PERFORMANCE WORK STATEMENT (PWS)

AIR COMPRESSOR MAINTENANCE

LITTLE ROCK AFB, AR

1. DESCRIPTION OF SERVICES

1.1. The contractor shall provide manufacturer-certified technicians. The contractor shall be certified on Atlas-Copco variable speed screw compressors, and shall be certified on reciprocating air compressors from at least one of the following manufacturers: Ingersoll Rand, Champion, or Speedaire. Contractor shall provide all parts, material, tools, equipment, and transportation required to perform all maintenance and repairs on all air compressors, air dryers, breathing air filtration, in-line filtration systems, and volume tanks automatic air drains located at buildings 228, 232, 233, 242, 245, 246, 250, 254, 256, 268, 276, 280, 282, 344 and 466.

Equipment make, model, and serial numbers are listed on Appendix A. The contractor shall accomplish all services below to meet manufacturer recommended service specifications and the requirements of this Performance Work Statement (PWS). Contractor shall conduct user training on equipment at each facility (coordinated with the MXS compressor facility manager) and provide a laminated “User Operation Checklist” on each piece of equipment. The contractor shall protect all Government property against damage and work shall be in compliance with all Federal, State and local regulations, codes and license requirements, including OSHA/Safety regulations. Work shall be accomplished within the established time requirements below for the duration of the contract.

2. SAFETY AND REGULATORY REQUIREMENTS

2.1. Some services and repairs may require the contractor to work on weekends to accomplish the task due to operations. Government escort will be coordinated through the COR or facility manager where the asset is located (if needed).

2.2. Pre-Service Requirements: Before services commence on the first preventive maintenance visit, the contractor shall inspect the equipment and work sites to ascertain all information needed for the successful performance of the service(s). Upon completion of this initial inspection the contractor shall generate a report for all identified deficiencies as well as any equipment with remaining manufactures warranty. This initial inspection report must be provided to the Contracting Officer (CO) and the Contracting Officer’s Representative (COR) within 30 days. The contractor shall notify the ordering agency of any conditions that prevent the suitable completion of these services to include operations that could endanger Government personnel or property and require appropriate abatement action. If the contractor discovers problems associated with the work after starting, the technician shall immediately notify the Contracting Officer (CO) of the corrective measures necessary to rectify the problem to include parts, material, and labor cost estimate. The CO must approve contractor’s corrective measures and cost before the contractor can perform stated work. Any corrective measures taken that interrupts the user’s operation shall be communicated through the COR to allow proper coordination and scheduling. Contractor shall coordinate with the COR to have utilities/fire alarms etc…turned on or off during the completion of the task.

2.3. Disposal of waste: All waste disposals are the responsibility of the contractor to include any fees or permits. Recycling containers may be provided if needed for the operation. The contractor shall coordinate obtaining recycling containers through the government representative or COR.

2.3.1. Disposal of all filters, equipment and/or parts deemed to contain hazardous waste will be the responsibility of the building facility managers. All other parts will be removed immediately from the job site by the contractor and will be disposed of at no cost to the government. The use of dumpsters on Little Rock AFB by the contractor to dispose of hazardous waste is prohibited.

Disposal of regular trash in government refuse containers must be reviewed and approved by the appropriate facility manager.

2.3.2. The Government will provide and assemble all hazardous disposal containers, to include approved liners and packing tape

2.3.3. Cardboard boxes from new filters or parts packaging shall be broken down and disposed of by the contractor.

2.4. All work shall be accomplished in accordance with all regulations regarding the installation of metal structures and foam insulation along with all applicable environmental regulations on disposal.

2.5. If a crane is required for any of the installation of the equipment, IAW Federal Law an airfield waiver must be accomplished and signed by the FAA. This takes a minimum of 60 days to complete and will be required before proceeding. The contractor shall submit the coordination for the airfield waiver to the COR as soon as the need for a crane is identified.

3. WORK REQUIREMENTS

3.1. All material and parts provided by the contractor shall meet or exceed manufacturer specifications on all equipment that is not under manufacturer warranty. Contractor shall identify all equipment still under manufacturer warranty and use only OEM parts/oil throughout the duration of the stated warranty.

3.1.2 Contractor shall perform all maintenance in accordance with manufacturer specifications.

3.2. Contractor shall perform equipment inspections to include: visually inspect all equipment for abnormalities, visually inspect control panels and gauges for proper operation, visually inspect oil levels and top off if not in proper band and manually test the automatic air drains on system receiver tanks and refrigerated air dryers. These inspections are to be performed on a schedule in which all the equipment under the service contract is inspected every two months (Bi-Monthly).

3.2.1 Facilities with “redundant” air compressors. The contractor shall rotate operation between the two compressors, verify units are operational, and clearly mark the unit currently in operation.

3.2.2 “Vacuum Pump” at Bldg. 246. The contractor shall check inlet air filter, level of synchronizing gear oil, startup vacuum pump, and ensure unit is operating correctly.

3.2.3 “Breathing Air Filter” at Bldg. 280 & 282. The contractor shall check and send off for calibration (if necessary) the carbon monoxide monitor. Note: If the monitor can be calibrated, but the alarm still sounds, the filter cartridge life is exhausted. In this scenario, the contractor shall replace all three (3) filter cartridges. If the monitor cannot be calibrated, replace the carbon monoxide sensor. If monitor still will not calibrate, the contractor shall send the monitor back to the manufacturer for replacement. The contractor shall check alarms, power supply and check for proper air sample flowrate.

3.2.3 Contractor shall record all relative pressures, temperatures, voltage/AMP readings, total run hours, total load hours, “Fault History” for time period, automatic air bleed operation, and visual findings on the approved preventive maintenance checklist (see PWS addendums). Contractor shall annotate any corrective measure recommendations that should be taken by the government.

Contractor shall provide the checklist to the COR and user representative within 5-business days of completion in electronic PDF format.

3.3 Contractor shall perform “6-Month Maintenance Visit” to include all steps identified in the Bi-Monthly inspection.

3.3.1 6-Month service on “Screw” compressors shall include air filter change and oil sample.

3.3.2 6-Month service on “Recip” compressors shall include air filter and oil change.

3.3.3 6-Month service on “Refrigerated Air Dryer” shall include a comprehensive cleaning of the condenser coil and condensate trap.

3.3.4 6-Month service on “Inline Filters” shall include element change if differential pressure increase is noted per d/p gauge on filter.

3.3.5 6-Month service on “Vacuum Pump” shall include cleaning housing of dust and dirt.

Contractor shall remove acoustic enclosure and clean fan cowling, fan wheels, the ventilation grilles, cooling fins, and make sure that the foam matts are not soaked with water; if soaked, contractor shall dry or replace matts.

3.3.6 6-Month service on “Breathing Air Filter” shall include cleaning and dusting off the system.

3.3.7 Contractor will time stamp each filter with a permanent marking. Contractor will annotate the air filter, oil change dates, and oil test results on the Preventative Maintenance Report.

Contractor shall work with the Government to establish the report. The contractor shall provide the completed report to the COR within 5-business days of completion of service.

3.4 Contractor shall perform “12-Month Maintenance Visit” to include all steps identified in the Bi-Monthly and 6-Month service.

3.4.1 12-Month service on “Screw” compressors shall include oil and oil filter change.

Compressors with “air-oil separator” shall have the separator changed.

3.4.2 12-Month service on “Recip” compressors shall include oil filter change (units with filters) and drive belts.

3.4.3 12-Month service on “Vacuum Pump” shall include replacing inlet air filter, clean inlet air screen, and replacing the synchronizing gear oil.

3.4.4 12-Month service on “Breathing Air Filter” includes replacing air filter cartridges and calibrating all filters.

3.5 Compressor and Air Dryer Additions and Moves:

3.5.1 All installation plans and drawings must be approved by the COR.

3.5.2 Building 466 Remove and Install New Air Compressor:

3.5.2.1 Remove existing air compressor and air drier at Bldg. 466 and install new air compressor in accordance with manufacture specifications.

3.5.2.2 New Air Compressor Specification Requirements: 25-Horse Power Mechanical Controlled Variable Speed Drive Screw Compressor rated for 109CFM@125PSIG, fully integrated refrigerant air drier, noise level less than or equal to 68dB, 230-460V/3-PH/60HZ, and mounted on a 132 gallon horizontal tank.

Note: Before Equipment is ordered an on-site voltage and phase check shall be conducted with COR to verify power requirements.

3.5.2.3 Existing air compressor at Bldg. 466 to be reutilized/installed at Bldg. 245. (para. 3.5.3)

3.5.2.4 Existing air drier at Bldg. 466 shall be taken to LRAFB Recycle Center.

3.5.2.5 Install a new fused disconnect switch that meets electrical specifications of new unit.

3.5.2.6 Connect new unit to existing distribution system to include installation of isolation valves and coalescing micron air filter (metal bowl) between the unit and distribution system.

3.5.2.7 Ensure air drier drain line is properly secured and ran to a drain or exterior of mechanical room.

3.5.2.8 After installation is complete and operational test shall be performed with the COR and user present.

3.5.3 Building 466 compressor move to building 245

3.5.3.1 Disconnect/Transport/Install reciprocating air compressor from Bldg. 466 (Ingersoll- Rand 2545) to Bldg. 245 mechanical room; located to the left of office entrance, per manufacturer specifications.

3.5.3.2 Air compressor shall be properly anchored to the floor with vibration pads.

3.5.3.3 Unit shall be piped into existing volume tank with a refrigerated air drier installed between the air compressors and existing volume tank; drier must be able to be isolated from the air compressor and the volume tank.

3.5.3.4 Refrigerated air drier must be 48CFM@125PSIG, 115V/1PH/60HZ, refrigerant 410A and be properly sized for the volume, capacity, and system requirements of stated air compressor.

Note: Before Equipment is ordered an onsite voltage and phase check shall be conducted with COR to verify power requirements.

3.5.3.5 Install a new air compressor fused disconnect sized to manufacturer specifications.

3.5.3.6 Replace existing volume tank automatic moisture bleed valve and pipe to drain or exterior of mechanical room; properly anchor piping.

3.5.3.7 Existing distribution system inside hangar has three outlets utilized for tool/equipment operations. New isolation valves, general-purpose compressed air filter, pressure-regulating valve, moisture separator, and quick disconnect connection shall be piped in and securely mounted to the wall.

Note: Metal Bowls required.

3.5.3.8 After the air compressor and pressure regulators are installed system shall be pressurized and an operational test shall be performed. Any leaks in the distribution lines shall be repaired.

3.5.4 Building 246 New Compressor and Install:

3.5.4.1 Remove existing air compressor and air drier at Bldg. 246 and install new air compressor per manufacturer specifications.

3.5.4.2 Bldg. 246 Air Compressor Specifications - 10-Horse Power Mechanical Controlled Variable Speed Drive Screw Compressor rated for 40.5CFM@125PSIG, fully integrated refrigerant air drier, noise level less than or equal to 60dB, 230-460V/3-PH/60HZ, and mounted on a 71 gallon horizontal tank.

Note: Before equipment is ordered an onsite voltage and phase check shall be conducted with COR to verify power requirements.

3.5.4.3 Existing air compressor and drier at Bldg. 246 to be returned to the 19 MXS.

3.5.4.4 Install a new fused disconnect switch that meets electrical specifications of new unit.

3.5.4.5 Connect new unit to existing distribution system to include installation of isolation valves and coalescing micron air filter (metal bowl) between the unit and distribution system.

3.5.4.6 Ensure air drier drain line is properly secured and ran to a drain or exterior of mechanical room. After installation is complete and operational test shall be performed with the COR and user present.

3.5.5 Building 250 Air Dryer Addition/Install:

3.5.5.1 Install a refrigerated air drier to meet these specifications: Rated Volume 158cfm@125psig, Max inlet pressure 210psig, Min/Max ambient air temperature 114.8 /41F, Max compressed air temp 140F, Pressure drop across dryer not to exceed .3psig, Pressure Dew Point 43F, refrigerant 410A, 230V/1PH/60HZ or 115V/1PH/60HZ.

Note: Before Equipment is ordered an onsite voltage and phase check shall be conducted with COR to verify power requirements.

3.5.5.2 Old drier shall have refrigerant removed and taken to Little Rock AFB Recycle Center.

3.5.5.3 New drier shall be piped in according to manufacture specifications to include a new fused disconnect and a drain line piped and anchored properly.

4. GOVERNMENT FURNISHED EQUIPMENT

4.1. The government will not provide any government furnished equipment or government furnished property.

5. GENERAL REQUIREMENTS

5.1. Contractor personnel and vehicles must possess appropriate passes. The contractor shall coordinate with the CO to receive a base access pass. Vehicle passes shall be obtained through the 19th Security Forces Squadron.

5.2. The Contractor is subject to all installation fire, safety, security, and traffic regulations.

5.3. The Contractor shall comply with all applicable laws concerning workplace safety.

5.4. The Contracting Officer may notify the Contractor of hazards in Contractor operations that endanger Government personnel or property and require appropriate action. This provision does not constitute assumption of liability for Occupational Safety and Health compliance on the part of the Government or negate other agency responsibility for enforcement of applicable laws.

5.5. Accident prevention principles must be thoroughly integrated into all operations. Unsafe conditions and practices, as identified by the designated representative, must be corrected immediately.

5.6. Contractor Employees: While on the installation, the contractor shall not employ persons for work on this contract if such employee is identified to the contractor by the Contracting Officer as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population. Contractor personnel shall present a neat appearance and be easily recognized as contractor employees. This may be accomplished by wearing distinctive clothing bearing the name of the organization or by wearing appropriate badges containing the organization's name and the employee's name. Contractor personnel must wear issued base identification cards at all times while on the installation.

5.7. Service contracts shall require contractor employees to identify themselves as contractor personnel by introducing themselves or being introduced as contractor personnel and displaying distinguishing badges or other visible identification for meetings with government personnel. In addition, contracts shall require contractor personnel to appropriately identify themselves as contractor employees in telephone conversations and in formal and informal written correspondence.

5.8. Contractor shall debrief 19 MXS personnel on work performed that day and provide copies of the work orders detailing work accomplished. This receipt will also be sent to the 19 MXS resource advisor and invoiced through the proper channels. The contractor is required to invoice through Wide Area Workflow NLT 7 days after work completion and an itemized list shall be provided to the section to track parts spending and labor hours used within the same 7 day window.

5.9. Preventative Maintenance Scheduling - The contractor shall contact MXS facility managers no later than one week prior to schedule preventive maintenance. The contractor shall contact MXS Facility Managers (primary phone: 501-987-6295) to schedule appointment. If contractor cannot contact element supervisors, contact the Section Chief at 501-987-6911. If the contractor cannot keep the appointment, the appointment shall be rescheduled no later than 24 hours prior to appointment time.

5.10. Contractor Check-in - Prior to the start of any preventive maintenance, part installation, parts deliveries, or site inspections, the contractor shall check in with element or section supervision where maintenance is being performed.

5.11. Contractor Checkout - After finishing any preventive maintenance, part installations, part deliveries, or site inspections, the contractor shall check out with section supervision. Section supervision will inspect all work performed and will ensure work has been accomplished IAW this PWS and meets requirements necessary for the government. If the Section Chief cannot be reached, then call 501-987-7081 to reach production and they will provide personnel to inspect the site.

5.11.1. Any dust, dirt, debris on floor that is caused by the contractor shall be swept up and cleaned before the contractor leaves and shall be disposed of by the contractor. Unless otherwise stated in this PWS, the contractor will remove all debris from area and will not dispose of items in the section’s trash or trash dumpsters unless approved by section supervision. The areas will be checked at contractor checkout and performance will not be accepted until area is clean.

5.12. Recognized Holidays: The contractor may be required to perform emergency service on holidays including but not limited to:

5.13.Hours of Operation: The contractor shall coordinate hours of service with the government POC prior to the service appointment.

5.14.Worker's Health and Safety: The contractor shall comply with all applicable Federal, State and local legal requirements regarding workers' health and safety. The contractor is solely responsible for determining the legal and safety requirements that apply to his/her activities.

These include but are not limited to all Occupational Safety and Health Administration (OSHA) safety rules and regulations, arc flash training, personal protection training and equipment to protect themselves and others from unsafe work conditions. The contractor shall report any accidents or OSHA violations immediately to the appropriate authorities and within 24 hours to the PCO.

5.15.Security Requirements: The contractor shall comply with all security controls directed by the Government Site POC (i.e. Facility Manager) and/or Program Manager.

5.16.Government Property Damage: The contractor shall record and report, within 24 hours, to the contracting officer and designated government site POC, all available facts relating to each instance of accidental damage to government property or injury to either contractor or government personnel. The contractor shall not perform any work on the damaged equipment/property until released by an authorized government representative. If the government elects to conduct an investigation of the accident, the contractor shall cooperate fully and assist the government personnel until the investigation is completed.

5.17.Damage to Property or Equipment: The Contractor, at their own expense, shall repair any damage to Government property or equipment that can be attributed to the Contractor.

Repairs shall be made by a skilled workman and to the satisfaction of the Contracting Officer or a designated representative.

5.18.Contractor Full-Time Equivalent Reporting.

5.18.1. Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year (FY) which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October of each calendar year.

5.18.2. Uses and safeguarding of information: Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with direct labor hours and direct labor dollars. At no time will any data be released to the public with the contractor name and contract number associated with the data.

6.0 BILLING

6.1. Preventative Maintenance, CLIN Series X001, X002, X003. These CLINs shall be utilized for any charges relating to servicing (i.e. labor and parts) for preventative maintenance costs that occur as part of this contract. Any travel and lodging costs are the sole responsibility of the contractor.

6.2. Unscheduled Parts/Labor, CLIN Series X004. Any charges for unscheduled parts/labor required to perform this contract shall utilize CLIN series X004. The contractor shall receive approval from the Contracting Officer prior to utilizing CLIN series X004 and/or performing any unscheduled work. The contractor shall not order any parts if the resulting costs exceed the remaining balance of CLIN series X004.

7.0. WARRANTY

7.1. Contractor shall warranty all material is free from defects for a minimum of 6 months.

Contractor shall ensure the manufacturer’s warranty is not voided on all parts. The contractor shall warranty all labor for a minimum of 90 days. Any defects or discrepancies shall be fixed by the contractor at no charge to the government.

• Check compressors history log for any shutdowns or warnings to see if there are any problems occurring with the compressor

• Service the air compressor based on hourly service periodicity requirements (i.e.: 4,000 hour, 8,000 hour or annually)

• Visually inspect unit for abnormalities

• Inspect electrical power source – compressor amps / volts only

• Inspect control panel and gauges

• Annually Drain oil out of compressor and refill with new to specified level (when performing mid-year service – only top off lubricant coolant to specified level)

Inline Filters:

• Check differential pressure gauge on filter.

• If differential pressure gauge is showing increased pressure across the filter……replace the filter element

Air Dryer (Refrigerated) Atlas Copco FX1:

• Visually inspect unit for abnormalities

• Inspect electrical power source

• Inspect control panel and gauges

• Verify unit running correctly and dew point is in proper range

• Test the Drain valve
