PERFORMANCE WORK STATEMENT
New Integrated Library System (ILS)
ILS Period of Performance:
September 30, 2020 – March 31, 2025
Includes Migration and Initial Annual Contract
1.0 BACKGROUND:
The National Forest Service Library (NFSL) requires an electronic cataloging service for all reference, scientific, and technical information services for all Forest Service personnel across the country. As part of that service the Library collects, preserves, publicizes, and disseminates information (published and unpublished) of the Forest Service and for the Forest Service, both internally and externally. The headquarters for the program is located in Fort Collins, CO with additional branch locations at the Forest Products Lab in Madison, WI and at the International Institute of Tropical Forestry Library in Rio Piedras, Puerto Rico.
NFSL is currently seeking providers to replace the current ILS. Discovery service capabilities and possibilities, either included or as add-ons, are also being explored. NFSL is a field library of the National Agricultural Library. The patron base of NFSL is chiefly researchers and administrators employed by the USDA Forest Service. The USDA Forest Service has 34,250 employees in 750 locations across the U.S. and its territories, but our current library ILS only served approximately 607 patrons in 2018. We have 18 staff members currently across all three locations. Our website is located at: https://www.fs.fed.us/library/.
The current ILS houses over 312,000 bibliographic records, 347,000 item records and over 1 million authority records. Appendix A provides additional ILS details.
Forest Service Requirements include the following:
1. Catalog management for books and serials, Circulation, Operational Point of Access (OPAC) management for the patron interface, and reporting for productivity, inventory and collection management.
2. FedRamp certified and meets 508 requirements. Meets all USDA and Federal cybersecurity requirements.
3. Has a cloud-based public and staff interface, that doesn’t require software to be loaded on Forest Service computers.
4. Provide a seamless connection with WorldCat, ContentDM, and cataloging services without requiring the use of intermediary software or client software loaded on Forest Service computers to be fully functional.
5. Provides an integrated resource discovery system that doesn’t require additional licensing and/or contracts.
6. Has an integrated link resolver that doesn’t require additional licensing and/or contracts.
7. Has an export function for citations to Endnote, Mendeley, and other bibliographic management systems.
8. The migration process should not exceed six months.
9. After the migration, maintain the Annual Catalog subscription with Hosting and to include WorldShare/ILL and CONTENTdm.
https://www.fs.fed.us/library/
10. Must seamlessly work with the current license for Worldcat and eliminate the need for a Connexion project client through Worldcat to provide global access to both our own materials, and the materials of others which we borrow using the interlibrary loan process.
11. Must work seamlessly with our current content management system, ContentDM by OCLC, and provide an integrated discovery interface.
12. Must be designed to be used without downloading or updating software on federal computers.
13. Must not require any client software for use.
14. Must provide citation exporting for researchers which will aide them in research documentation.
