The contractor shall provide comprehensive accreditation services for the DCPH-A LAB's environmental and biological analytical methods across multiple standards: ISO 17025:2017, The NELAC Institute (TNI) Volume 1 2016 standards, and DoD Environmental Laboratory Accreditation Program (ELAP). The base contract period runs from March 31, 2026 through March 30, 2027, with four option years extending through March 30, 2031. Key services include: accepting and extending current accreditations upon contract award (within 3 business days), conducting bi-annual onsite assessments of laboratory operations and quality management systems, providing written assessment reports within 30 calendar days of completion, issuing updated accreditation certificates and scopes within 5 business days of corrective action acceptance, processing scope expansion requests with quotes provided within 14 business days, and managing DoD ELAP accreditation applications and surveillance activities. The contractor must provide qualified, appropriately certified auditors and maintain communication with the Contracting Officer Representative regarding scheduling and requirements. Work is performed primarily at the contractor's facility with onsite assessments conducted at Aberdeen Proving Ground, Maryland. The contractor must be recognized by U.S. DoD ELAP, an ILAC Mutual Recognition Arrangement signatory for ISO 17025 accreditation, and capable of assessing TNI compliance. Deliverables include training certificates (AT Level I and iWATCH), accreditation documentation, assessment reports, and scope expansion quotes, all submitted electronically to the COR. Performance standards require zero deviation for most deliverables and allow no more than one late delivery per category. Contractor personnel require facility badges, security clearance processing, and completion of specified security training.

PERFORMANCE WORK STATEMENT (PWS)
PART 1
1.0 GENERAL INFORMATION
1.1 This is a non-personal services contract to provide Lab Accreditation.
1.2 Description of services/introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform laboratory accreditation services as defined in this Performance Work Statement (PWS) except for those items specified as government furnished property and services. The contractor shall perform to the standards in this PWS.
1.3 Background: The Defense Centers for Public Health-Aberdeen (DCPH-A) Laboratory Sciences Directorate’s (LAB) mission is to provide quality sample analysis data to allow decision makers to enhance Department of Defense (DoD) readiness and to assure the quality and effectiveness of the DCPH-A LAB. Laboratory accreditation is vital to provide certification and verification of the quality of the LAB analyses in its mission to support the soldiers, civilians, and military family members in the DoD community. These accreditations ensure the quality of analytical data produced by the DCPH-A LAB to help protect warfighter health and safety and ensure the warfighters readiness and lethality.
As part of the DCPH-A mission, the LAB performs analyses of environmental and biological samples in DoD operating environments and military bases to ensure the safety and security of all who work there. DA PAM 40-11 Preventive Medicine and CFR Title 32 National Defense Part 188 DoD Environmental Laboratory Accreditation Program mandate that the LAB obtain and maintain accreditations appropriate for their scope of testing and customer needs. A search conducted at the time of the submission of the contract did not identify any DoD regulations that have replaced the Department of the Army Regulation cited in this document, therefore per guidance provided by the DCPH-A, the LAB is to continue to follow the established Army Regulations.
1.4 Objectives:
• ISO 17025:2017 (General requirements for the competence of testing and calibration laboratories) accreditation for environmental and biological methods performed by the DCPH-A
LAB.
• Assessment of the environmental methods performed by the LAB against The NELAC Institute (TNI) Volume 1, Management and Technical Requirements for Laboratories Performing Environmental Analysis 2016 standards.
• DoD Environmental Laboratory Accreditation Program (ELAP) accreditation for Per-and Polyfluoroalkyl Substances (PFAS) methods EPA 533 and EPA 537.1
1.5 Scope: This contract is for third party accreditation of the DCPH-A LAB’s environmental and biological analytical methods performed by the LAB to the International Organization for Standardization (ISO) 17025:2017-General Requirements for the Competence of Testing and Calibration Laboratories standard, the DoD Environmental Laboratory Accreditation Program (ELAP) standard, and documented compliance of the LAB’s environmental analytical methods to TNI Volume 1, Management and Technical Requirements for Laboratories Performing Environmental Analysis 2016 standard.
1.6 Period of Performance (PoP):
The periods of performance for this contract are as follows:
Base period 31 March 2026 – 30 March 2027 Option period 1 31 March 2027 – 30 March 2028 Option period 2 31 March 2028 – 30 March 2029 Option Period 3 31 March 2029 – 30 March 2030 Option Period 4 31 March 2030 – 30 March 2031
