This is a Performance Work Statement (PWS) for a drain line replacement project at the National Weather Service (NWS) Weather Forecast Office in Brownsville, Texas, dated August 7, 2026.
The project requires full replacement of the facility's sewage drain system, which has experienced numerous clogging and backups with documented breaks and buildup. The contractor must replace the drain line connecting the men's and women's restrooms, the kitchen drain line, and the main drain line from the building. Work must be executed as a turnkey, start-to-finish project with minimal interruption to the facility's 24/7 mission-critical operations. A critical requirement is constructing a temporary wall to subdivide the equipment room, allowing one computer room air conditioning (CRAC) unit to remain operational throughout the project duration. The contractor must perform comprehensive diagnostic testing including video inspection and mapping of all piping, replace cast iron piping with PVC pipe, and restore all affected areas including flooring, walls, pavement, landscaping, and fencing to original condition or better. The project encompasses work in multiple areas: restrooms (concrete breaking, floor tile and paint matching), kitchen (lateral replacement, floor tile color selection by government), corridor, electrical tech room (cubicle disassembly/reassembly and flooring replacement), equipment room (access flooring removal/reinstallation, equipment relocation, and HVAC rerouting), storage room (two cleanout replacements), and exterior work (50-foot main line with two cleanouts, HVAC equipment relocation, and lift station connection). The contractor must disconnect and reconnect all obstructions, document equipment conditions with photos/videos before disconnection, and comply with dust control measures.
The period of performance shall not exceed 120 calendar days from notice to proceed. The contractor is responsible for obtaining all licenses, permits, and fees, and must comply with the Davis-Bacon Act prevailing wage requirements. 1.0General
1.1 Background:
This project is for the National Weather Service (NWS) Weather Forecast Office (WFO) in Brownsville, TX, (BRO). The main office requires full replacement of its sewage drain lines.
Numerous clogging and backups have occurred and during a recent cleaning, breaks as well as build up have been documented.
1.2 Objective:
Replace the sewage drain system to full functioning condition. NWS needs replacement of the drain line connecting the men’s and women’s restrooms, replacement of the drain line connecting the kitchen and replacement of the main drain line from the building. The NWS requests a turnkey start-to-finish project necessary to complete the replacement while ensuring minimal interruption to the facility’s 24/7 mission-critical operations. This includes building a temporary wall to allow the equipment room to remain operational throughout the duration of the project.
1.3 Applicable Documents
The Contractor must adhere to all current local prevailing wages, as mandated by the Davis-Bacon Act (DBA) of 1931. Other relevant documents, if requested, are specified in the Deliverables section (Section 8.0).
1.4 Value Engineering
NWS assumes a full drain line replacement, which requires slab removal/restoration or alternative access methods (e.g., below-grade tunneling). Quoters may propose alternative technical execution methods provided the proposed solution satisfies all functional, structural, and mission-continuity requirements outlined in this PWS. All proposed methods will be evaluated on a Pass/Fail basis against the Technical Acceptability factors in the solicitation.
