custom web maps, dashboards, and spatial portals.

Agile Project Support: Manage the agile development pipeline for web GIS products, ensuring iterative delivery tailored to Shore Forces operational requirements.

Quality Assurance (QA): Conduct rigorous usability testing and quality control on all front-end deliverables to ensure optimal performance, accessibility compliance, and visual clarity of shore-based data.

2.2 TASK TWO: WEB GIS DEVELOPMENT & FRONT-END EXPERIENCES

The Contractor shall serve as the primary developer for front-end geospatial applications within the Shore Forces Enterprise.

Dashboard & Application Creation: Design, build, and deploy interactive web applications utilizing Esri Experience Builder, Web AppBuilder, or custom JavaScript/Arcade.

StoryMaps & Briefing Tools: Develop dynamic geospatial briefing products, including StoryMaps, for CG-741 and SECTOR leadership.

Front-End Customization: Write, test, and deploy front-end scripts (Arcade, HTML/CSS, JavaScript) to customize map widgets, pop-ups, and data symbology.

2.3 TASK THREE: BACKEND DATA ADVISORY & SUPPORT

Note: The Contractor is not responsible for enterprise database administration. The Contractor shall act as a technical advisor to ensure backend systems deliver data optimized for CG-741 web consumption.

Backend Data Informing: Advise Government data engineers regarding the geospatial formats (e.g., REST endpoints, GeoJSON, feature services) required to power high-performing web applications.

Schema Recommendations: Provide documented recommendations on attribute table structures and indexing strategies designed to minimize front-end latency for Command Center users.

Integration Advisement: Provide technical guidance on optimal methods for exposing operational sensor feeds and incident data via web services.

2.4 TASK FOUR: END-USER TRAINING & CAPACITY BUILDING

The Contractor shall ensure Shore Forces personnel are proficient in utilizing deployed front-end web experiences.

Curriculum Development: Develop and maintain tailored training materials, including Standard Operating Procedures (SOPs), quick-reference guides, and video tutorials for CG-741 GIS tools.

Training Execution: Conduct training sessions (over-the-shoulder, virtual, or classroom) for Command Center watchstanders and SECTOR staff.

Feedback Integration: Establish a feedback loop during training sessions to capture user feedback and inform future UI/UX improvements.

2.5 TASK FIVE: DATA SECURITY & WEB PUBLISHING COMPLIANCE (IL5)

The Contractor shall strictly adhere to DoD/DHS IL5 and CG-741 operational security constraints.

CUI Web Publishing: Ensure that all web applications displaying Controlled Unclassified Information (CUI)—such as law enforcement or port security data—enforce proper access controls and display mandatory IL5/CUI security banners.

PII/PHI Prohibition: The Contractor shall actively ensure that no front-end applications display, process, or search for Personally Identifiable Information (PII) or Protected Health Information (PHI). Operations must remain strictly focused on mission, asset, facility, and environmental data.
