The purpose of this amendment is to provide Government answers to questions received in response to this RFQ, and to extend the due date for quotes to 2:00 PM Pacific Time, Tuesday 08/25/2026.
Question 1: Is it possible to get a copy of the As Built Drawings?
Government Answer: Yes. The Government has provided the as-built drawings as an attachment to this amendment.
Question 2: Can we get a copy of the bidders list that attended the site visit?
Government Answer: No, the Government does not maintain or distribute a bidders list.
Question 3: In order to expose the vent lines, the lavatories need to be removed; will the same counter top and/or lavatories intended to be used?
Government Answer: Yes. The Contractor shall carefully remove and reinstall all necessary components to perform the work. Offerors should include appropriate contingencies in their quote or any existing items that may be damaged during removal or reinstallation.
Question 4: Kitchen cabinets need to be removed. Is it the intent to reuse kitchen cabinets, sink and countertop.
Government Answer: Yes. The Contractor shall carefully remove and reinstall all necessary components to perform the work. Offerors should include appropriate contingencies in their quote or any existing items that may be damaged during removal or reinstallation.
Question 5: Should we take into account the purchase of new ADA compliant toilets, lavatories, and counter tops.
Government Answer: No. New fixtures and countertops are not required unless existing items are damaged due to Contractor negligence during removal or reinstallation.
Question 6: Will the existing bathroom partitions be reused?
Government Answer: Yes. Existing partitions shall be preserved and reused.
Question 7: Due to age of the existing wall and floor tile, matching the color might be difficult to find.
Should we consider replacing the existing with new updated color?
Government Answer: No. Quoters shall quote using the closest commercially available match from standard distributor inventories. As this is a Firm-Fixed-Price effort under LPTA procedures, offerors must account for all potential contingencies—including material sourcing, sample submittals, and potential full-section transitions—within their quoted fixed-price. If an exact match cannot be sourced, the Contractor shall submit three (3) alternative commercial samples to the Contracting Officer for approval prior to installation. No price adjustments or equitable adjustments will be made for sourcing, material variations, or executing approved transition layouts.

Section 2 - Combined Synopsis/Solicitation
COMBINED SYNOPSIS/SOLICITATION
Drain Line Replacement at National Weather Service (WFO) Brownsville, TX
(i) This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with Revolutionary FAR Overhaul (RFO) Part 12. This announcement constitutes the only solicitation. Quotes are being requested and a separate written solicitation will not be issued.
Solicitation number 1305M326Q0234 is issued as a request for quotation (RFQ), for Drain Line Replacement in Brownsville, TX.
This acquisition is a Total Small business set-aside. The associated NAICS code is 237110. The small business size standard is $45M.
This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.

Services, non-personal, to provide all labor, equipment and materials (unless otherwise provided herein) necessary to Replace the Drain Line at WFO Brownsville, TX in accordance with the Statement of Work.
The Period of Performance for this contract shall not exceed 120 calendar days from the notice to proceed.
(iii) Description of requirements for the items to be acquired, including documentation supporting any brand name descriptions (see 12.102).

As a construction requirement, this contract is subject to a bid guarantee (52.228-1), payment and performance bonds/liability insurance (52.228-15, 52.228-5), the Davis-Bacon Act (52.222-6), and the Copeland "Anti-Kickback" Act (52.222-8).

IMPORTANT: The Instructions can be found in this RFQ under Section 6. The instructions explain exactly what quoters need to submit. If quoters do not provide all information requested, quotes will be deemed non-compliant. The corresponding Evaluation criteria can be found in Section 7. Quotes must be valid for at least 90 days from date of submission.
(vii) Quotes are required to be received in the contracting office no later than 2:00pm Pacific Time on 08/25/2026. All quotes must be submitted electronically via email to jack.huckleby@noaa.gov & casey.morrison@noaa.gov.
(viii) Any questions related to this notice must be submitted by 2:00pm Pacific Time on 08/17/2026 electronically via email to the POC's listed above (see vii). The Government may not respond to questions received after this deadline.

NOTICE TO QUOTERS: Instructions for submitting quotations under this request for quote must be followed. Failure to provide all information to aid in the evaluation may be considered non-responsive.
Quotes that are non-responsive may be excluded from further evaluation and rejected without further notification to the quoter.
Government Affordability Statement: The total estimated price range for this procurement is $143,000
– $175,000. The Government may select a quote for award with a price below, at, or exceeding this figure, depending on which quote is the lowest-priced technically acceptable.

Quotes must include:

iii. Responses to each item listed below. Quoters should assume that the Government has no prior knowledge of them or their experience and capability.

Factor 1: Mandatory Prime Contractor Site Visit
A site visit is MANDATORY for any firm submitting a quote as the Prime Contractor. The prime contractor’s designated representative must attend the site visit in person and sign the official Government Attendance Roster. Quotes submitted by prime contractors who fail to attend and sign the official attendance roster will be deemed Non-Responsive and will not be evaluated for award.
Subcontractor attendance does not satisfy this requirement on behalf of a prime contractor.

Factor 2: Technical Approach
Quoters shall submit a technical narrative detailing how they will execute the PWS requirements (i.e.
execution of the tasks, mission ops continuity, and restoration/quality control), a realistic draft project schedule meeting the PoP delivery, and a bid guarantee that is 20% of the quoted price IAW 52.228-
1. Additionally, Quoters may include proposed 30-day milestone completion benchmarks within their draft project schedule to facilitate interim invoicing. If proposed, these milestones must represent distinct, clear, and objective completion benchmarks that are independently verifiable by the Government based on completed work.
Simply copying or paraphrasing PWS language will be rated Unacceptable.
Factor 3: Experience
Provide projects for two (2) completed projects within the past three (3) years demonstrating relevant experience in commercial plumbing/drain line replacement, slab demolition/restoration, or work inside occupied facility spaces.
A Quoter may submit project experience completed by a proposed subcontractor to satisfy the technical capability requirement, provided the subcontractor will perform a major or critical portion of the physical work.
If proposing to rely on a subcontractor's experience, the quote must:

1. Clearly identify the subcontractor and detail their specific role, scope of work, and level of effort in performance.
2. Provide the subcontractor's project references meeting the criteria in Section 6.
3. Provide all required licenses, certifications, and documentation for the subcontractor relevant to their role.
Incorporation into Award: Please be advised that all key personnel, technical approaches, and named subcontractors identified in the successful quote will be materially incorporated into the resulting contract/award.
Factor 4: Price Quotation
Vendors shall provide a firm-fixed-price quotation inclusive of all labor, materials, equipment, travel, supervision, disposal, permits, testing, training, and incidental costs necessary to complete the requirements in the PWS.
