PERFORMANCE WORK STATEMENT (PWS)
IN SUPPORT OF
UNITED STATES CADET COMMAND
2BDE JCLC Butler
16-19 JUNE 2025
PART 1
GENERAL INFORMATION
1. General: This is a non-personal services contract under which the personnel rendering the service are not subject, either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees.
1.1 Description of Services/Introduction: This is a non-personal services contract to provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to provide meals, lodging, and training facilities in accordance with and as defined in this performance work statement (PWS) except for those items specified as Government furnished property and services. The Contractor shall perform to the standards in this contract.
1.2 Background: The Army Junior Reserve Officer Training Corps (JROTC) program has an annual training requirement which the Contractor provides all associated support requirements for Junior Cadet Leadership Challenge (JCLC) Butler. The Contractor shall provide trained staff to provide meals and lodging for cadets and cadre while they conduct training.
1.3 Scope: The Contractor shall provide lodging, meal services, and training facilitation from 16-19 June 2025. Kayaking, biking, swimming, high & low confidence/challenge courses, zip lining, cargo net climbing and axe throwing will be part of the JCLC.
1.4 Objectives: The Contractor shall provide meals, lodging, and training for a total of 120 cadets and 14 cadre personnel during the training session of JCLC Butler scheduled for 16-19 June 2025.
1.4.1 The Contractor shall provide personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform meal preparation, serving, and cleanup in addition to serving equipment, chafing dishes, heating elements to maintain food temperature, serving utensils, disposable plates, cups, napkins, and utensils for requested meals.
1.5 General Information
1.5.1 Quality Control Plan (QCP): The Contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services.
The Contractor’s quality control program is the means by which he assures himself that his work complies with the requirements of the contract.
1.5.1.1 The Contractor shall inform the COR of issues or potential issues that might affect the performance within 24 hours of identifying those issues. Verbal reports shall be followed by written reports within 2 days.
1.5.2 Quality Assurance: The Government will evaluate the Contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the Contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).
1.5.3 Recognized Holidays: The Contractor shall be required to work Juneteenth, which is 19 June 2025.
1.5.4 Operating Hours: The Government facility office hours, facility operating hours, and the Contractor support hour requirements often coincide, however, they may differ. Please refer to the following.
1.5.4.1 Contractor Support Hours: The Contractor shall be available to conduct business between the hours of 6:00 AM to 8:00 PM for meal services and 24 hours a day for lodging, medical facility and training facility use for the duration of the contract. The Contractor shall maintain an adequate workforce at all times, for the uninterrupted performance of all tasks defined within this PWS when the facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.
1.5.5 Place of Performance: The place of performance for this contract for JCLC Butler will be within 50 miles radius of Pittsburgh, PA 15219.
1.5.6 Period of Performance: The Period of Performance is 16 to 19 June 2025.
1.5.7 Type of Contract: The Government will award as a Firm-Fixed Price contract.
1. Security Requirements: The following information is provided on security-related matters. Contractor personnel performing work under this contract are not required to have a security clearance.
1.7 Post Award Conference/Periodic Progress Meetings: The Contractor shall attend any post award conference convened by the contracting activity or contract administration office in accordance with FAR Subpart 42.5. The Contracting Officer, COR, and other Government personnel, as appropriate, may meet periodically with the Contractor to review the Contractor's performance. At these meetings the Contracting Officer will apprise the Contractor of how the Government views the Contractor's performance and the Contractor shall apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the Government.
1.7.1 The Contractor shall attend, participate in, and furnish input to scheduled and unscheduled meetings, conferences, and briefings that relate to the functions and services herein as required by the Government to provide effective communication and impart necessary information. The Contract Manager or designated representative shall attend meetings as requested by the Government. Meeting attendees shall at times include Contractor managerial, supervisory, and other personnel knowledgeable of the subject matter. Meetings may start or end outside of regular duty hours.
1.8 Contracting Officer’s Representative (COR): As determined by the Contracting Officer, a COR will be appointed and identified by letter of designation, a copy of which will be provided to the Contractor by the Contracting Officer. The designation letter states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates, or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order. The COR monitors all technical aspects of the contract and assists in contract administration. The COR is not authorized to obligate the Government. If the work is not written in the contract, the COR is not authorized to request new work. The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract, perform inspections necessary in connection with contract performance, maintain written and oral communications with the Contractor concerning technical aspects of the contract, issue written interpretations of technical requirements, including Government drawings, designs, specifications, monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies, coordinate availability of Government property, and coordinate site entry of Contractor personnel.
1.9 Key Personnel:
1. 9.1 Special Qualifications: The Contractor shall ensure all food handling employees meet the board of health standards and food handling requirements as well as having knowledge of safety regulations, such as, Occupational Safety and Health Association (OSHA), proper clothing, and footwear. The Contractor shall maintain a professional demeanor when serving the food and be aware of all food safety requirements for preparing and serving food.
1. 10. Identification of Contractor Employees: All contract personnel attending meetings, answering Government telephones, and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials. They must also ensure that all documents or reports produced by Contractors are suitably marked as Contractor products or that Contractor participation is appropriately disclosed.
1.11 Protection of Government and Contract Information: Per Public Use Notice of Limitations stated by Defense imagery Management operations Center and contained at www.dimoc.mil/resources/limitations/, the Contractor shall not cite any information (e.g., contract information, pictures, locations, etc.) obtained through this contract on any hard copy or digital marketing tools to include its company website.
1.12 Organizational Conflict of Interest (OCI): Contractor and subcontractor personnel performing work under this contract may receive, have access to or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications or work statements, etc.) or perform evaluation services which may create a current or subsequent OCI as defined in FAR Subpart 9.5. The Contractor shall notify the Contracting Officer immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the Contracting Officer to avoid or mitigate any such OCI. The Contractor’s OCI Mitigation Plan will be determined to be acceptable solely at the discretion of the Contracting Officer. In the event the Contracting Officer unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the Contracting Officer may affect other remedies as he or she deems necessary, including prohibiting the Contractor from participation in subsequent contracted requirements which may be affected by the OCI.
1.13 Safety: The following provides information pertaining to Safety and Accident Prevention: The Contractor shall provide safety trained and certified personnel along with all necessary associated equipment to safely conduct all organized activities such as axe throwing, rope courses, swimming, and zip line activities.

PART 2
DEFINITIONS & ACRONYMS
2. Definitions and Acronyms
2.1. Definitions: Although not inclusive of every term used within this PWS, the following provides a list of definitions used throughout this PWS and commonly used in the acquisition field.
Contracting Officer - A person with authority to enter into, administer, and/or terminate contracts, and make related determinations and findings on behalf of the Government. Note: The only individual who can legally bind the Government.
Contracting Officer’s Representative (COR) - As defined in DFARS 202.101, means an individual designated and authorized in writing by the Contracting Officer to perform specific technical or administrative functions. DoD Instruction (DoDI) 5000.72, Part II Definitions states the following when defining a COR:
“Defined in subpart 202.101 of Reference (f). Any individual delegated responsibilities pursuant to subpart 1.602-2 of Reference (e), regardless of local terminology, must be certified in accordance with this instruction. For example, local terminology can be COR, Contracting Officer’s technical representative, technical point of contact, technical representative, alternate COR, administrative COR, assistant COR, line item manager, task order manager, quality assurance personnel, quality assurance evaluator, or COR management.” In addition, Army Regulation 70-13, Chapter 2, paragraph 2-2g, states, in part, the following when providing other surveillance support personnel to assist the COR when needed, “…These other surveillance support personnel may serve as on-site representatives of the COR in performance of actual contract surveillance if they meet all COR requirements and have been appointed by the Contracting Officer as alternate CORs.”
Contractor - means a supplier or vendor awarded a contract to provide specific supplies or service to the Government. The term used in this contract refers to the prime.
Day – means, unless otherwise specified, a calendar day.
Defective Service - means a service output that does not meet the standard of performance associated with the Performance Work Statement.
Deliverable - means anything that can be physically delivered but may include non-manufactured things such as meeting minutes or reports.
Physical Security - means that part of security concerned with physical measures designed to safeguard personnel; to prevent unauthorized access to equipment, installations, material, and documents; and to safeguard against espionage, sabotage, damage, and theft.
Quality Assurance - (or Government contract quality assurance) means the various functions, including inspection, performed by the Government to determine whether a Contractor has fulfilled the contract obligations pertaining to quality and quantity.
Quality Assurance Surveillance Plan (QASP) - means the key Government-developed surveillance process document and is applied to Performance-Based Service Contracting (PBSC). The QASP is used for managing Contractor performance assessment by ensuring that systematic quality assurance methods validate that Contractor quality control efforts are timely, effective, and are delivering the results specified in the contract or task order. The QASP directly corresponds to the performance objectives and standards (i.e., quality, quantity, timeliness) specified in the Performance Work Statement (PWS). It provides specific details on how the Government will survey, observe, test, sample, evaluate, and document Contractor performance results to determine if the Contractor has met the required standards for each objective in the PWS. The QASP, with very few if any exceptions, is an internal to Government document.
Quality Control - means all necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.
Statement – means the specific results-based activities required to satisfy HLOs.
A statement contains a result, the context of the statement, and the required action(s). Statements focus on “what” is to be accomplished; however, they are not prescriptive in describing “how” the outcome is to be achieved. Each HLO may have several statements to flesh out the areas necessary to meet the objective. Statements are similar to Level 3 in a Work Breakdown Structure.
Subcontractor – means one that enters into a contract with a prime Contractor.
The Government does not have privity of contract with the subcontractor.
Work Day - The number of hours per day the Contractor provides services in accordance with the contract.
Work Week - Monday through Friday, unless specified otherwise.
2.2. Acronyms: Although not inclusive of every term used within this PWS, or that may be included in an acquisition, the following provides a list of acronyms commonly used in the acquisition field.

PART 3
GOVERNMENT PROPERTY(GP) AND SERVICES
3. Government Property and Services
3.1 Services: The Government will not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
3.1.1 The Government will provide transportation to medical facilities, if required.
3.2 Materials: The cadets and cadre will provide their own sheets/sleeping bags and pillows.
PART 4
CONTRACTOR FURNISHED ITEMS AND SERVICES
4. Contractor Furnished Property and Services
4.1 General: The Contractor shall furnish all food, meal serving services, equipment, supplies, facilities, tools, materials, personnel, management, supervision, labor, and other items necessary as described in this PWS to perform work under this contract, except those listed under Section 3 Government Property and Services.
4.2. Materials: The Contractor shall furnish all materials, supplies and equipment necessary to meet the requirements under this PWS to include all condiments, utensils, plates, and napkins.
4.3. Equipment:
4.3.1 Cooking Equipment: The Contractor shall be responsible for the set up of the serving line, tables, cooking equipment and meal serving equipment. Chafing dishes will be used to keep meals warm to the local health department standard.
The Contractor shall provide all cleaning supplies to clean the tables and be responsible for all trash removal.
4.3.2 The Contractor shall provide a bed or bunk (with mattress) for each cadet/cadre to sleep on. Cadets and cadre will be responsible for bringing their own sheets & pillows or sleeping bags.
4.4 Medical Support: The Contractor shall provide trained and qualified medical staff that will be on site the entire time throughout the event. The minimum requirement will be at least one person with training in First-Aid, CPR, and AED use available 24 hours a day. The Contractor shall provide First-Aid. The Government will provide transportation to medical facilities, if required.
4.5 Clothing: The Contractor’s personnel shall wear clean clothing and present themselves with clothing that does not contain statements that may be offensive to the military or others associated with the organization.
PART 5
SPECIFIC TASKS
5. Specific Tasks:
5.1 Basic Services: The Contractor shall provide all services for meal preparation, serving, and clean up as well as furnishing all lodging, facilities, equipment, showers, and latrines for 120 cadets and 14 cadre for the performance of this contract. There is one training session: 16 to 19 June 2025.
Facilities should be free of dirt and grime. All furniture shall be in working condition and safe for use.
5.1.1 The Contractor shall furnish all necessary servicing equipment and provide disposable utensils, disposable plates, disposable cups, condiments, and napkins to all authorized personnel.
5.1.2 The Contractor shall provide the necessary management, supplies, equipment, supervision, and labor required to set up, clean up and remove trash from the dining area. Upon completion of the meal, the vendor shall ensure the facility is clean and sanitized.
5.1.3 Beverage Station: The Contractor shall provide a beverage station for 120 cadets and 14 cadre during the JCLC. The beverages provided shall include but not be limited to water and electrolyte drinks.
5.2. Meals:
5.2.1 Menus: The Contractor shall provide a menu similar to the one stated in Para 5.2.2. All breakfast and dinner meals shall be served hot.
5.2.1.1 The menu shall be coordinated with the Government POC within 10 days of contract award. Any changes to the menu for alternative replacements shall be agreed upon at that time.
5.2.2 Sample Menu:
Breakfast sample: Scrambled eggs, bacon, potatoes, fruit choices, assorted juice choices, milk & coffee (and condiments)
Lunch sample: Pasta with salad and dinner roll, choices of desert, fruit punch, milk & coffee (and condiments)
Dinner sample: Turkey with stuffing and mashed potatoes, desert choices, salad, rolls, juice, milk, & coffee (and condiments)
5.2.3 Consideration/ accommodation shall be made for vegetarian meals for approximately 3 to 5 people per meal.
5.2.4 The Contractor shall deliver and setup all equipment required to prepare, cook and serve the food at least 30 minutes prior to serving time. The Contractor shall have meals ready to serve at least 15 minutes prior to the prescribed times below. Upon completion of the meal, the Contractor shall clean and sanitize the serving and eating areas in the facility. The Contractor shall deliver all meals hot following USDA dietary guidelines and set up all equipment required to serve the food 30 minutes prior to serving.
5.2.5 Mealtimes:

5.3 Lodging:
5.3.1 Housing and Hygiene: The Contractor shall provide lodging for a total of 120 cadets and 14 cadre in support of this JCLC. Approximately 10% of the cadets and cadre are female.
5.3.1.1 The Contractor shall provide the capability to lodge female and male cadets separately and provide separate male and female latrines, including showering and personal hygiene areas. Plan for groups of approximately ten (10) Cadets per cabin. Final arrangements will be approved by Cadre on site. Female cadet housing may be combined based on numbers of females attending training.
5.3.1.2 The Contractor shall provide cadre lodging separate from cadets with access to latrines and showers.
5.3.1.3 The Contractor shall provide a bed or bunk with mattress for each cadet and cadre. Cadets and cadre will be responsible for bringing their own sheets & pillows or sleeping bags.
5.4. Facilities:
5.4.1 Classroom: The Contractor shall provide a building or large room in a building equipped with tables and chairs for in-processing of cadets and cadre on opening day and for use as an indoor classroom if needed.
5.4.2 Medical: The Contractor shall provide a building or separate room to set up a first aid station with a minimum of one trained medical personnel that will be available 24 hours a day with training in First Aid, CPR, and AED use. The Contractor shall provide first aid. The Government will provide transportation to medical facilities, if required.
5.4.3 Rappelling and Climbing: The Contractor shall provide a rappel tower with climbing wall. Rappel tower is not to exceed 60 ft. in height and shall be a minimum of 20 ft. in height.
5.4.3.1 Climbing ropes: The Contractor shall provide a climbing area that consists of both ropes and nets. Climbing ropes and nets shall not exceed 60 ft.
in height and be a minimum of 10 ft. in height.
5.4.3.2 The Contractor shall provide all necessary rappelling and climbing ropes, harnesses, safety helmets, and other associated equipment necessary to safely conduct rappelling and climbing activities in accordance with applicable safety rules and regulations.
5.4.3.3 The Contractor shall provide a safety trained and certified personnel to conduct and monitor all rappelling and climbing activities in accordance with applicable safety rules and regulations.
5.4.4 High and Low Confidence Courses:
5.4.4.1 The Contractor shall provide a High Ropes Confidence Course that consists of ten or more events, stations, or legs. The course shall be a minimum of 10 ft in height above the ground, maximum 60 ft, and allow for cadets to navigate the entire course without returning to the ground until completion.
5.4.4.2 The Contractor shall provide a Low Ropes Confidence Course that consists of five (5) or more events, stations or legs. The course will not exceed 4 ft in height above the ground and will support learning teamwork and problem solving.
5.4.4.3 The Contractor shall provide all necessary ropes, harnesses, safety helmets, and other associated equipment necessary to safely conduct the high and low ropes confidence course activities in accordance with applicable safety rules and regulations.
5.4.4.4 The Contractor shall provide safety trained and certified personnel to conduct and monitor all high and low ropes confidence course activities in accordance with applicable safety rules and regulations.
5.4.5 Inclement weather facility: The Contractor shall provide an indoor facility capable of conducting organized team building, team bonding, and leadership development activities in the event of inclement weather.
5.4.6 Zip Line: The Contractor shall provide a zip line activity a minimum of 20 ft.
in height at its starting point. Participants shall be attached to the zip line in a manner which ensures the cadet cannot fall even if they fail to maintain physical control of themselves. The Contractor shall provide safety trained and certified personnel along with all necessary ropes, harnesses, safety helmets, and other associated equipment necessary to safely conduct zip line activities.
5.4.7 Water Activities: The Contractor shall provide access to an outdoor swimming location which allows for drown proof training with a minimum of two
(2) certified lifeguards. The Contractor shall provide paddle boards and paddles for cadets and cadre participating in the JCLC.
5.4.8 Land Navigation and Orienteering:
5.4.8.1 The Contractor shall provide a building or large room in a building equipped with tables and chairs for cadre to use while teaching cadets land navigation classes.
5.4.8.2 The Contractor shall provide an area that is a mix of wooded, brushy and open terrain that is a minimum of 10 acres in which cadre may create and conduct a land navigation course.
5.4.9 Ceremonies: The Contractor shall provide an area one (1) to two (2) acres in size to conduct organized athletics/graduation ceremonies.
5.4.10 Transportation: The Contractor shall provide transportation between lodging and training areas during training events.
5.4.11 Axe Throwing: The Contractor shall provide an area/facility with axes and targets for axe throwing events for up to 134 participants.
5.5 Other Training Events:
5.5.1 The Contractor shall provide organized team building, team bonding, and leadership development activities during the requested times.
5.5.2 The Contractor shall provide properly trained staff to facilitate all organized activities.
PART 6
APPLICABLE PUBLICATIONS
6. APPLICABLE PUBLICATIONS (CURRENT EDITIONS):
6.1 The Contractor shall abide by all current regulations, publications, manuals, and local policies and procedures to include but not limited to:

6.2 The Contractor shall have knowledge of safety awareness, such as Occupational Safety and Health Association, (OSHA), proper clothing and footwear.
6.3 The Contractor shall be knowledgeable of rappelling and rope climbing regulations, including Army TC-21-24 Rappelling and ISO 22846-1 for protective clothing, equipment and how to conduct.

Facility shall be able to accommodate male and female Cadets and Cadre in separate rooms based on gender.
