Annual inspection scope encompasses all operational checks, hydraulic drift tests, horizontal twist measurements, timing tests, safety interlock verifications, and certified weight-bearing load tests using free-hanging physical weights (hydraulic pull-down methods are prohibited). NDT scope includes Magnetic Particle Testing on all accessible structural weldments and Ultrasonic Testing on critical base rails, torque box attachments, and pivot/hinge pins. Contractors must hold active Level II or Level III NDT Technician certifications per ASNT CP-189 or SNT-TC-1A guidelines and submit proof prior to testing commencement. Hydraulic fluid sampling for independent spectrometric analysis evaluating viscosity, water content, particle count, and wear metals must be included in the contractor's fully burdened flat-rate quote with no separate laboratory surcharges permitted.

The contractor must complete all work within 60 calendar days of receiving approved base access and equipment availability notification. Base access applications must be submitted within five business days of contract award, with written coordination established within ten business days. Deliverables include two signed compliance documents (Annual Aerial Device Performance Compliance Certificate and 5-year Structural NDT Certification), a comprehensive engineering report with all test data and ultrasonic thickness readings within 14 business days, the comprehensive lab report with fluid replacement recommendations, and a detailed defect map for OEM-authorized repairs. All travel costs, vehicle insurance (minimum YEN 30,000,000 property damage and bodily injury coverage per Japanese Compulsory Insurance requirements), and personnel credentialing costs are the contractor's responsibility and must be included in the FFP quote. Performance Work Statement (PWS) for the Annual Aerial Device Inspection and Aerial Device Non-Destructive Test on Three Ladder Fire Trucks

General Fire trucks at Marine Corps Bases are currently non-compliant due to overdue aerial device non-destructive testing (NDT). Operating untested aerial equipment during emergencies introduces unacceptable risks to firefighter safety and apparatus reliability. Performing this required NDT inspection will satisfy NFPA safety standards, restore operational confidence, identify critical structural vulnerabilities, and ensure our life-saving fleet is fully mission-capable.

1.1 Description of Services/Introduction.

The contractor shall provide an NFPA-compliant inspection package for (3) Pierce steel platform aerial ladders that include both the standard Annual Inspection and the required 5-year Non-Destructive Testing (NDT) for serial number 302892 Model 422, serial number 299101 Model 18667-2, and serial number 300620 Model 23407. Testing and non-destructive evaluation of the steel aerial ladder apparatus shall be completed in strict accordance with NFPA 1910, Chapter 23 (standard for Inspection, Maintenance, Testing, and Retirement of In-Service Emergency Vehicles, Current Edition), as well as all original equipment manufacturer (OEM) specifications. The individual(s) performing the structural NDT must hold active, independent certifications as a Level II or Level III NDT Technician in accordance with the American Society for Nondestructive Testing (ASNT) CP-189 or SNT-TC-1A guidelines. Proof of these certifications must be submitted prior to the commencement of any testing.

1.2 Scope of Work and Objective.

1.2.1 Scope of work for the annual test must include all annual operational checks, hydraulic drift tests, horizontal twist measurements, timing tests, safety interlock verifications, and a certified weight-bearing Load Test using free-hanging physical weights (hydraulic pull-down methods are strictly prohibited). Weights will be available for testing on-site at Camp Foster GSU lot.

1.2.2 Scope of work for the NTD must include Magnetic Particle Testing (MT) on all accessible structural weldments, and Ultrasonic Testing (UT) on all critical base rails, torque box attachment, and pivot/hinge pins.

1.2.3 As mandated by NFPA 1910, the contractor shall draw a representative sample of the aerial device’s hydraulic fluid during the inspection. The contractor shall submit this sample to an independent, certified laboratory for a full spectrometric fluid analysis. The analysis shall evaluate fluid viscosity, water content, particle count (ISO cleanliness rating), and the presence of wear metals, including but not limited to iron, copper, and aluminum. All laboratory, shipping, and sampling fees shall be included in the contractor's fully burdened, flat-rate base quote; no separate or unbundled environmental, administrative, or laboratory surcharges shall be accepted.

1.3 Period of Performance.

The contractor shall complete all work within 60 calendar days of receiving approved base access credentials and written notification of equipment availability. Within five (5) business days of contract award, the contractor shall submit all required base access applications. The contractor shall initiate written coordination with the Motor Transportation Branch Maintenance Section and the Fire Department within ten (10) business days of award to establish the final inspection schedule.
