Performance Work Statement Summary: East Coast Export Mission
This is a Performance Work Statement (PWS) for the East Coast Export Mission (ECEM) contract (SP330026SS5007) that establishes requirements for receiving, storing, packaging, and shipping operational provisions (subsistence items) to military and humanitarian customers worldwide. The contractor must provide facility space (minimum 40,000 square feet), equipment, personnel, and supervision to manage the complete supply chain from receipt through embarkation at designated ports.
The contractor is responsible for maintaining three climate-controlled storage areas: dry storage (50-55°F, minimum 4,000 sq ft), chill storage (35-45°F, minimum 28,000 sq ft), and freeze storage (-10°F, minimum 8,000 sq ft). Key operational tasks include receiving and inspecting products within prescribed timelines (12-72 hours depending on product type), managing inventory with FIFO protocols, conducting quality control inspections, packaging provisions in tri-wall containers with wet or dry ice as specified, and coordinating outbound transportation to embarkation points at Charleston AFB, Norfolk Naval Station, Guantanamo Bay, and McGuire AFB. The contractor must provide ground transportation capable of one-hour response for emergency support and track all shipments to embarkation points. Personnel requirements include a primary and alternate Site Manager with three years' distribution management experience, hazmat-certified personnel, and sufficient staffing to operate multiple shifts. The contractor must submit comprehensive reports including airlift billing, monthly invoices, pest control certifications, USDA audit results, temperature monitoring data, and delivery estimates 48 hours in advance. Contractor liability is capped at $500,000 per occurrence and is limited to replacement cost of damaged commodities plus storage charges. The transition period cannot exceed 60 days and includes obtaining current USDA audits, providing facility leases, and completing staff hiring and training.
