About this file

This Performance Work Statement (PWS) details the repair requirements for the F-16 Asymmetric Brake (A-Brake), National Stock Number 1680-01-168-9396WF, Part Number 2022072-4-1. The document outlines a comprehensive repair process for Shop Replaceable Units (SRUs) that involves complete or substantial tear-down, reworking or replacing most parts, and reassembling to restore the item to a serviceable condition, though not necessarily cosmetically new.

The repair effort is for the Department of the Air Force, Ogden Air Logistics Complex (OO-ALC), 416th Supply Chain Management Squadron, with specific requirements including thorough disassembly, cleaning, inspection, corrosion control, and detailed testing. Key technical specifications mandate maintaining the functional capabilities of the original design, using current government-approved technical orders, and implementing strict quality control measures. The contractor must track all inducted assets by serial number, deliver repaired brakes in condition code "A", and comply with extensive reporting requirements including Commercial Asset Visibility Air Force (CAV AF) reporting, maintenance data collection, and Item Unique Identification (IUID) marking protocols.

1.0. Description of Services

1.1. Scope

1.1.1. This Performance Work Statement (PWS) establishes the minimum work requirements for essential repair necessary to restore the F-16 Asymmetric

Brake (A-Brake) to a serviceable condition, but not like new cosmetically. The

National Stock Number (NSN) for this part is 1680-01-168-9396WF and the

Part Number is 2022072-4-1.

1.1.2. This effort is for repair of end-item SRU’s to a serviceable condition, but not like new cosmetically, on the F-16 Asymmetry Brake. This repair consists of complete or substantial tear-down into component parts. This tear-down includes reworking or replacing most parts in the SRU assemblies. Reusable disassembled item components shall be used as replacement components for restoring functionality of other items. These reusable components are not required to maintain the end item identification. The SRU item parts shall be reassembled to furnish a totally rebuilt item. The repair processes used by the contractor shall bring service life back to the reconditioned items that would resemble the originally manufactured item. The SRU(s) will be restored to a nearly new condition (but not necessarily cosmetically new) in a facility owned and/or operated by the contractor.

1.1.3. All work performed by the contractor shall comply with the applicable drawings and specifications contained in this statement. Additional work discovered after award of contract that is not covered by the contract will be negotiated and approved by the CO through the ACO prior to work being started.

1.1.4. The contractor shall not design, develop or manufacture tooling or test equipment of a specialized nature as a requirement under this work specification without the express direction of the CO through the ACO.

1.1.5. The functional capabilities for which the end-item was designed shall not be changed, modified, or altered unless such changes are directed by this work specification and authorized by the OO-ALC Program Manager.

1.1.6. The contractor will be allowed to move components among reparable end items to expedite repair, versus maintaining serial number integrity.

FD2020-25-00629 Page 5 April 23, 2025

1.1.7. The contractor will return the recoverable item to the original specifications of the item, except as noted in the applicable engineering change orders. The contractor shall perform an acceptance test and checkout of each completed end-item to assure serviceability prior to presentation to the government. If an item is returned for rework, because of a Product Quality Discrepancy Report

(PQDR), more than 1 time in any 12-month period, then a limited

Environmental Stress Screening (ESS) will be required before returning the item in serviceable condition. The contractor will coordinate actions with the government engineering authority should this occur. Any tests that will be excluded as part of this effort will have prior written approval from the engineering authority through the appropriate government contracting official.

1.1.8. The contractor shall expend no effort, under this PWS, for additional engineering design or development of the items or components; however, suggested reliability or maintainability improvements are welcomed.

1.1.9. The contractor will be allowed to retain condemned units for cannibalization of spare parts upon approval of the OO-ALC Production Manager. Upon completion of the contract, per existing disposal code assigned to the item, the contractor shall dispose of parts retained for cannibalization.

1.1.10. This effort is considered a Mission Essential Service.
