About this file

This document is an environmental and spill plan template for federal contractors. It provides guidance on spill response procedures for hazardous materials at project sites. Contact information is listed for primary and secondary responders, as well as a spill contractor and regulatory notification numbers. The plan outlines training requirements for spill response personnel and includes logs for employee names and training levels. It describes initial spill assessment and containment steps, such as blocking storm drains, deploying absorbents, and stopping leaks. Large spills over 10 gallons or entering water systems require notification of the Contracting Officer and environmental compliance staff for potential regulatory reporting. A table is included to list hazardous materials present at each jobsite.

The related federal contract opportunity is a solicitation from the Department of Energy seeking wood utility pole inspection and treatment services. Details on pricing, response dates, and other contract terms are not provided in the solicitation summary.

CALL LIST

Training:

Personnel who respond to any spill must to be trained on the contents and procedures in this plan. Trained personnel will add their names, training level, and dates of training to the training log below. It is acceptable to train employees to this plan only. However, HAZWOPER training is welcome, too. If you are on the worksite and witness a spill but are not trained, notify the primary and secondary contacts on the call list above.

LIST OF SPILL-TRAINED EMPLOYEES

In the event of a large spill, a properly trained employee should:

· Assess the area for any immediate dangers to health or safety. If any dangers are present, move away from the area and call 911.

· Notify the primary and or secondary contact from the list above and then continue your spill response. The primary contact should assess the additional notification requirements. Outside notifications are made by WAPA Environmental, if a large spill were to occur.

· Retrieve the spill kit from the nearest location.

· Assess the size of the leak and any immediate threat of the spill reaching the floor/storm drains or permeable surfaces in the area. If there is an immediate threat and there are no safety concerns, then attempt to block the spill from coming in contact with the storm drain or permeable surface. If no drain covers are available, then try to use absorbents, socks booms, or pads to stop the spill from getting into drains or to any permeable surfaces.

· If the spill can be contained with available materials, deploy them around the spill. Use booms if available to direct the spill away from any immediate hazards or surface water.

· If there is no immediate threat to the floor/storm drains or permeable surfaces, or after controlling the spill, try to plug or stope the leak if possible. If applicable, put on protective gear (gloves, goggles, protective clothing, etc.) and plug the leak.

· Once the spill has been contained and any immediate threat to storm drains or permeable surfaces has been minimized, contact the spill cleanup contractor and dispatch them to clean up the spill or commence spill cleanup procedures.

· Spill cleanup for large spills should be handled by the spill contractor identified in the call list.

Spill Reporting:

If a hazardous material spill exceeds 10 gallons or if any amount has been released to surface water or storm drains, the COR and WAPA environmental compliance staff shall be notified and they shall determine if notification to regulatory agencies will be required. If notification is required, then WAPA Environmental shall be responsible to make notifications to state agencies including CalOES State Warning Center (800) 852-7550 and the National Response Center (800) 424-8802.

This table is filled out with examples of frequently used materials. Fill out this table with your site specific information for each jobsite, adding additional table(s) for multiple jobsites if necessary.

Description of Hazardous Materials Used or Encountered on the Work Site

Material
Amount
Gasoline
<50 gal
Diesel Fuel
<100 gal
Motor Oil
<50 gal
Hydraulic Fluid
<50 gal
Lithium Grease
<50 gal
Blue DEF
<25 gal

Spill Prevention:

The following are general requirements for any hazardous substances stored or used at the work site.

1. Ensure all hazardous substances are properly labeled.

2. Store dispense, and/or use hazardous substances in a way that prevents releases.

3. Provide secondary containment when storing hazardous substances in bulk quantities (>55 gal).

4. Maintain good housekeeping practices for all chemical materials at the work site.

5. Conduct routine/daily checks in the hazardous substance storage area to check for leaks and spills.

Spill Containment:

The spill response procedure at this facility is to stop the source of the spill, contain any spilled material, and clean up the spill in a timely manner to prevent accidental injury or other damage. Small spills will be contained by site personnel only if they are able to do so without risking injury. Spill response supplies are located at _____________.

Spill Tracking:

Any spills occurring on the job must be entered into a spill report and attached to this document. An example of a blank spill report is at the end of this document. If a large catastrophic spill occurs, attach additional pages to describe the event in greater detail. Include known or possible causes, areas affected, and effectiveness of the cleanup. Include a review of the cleanup contractor and their procedures. For small spills, it is sufficient to fill out the spill report form at the end of this document, and to take measures to prevent a repeat occurrence. Spill reports shall be completed by the primary contact on the spill callout list at the beginning of this document and turned in to the WAPA representative and shared with WAPA Environmental.

Facility Inspections:

Routine inspections will be conducted daily during regular business hours. Daily inspections will include, at a minimum, a visual inspection of the hazardous substances containers and the area immediately adjacent to it for signs of a spill or leak. These inspections do not need to be logged unless a spill or leak is detected. Ideally, these inspections will be conducted by the primary contact on the spill list. At the very least, the inspector needs to be on the list of spill trained employees.

Hazardous Materials Safety Requirements:

(List chemical related hazards and mitigations here. Provide SDSs as attachments)

Hazardous Wastes Hazardous wastes generated as a result of spills or other activities on the jobsite are the financial responsibility of the (insert your company name here), and WAPA would become the generator of these wastes. Coordination with the WAPA representative and WAPA Environmental staff would be required to acquire appropriate EPA ID numbers and to coordinate signing of the manifest in those cases.

Air Quality California has more geographical areas out of attainment with federal air quality standards than any other state. California has passed stringent standards for control of diesel and particulate matter (dust) pollution. (Insert your company name here) commits to abide by Federal, State, and local air regulations. All diesel equipment either used on or installed at the jobsite will be registered in the appropriate CARB database and/or have a proper permit as required, and be labeled if required. The following diesel equipment will be utilized on the jobsite(s):

Engine Model Year
Equipment Description, (make, model, equipment type)
Horsepower Rating
GVWR, if an on-road truck
Estimated anticipated usage (hours/mileage) on the job
