PERFORMANCE WORK STATEMENT
Internal Revenue Service
FY26 CoStar Subscription Database POP 08/11/26-08/10/27
C.1 INTRODUCTION/OVERVIEW
The IRS Large Business and International Division’s Engineering and Valuation. group identifies and evaluates the reference materials available to meet the needs of its Engineering and Valuation Specialists (Engineers, Appraisers, and Financial Analysts).
C.2 BACKGROUND
The LB&I Division’s Engineering and Valuation Group specializes in providing technical support on engineering and valuation issues for large and complex business tax returns.
Specialists work in areas such as real estate appraisal machinery and equipment valuation, cost segregation studies, and R&E tax credit claims.
The LB&I Appraiser specialists require access to a database with both nationwide current and historical real estate market transactions to perform research to value commercial real estate property. CoStar Realty Information, Incorporated’s database provides comprehensive and up-to-date commercial real estate data, including ownership records, sales transactions, lease information and market trends. The CoStar database allows the IRS Appraisers to properly evaluate commercial properties and understand current market conditions and has historically proven to be the only database of its kind.
C.3 DESCRIPTION OF SERVICES
The CoStar database vendor (“vendor”) will provide:
1) The vendor shall provide access to their CoStar Suite Professional Database, United States data, including data for approximately 50 markets across the continental United States, via an internet accessed application. 7) The IRS will have unlimited access to database information, with no annual cap on usage of the database subscription.
8) The IRS will have unlimited access to the database functionality,
