1.0 General Information.
1.1 Overview. Solid Waste Management is a comprehensive approach to managing non-hazardous solid waste that encompasses green procurement, waste prevention, and disposal programs. The Contractor shall determine and provide the most cost effective solid waste management services, emphasizing innovation and commercial best practices, to maximize waste diversion. The Contractor shall dispose of all commercial, industrial, and community activity waste in accordance with (IAW) all applicable Federal, State, and local laws and regulations. The waste shall be disposed of at a Resource Conservation and Recovery Act (RCRA) Subtitle “D” Municipal Solid Waste (MSW) landfill fully permitted by the appropriate regulatory entity. The Contractor shall pay all applicable fees associated with disposal.
1.2 Deliverables. The Contractor shall compile field and historical data, prepare reports, and submit information as specified by the Deliverables as directed by the Contracting Officer’s Representative (COR) or Alternate Contracting Officer’s Representative (ACOR).
1.3 Co-mingling Waste. The Contractor shall not co-mingle or transport MSW refuse with off-post generated MSW refuse. Contractor Quality Control shall include random monitoring of refuse trucks from departure of Fort Bliss to arrival at sanitary landfill to ensure no co-mingling with off-post refuse occurs. Solid waste generated (excluding regulated medical or hazardous waste) shall be collected, transported, and disposed of at the direction of the COR/ACOR.
2.0 Description of Services.
2.1 Scope. The Contractor shall determine the best collection and disposal method for solid waste management to avoid picking up an empty dumpster or container. The disposal method shall be approved by the Contracting Officer (KO). The Contractor shall empty refuse containers, compactors, and roll-offs once a week or at an efficient frequency that ensures containers are within 60%-100% capacity when serviced. Container collection frequencies at food service, medical, health and safety related facilities shall be IAW applicable directives and regulations, but not less than once per week. In the event of demand fluctuations, frequency adjustments must be approved by KO. The Contractor shall remove all litter, debris and waste on the ground within a twenty-five (25) foot radius of the containers. The Contractor shall track and report to the COR/ACOR all container weights and number of services per week. The Contractor shall perform services IAW approved scheduled routes for pick-up and respond to calls for service when containers reach 100% capacity before scheduled pick-up.
2.1.1 Ordnance. Under no circumstances shall the Contractor knowingly accept ammunition, explosives, or firearms. The Contractor shall immediately report all potentially explosive items or materials to the Provost Marshal’s Office, Explosive Ordnance Disposal, and the KO/COR/ACOR.
2.1.2 Hazardous Materials. The Contractor shall not handle hazardous materials or human remains. The Contractor shall not handle bio-medical (also known as “red bag”) or other hazardous materials. Contractor shall notify the COR when hazardous materials are encountered in the waste stream to request disposal/handling assistance from the DPW Hazardous Waste Manager. The Contractor shall report to the COR/ACOR any hazardous materials identified or discovered at the Collection Point. If military “Meals Ready to Eat (MRE) food heaters are encountered through visual inspections in the waste stream, MRE food heaters shall be removed and disposed of following the appropriate disposal method.
2.1.3 Scavenging. The Contractor shall prohibit scavenging of materials from the Collection Point. The Contractor shall not salvage materials. The Contractor shall maintain the Collection Point to discourage the harboring, feeding, and breeding of disease vectors.
2.2 Schedules.
2.2.1 Refuse Collection Schedule. The Contractor shall coordinate with the COR/ACOR to develop a schedule that optimizes pickups and minimizes interference with Government operations and submit the schedule to the KO for approval (Deliverable A018). The Contractor's schedule shall cover a 12month period. The Contractor shall submit the schedules not later than (NLT) ten (10) days prior to contract performance start date and every subsequent option period. The Contractor shall submit changes to the schedule to the KO NLT ten (10) working days prior to the proposed implementation date of any change. The Contractor shall not implement schedules or changes to the work schedule without prior written approval from the KO. The Contractor shall perform all work under the contract IAW the Contractor's schedules. All schedules shall be submitted to the KO for approval.
2.2.2 Specific Tasks Routes/Schedules Submittals. The Contractor shall submit a schedule organized in two (2) hour increments and by days of the week for vehicle routes and collection (Deliverable A018). The report shall be submitted to the KO/COR for KO approval NLT ten (10) business days prior to contract performance start date and every subsequent option period. The Contractor shall jointly monitor with the COR/ACOR the fill capacities during the first thirty (30) days of performance and one (1) other time during each performance period. Proposed changes to the schedule or haul route shall be approved by the KO in writing prior to route changes. Average pick-ups per container size for Refuse service are found in (TE 15). A list of the current Refuse service locations with dumpster sizes and frequencies of service is shown in (TE 16). The Government reserves the right to change the collection frequency, and to change the number of containers used at any time in the interest of the Government. The Contractor shall adjust his/her service to meet the increases or decreases in containers, and changes in the frequency of collection of any type of container, without any additional expense to the Government as long as the total number of containers or collections does not change more than plus or minus 10 percent. Changes, either increases or decreases, exceeding 10 percent of the total number of containers or collections may require negotiation to adjust the contract price as necessary to compensate for the changes.
2.3 Recycle Support. N/A
2.4 Collection Containers.
2.4.1 Container Management. The Contractor shall place, combine, relocate, and remove all refuse containers and equipment in types and quantities, adequate to collect and deliver after receiving approval from the COR/ACOR. Damages to property or grounds after placing containers shall be repaired by the Contractor at no cost to the Government.
2.4.2 Containers and Installation Access. The Contractor shall place refuse containers according to standoff distances in (TE 17). In addition, the refuse collection containers shall be positioned more than fifteen (15) yards from a food establishment’s entrance doors and adjacent entry way.
2.4.3 Containers in Field Training Areas. The Contractor shall provide refuse containers to support training on ranges. The COR/ACOR will ensure all range and training area roads are accessible prior to collecting, disposing, or relocating containers.
2.4.4 HAZMAT in Containers. The Contractor shall notify the COR/ACOR and the Directorate of Public Works (DPW) Environmental Division immediately after asbestos or other HAZMAT has been identified.
2.4.5 Container Approval. All refuse collection containers (e.g., bins, totes, or cages) shall be KO approved. Containers must be clearly marked to identify names, telephone numbers, and emergency telephone numbers. Containers shall be tan/beige in color and labeled to indicate they are only for refuse material. Sample refuse container label can be seen in technical exhibit (TE 18).
2.4.6 Serviceable Containers. The Contractor shall maintain refuse containers in a serviceable condition. The containers are unserviceable if any one of the following conditions exist:
a. Container does not meet specifications
b. Container is not leak proof (storm water pollution prevention compliant)
c. Container is not enclosed (except for roll-off containers designed to be open)
d. Doors, lids or hardware are missing, damaged, not operational, or do not close in the manner in which they were designed to close
e. Over twenty-five percent (25%) of exposed surface is not a uniform color (painted if container is not molded or composite plastic)
f. Over ten percent (10%) of exposed surface is covered with rust
g. Container exterior is damaged (substantial dents, holes, excessive scratches, burrs, ragged edges that present the container in an undesirable appearance).
2.4.7 Container Lids. All front end loading containers shall be equipped with lids. All solid waste container tops, lids, and doors shall be closed after emptying.
2.4.8 Evaluating Containers. The Contractor shall evaluate the condition of collection refuse containers on a quarterly basis and provide this information in a report to the COR/ACOR (Deliverable A019). The report shall include container size, serial number, location, condition rating, number of times cleaned that quarter, number of times painted that quarter, the number of times repaired that quarter, number of dumpsters moved that quarter, total number of serviceable collection containers, and number of collection containers in need of repair.
2.4.9 Container Replacements. Deteriorated solid waste containers shall be replaced or repaired by the Contractor. The Contractor shall replace containers within two (2) working days of receiving notification. The Contractor shall furnish replacement containers when containers are removed for cleaning, painting, maintenance, or repair.
2.4.10 Container Spillage. The Contractor shall pick up all spillage resulting from emptying of container and compacting of solid waste material, or grease in vehicles.
2.4.11 Complaints. Complaints regarding unsanitary conditions due to Contractor negligence shall be corrected by the Contractor within two (2) hours of notification.
2.4.12 Container Cleaning Schedule. The Contractor shall provide the COR/ACOR with a recommended refuse collection container cleaning schedule NLT ten (10) calendar days after contract award (Deliverable A020). The Contractor shall clean refuse dumpsters containing food waste, (e.g., containers at dining, cafeterias, etc.) as needed. The Contractor shall provide to the COR/ACOR with a list of refuse collection containers that have received cleaning service each month throughout the Period of Performance (POP). The Contractor shall provide a Monthly Refuse Container Cleaning Schedule that shall include days of service and driver, each container location, container type, cleaning time, and cleaning method. The Contractor shall clean and sanitize refuse containers as needed to ensure they are clean and odorless.
2.5 Collection Vehicles.
2.5.1 Vehicle Maintenance. Collection vehicles shall be maintained and serviced IAW the manufacturers’ recommendations. The Contractor shall ensure collection vehicles receive periodic safety checks and all irregularities shall be repaired before the vehicle is operated. Collection vehicles shall have a clean appearance and will have the company name. Collection vehicles shall be self-contained and shall not be permitted to drain any fluids coming from the MSW or recycling materials. The Contractor shall remove, all inoperable or unserviceable Contractor-furnished vehicles and equipment, off the installation. The Contractor shall not leave MSW in collection vehicles over twenty-four (24) hours, or unattended overnight. The collection vehicle operator shall immediately clean up all spills caused during the operation. All operators of Contractor-furnished vehicles shall be licensed by the State and operate IAW installation traffic regulations. The Contractor shall not leave vehicles unattended unless properly locked and secured.
2.5.2 Unserviceable Vehicles. The Contractor shall have serviceable vehicles to ensure completion of contract requirements in the event of breakdowns, repair, or other mechanical problems. The Contractor shall provide maintenance and repair service.
2.5.3 Scales. Collection equipment of the types used for the collection, storage, and transportation of solid waste shall meet the standards established by the American National Standards Institute (as of the effective date(s) established in ANSI Z245.1, Safety Standards for Refuse Collection Equipment). The scales shall:
• Not require a modification to the truck forks
• Be calibrated at least annually by a certified technician to maintain a +/- 5% variance
• Integrate with a Fleet Management System on-board computer system
• Be able to send real time information using the on-board computer interface
2.5.4 Fleet Management System. The contractor shall provide and utilize a web-based “smart truck” fleet management system that includes all components, equipment, software and subscriptions required for real-time automated service verification, fleet mapping and tracking, and RFID tracking of refuse containers. Contractor shall populate the fleet management system with all necessary data required to monitor individual containers at scheduled service locations. Contractor shall affix an RFID tag to each refuse container (front end loading and roll-off) and shall associate/assign each specific service location address to the corresponding container RFID tag at the service location. Contractor shall utilize the fleet management system capabilities to verify services, optimize routes and improve efficiencies of daily operations. The Government shall be granted the necessary permissions and account login information to access and grant approval of changes to the fleet management system in order to review and verify the items associated with contract Deliverable A025 and the contractor monthly payment invoices.
2.5.5 No more than two percent (2%) of equipment can be down per month and down time for each piece of equipment shall be limited to 5 working days, unless approved by KO/COR. Equipment includes vehicles, scales, RFID sensors, software, associated hardware, and hardware installed on permanent dumpsters (collection containers).
2.6 Special Events/Tasks.
2.6.1 Special Events Planning. The Contractor shall participate in the planning and coordinating of special events requiring solid waste management-refuse support covered by this PWS. Scheduled special events typically take place installation-wide.
2.6.2 Additional Services. The Contractor shall be required to provide temporary collections and/or container relocations as directed by the KO/COR for events including but not limited to: special ceremonies, construction, clean-up and debris removal, security, organizational events, unit moves, training exercises and to satisfy the Command requirements at both the main post and range areas. Relocations shall be accomplished, with the approval from the KO, not more than eight (8) working hours after the verbal request by phone. Major events requiring refuse and recycling support will be planned two (2) weeks in advance and the Contractor shall provide services necessary to support the event. The Contractor shall place refuse containers at the event or locations for the period of time specified by the COR/ACOR.
2.6.3 Airfields. Airfields have special considerations to prevent hazards. Biggs Army Airfield require a Foreign Object Damage (FOD) Prevention Program. AR 385-10 and DA PAM 385-90 define the FOD Prevention Program. The Contractor shall adjust operations, pick up frequencies, or collection plans to meet the FOD Prevention Program requirements. The Contractor shall monitor and if necessary, adjust the capacity and frequency to prevent overflow of containers and windblown debris from containers. The Contractor shall immediately pick up all debris that flies off the refuse collection container or the collection vehicles during operation.
2.7 Other Events.
2.7.1 Storms and Natural Disasters. The Contractor shall provide additional collection containers or increase frequency of services to manage the temporary demand. The Contractor shall provide additional resources as needed to facilitate returning to full operational capacity.
2.7.2 Inclement Weather Planning. Upon notification of destructive weather by the COR/ACOR to prevent damage to containers, the Contractor shall collect all containers and temporarily relocate them to positions adjacent to buildings, other immovable structures or a storage yard. The Contractor shall provide appropriate tie-downs for containers that cannot be secured through relocation. The Contractor shall return all refuse collection containers to the assigned locations when destructive weather conditions have diminished.
2.7.3 Inclement Weather Delay. If the Contractor determines unsafe weather conditions for continued operations, then the Contractor shall request approval from the KO to suspend services. The Contractor shall suspend collection and disposal operations because of unsafe inclement weather only after receiving approval from the KO. The Contractor shall resume operations with KO approval.
2.7.4 Unscheduled Clean-Ups. The Contractor shall remove materials and debris on the ground at collection sites and clean-up unauthorized (illegal) dumping within a twenty-five (25) foot radius of refuse containers. Examples may include abandoned property generated from unit moves or barracks clean-ups. The Contractor shall provide the appropriate containers and labor.
2.7.5 Examples of Scheduled and Unscheduled Requirements. Scheduled requirements include the following: military unit moves, barracks/dormitory clean-ups, Air Show, Armed Forces Day, military unit field exercises, Freedom Fest, Family Day, and Single Soldier Day, recovery operations due to natural causes or man-made causes, and military unit deployments. The Contractor shall provide collection containers to adequately manage the waste volume. Unscheduled events will be coordinated through the COR/ACOR. Upon notification, the Contractor shall provide the required services within five (5) working days.
2.7.6 Emergency Service. N/A
2.7.7 Installation Closures. The Contractor shall have a Project Manager, designated as emergency essential, to continue providing services during installation closures. IAW to DFARS 237.76
2.8 Reports.
2.8.1 Monthly Summary Report. The Contractor shall provide a monthly summary report of tonnage landfilled as municipal solid waste (MSW). The monthly summary report shall, at a minimum, include: dates, total number of pickups per container type (Front end Loader, Roll-Off) in both cantonment and ranges; monthly weight summary for all containers (tonnage); percentage of container weight capacity used when containers are picked up; weight tickets and landfill/transfer station tipping fees; Monthly Weight summary (tonnage) and landfill weight tickets shall be reconciled to show picked-up weights are consistent with disposed weights; identify the alternative waste streams, organics, and percent MSW (Deliverable A021).
2.8.2 Work Control, Records, and Reports Plan (WCRRP). The Contractor shall develop and implement a WCRRP to include all information and control procedures necessary to ensure timely and acceptable accomplishment of all contract deliverables and requirements; and permit tracking of work in progress as well as historical data. The Contractor shall submit a WCRRP to the KO for approval NLT ten (10) days after contract performance start date, and modifications to the plan NLT seven (7) working days prior to implementation of any changes. The Contractor shall revise, modify, and resubmit the plan for approval annually. The Contractor shall accurately, completely, and legibly prepare and submit the documentation and automated reports to the KO. Reports shall include any supplemental charts, manufacturer's pamphlets, etc., necessary to complete the report (Deliverable A022).
2.8.3 Container Condition Report. The Contractor shall evaluate the condition of the collection containers on a monthly basis and provide this information in a Monthly report to the COR/ACOR (Deliverable A019).
2.8.4 Weekly Skip Reports. The Contractor shall provide a Weekly Skip Report (WSR) to the COR/ACOR listing containers that cannot be serviced because of blocked access, contamination, illegal material, et cetera (Deliverable A023). The Contractor shall contact the COR/ACOR within (one) 1 hour after identifying the non-collected container. The Non-Collected Container Report shall contain the service date, truck or route number, driver's name, container location, time container was checked, why it could not be emptied, and comments (for notations such as a description and license number of blocking vehicle). Upon notification by the COR/ACOR, the Contractor shall ensure collection of the refuse collection container NLT two (2) hours following notification.
2.8.5 Regulatory Agency Inspections. The Contractor shall submit a written report of any inspection visit by representative(s) of any regulatory agency and immediately notify the KO (Deliverable A024). This report shall include the representatives' names, titles, identification numbers, and agencies, reason(s) for the visit, and comments or findings. The Contractor shall submit a copy of all reports received as a result of these visits to the COR/ACOR by the end of the next working day following receipt of the report. Any samples, reports, etc. shall be accompanied by a statement signed by the inspecting regulatory agency representative validating their authenticity.
2.8.6 Other Reports. The Contractor shall provide copies of other reports to the COR/ACOR, such as those reports the Contractor develops to submit to State Regulators or to support the Contractor's work system, within one (1) working day of completion.
3.0 Government-Furnished Material (GFM)/Property (GFP)/Equipment (GFE).
3.1 Collection Stations and Contractor Laydown Areas. The DPW has designated collection stations called Military Installation Collection Areas (MICA), Locations can be seen in technical exhibit (TE 19). The Contractor may relocate or combine pick-up stations only after receiving approval from the KO. The Contractor will be allowed to use open storage (staging) areas for a laydown yard or MICA Roll-Off Stations as designated by the KO/COR. Security and fencing, if required for a laydown yard shall be the Contractor’s responsibility to request through DPW Master Planning Office. The Government will provide fencing and a lockable gate for the MICA Roll-Off Stations. New sites/additional sites/different sites may be provided upon the Contractor’s request for consideration to the COR. Contractor shall provide an attendant at each MICA location to control access, accept, reject, manage, screen, and report unallowable or questionable items that are attempted to be discarded to the COR. During screening process, recycle materials shall be placed in Blue collection containers/roll-offs. Once collection containers and/or roll-offs at MICA sites are at capacity (full), they shall be hauled off to be disposed at an approved landfill or MRF (Recycle roll-offs handled by recycle contractor). Before full container can be hauled off, an empty collection container and/or roll-off shall be delivered to ensure refuse collection can continue at MICA sites. MICAs shall be manned Monday through Friday from 0730 to 1630. The hours of operation of the MICA must be posted. Contractor shall install 4’x 8’ signs in front of each dumpster to label the contents for customer information. The Contractor shall not accept any refuse from outside of the Fort Bliss service areas covered by this contract or any construction and demolition (C&D) debris unless approved by the COR. The Contractor shall comply with 30 TAC 330.213. MICA attendant shall use a contractor provided checklist that is approved by the KO/COR. The checklist shall include, but not limited to, the following information: Materials being disposed, name and signature of customer; vehicle license plate, and their DoD affiliated organization. The checklist are to be turned in at the end of the month to the COR. Attendant must notify the COR of any items that were not allowed. Any equipment the Contractor will need at either MICA site (e.g. Bob Cat, forklift, or front loader) must be inspected and approved by the COR during Phase in Period and comply with Storm Water Inspections conducted by Directorate of Public Works’ Environmental Division. The Contractor shall maintain the site to include, but not limited to; grounds maintenance, repairs to the fence and gates, and cleaning any spills inside the two MICAs and storage yard. When the facility (MICAs or Storage Yard) is operating, windblown solid waste must be removed daily from around the site, along fences and access roads, at the gate, and along any public roads connected to the facility’s entrances (at a minimum, 10 feet in either direction from the entrances). The Contractor shall not conduct any maintenance, repair, paint, mechanic work, nor store any Refuse trucks at the Northeast corner of Pike Road and Irwin Road location (formerly Bldg. 1250), but will only operate the MICA. Contractor may work on equipment including truck maintenance, welding, cleaning, painting, and store Refuse trucks at the storage yard located at A0913.
3.2 Container Inventory. The Contractor shall conduct an inventory of all Government-owned refuse containers, roll-offs, and compactors. The inventory shall include the container type, size, condition, routine maintenance, repair or replacement date, repair type, location, buildings servicing, RFID information, and inventory number. The inventory shall be provided within thirty (30) days of the start of each contract year and verified semi-annually (Deliverable A025). The current container inventory is provided in technical exhibit 13.
3.3 Container Upkeep. The Contractor shall provide routine maintenance and repairs, to Government-owned compactors, front end loading containers, and roll off containers, in accordance with manufacturer recommended maintenance procedures. Technical Exhibit (20) is the Operation, Service and Installation Manual for the four (4) Government Furnished Trash compactors that are dedicated for use with the pneumatic chute system at the new WBAMC hospital (Bldg. 18500), and it provides information and guidance for the operation and maintenance of the compactors that shall be adhered to when operating or maintaining the compactors. The Contractor shall schedule and perform the necessary compactor preventive maintenance and record completion utilizing the Maintenance Schedule Form provided on page 51 of the manufacturer’s Operations, Service & Installation Manual (Tech Exhibit 20). Contractor shall provide an electronic copy of the completed maintenance form to the KO/COR on a monthly basis with the monthly invoice submission. The Hospital requires a compactor for the chute system at all times. When servicing the compactors, the full compactor is removed and replaced with an empty compactor that is stored on the Hospital grounds. The Contractor shall coordinate with the COR/ACOR all routine maintenance, repairs, and replacement. Contracting Officer approval is required prior to conducting repairs that are not included with the preventive maintenance schedule. If repairs other than scheduled maintenance are required, the contractor shall submit a repair estimate to the KO/COR for approval. The estimate shall include all labor, equipment, material, and other allowable costs necessary to complete the repair.
3.4 Serialized Containers. Contractor shall ensure collection containers provided by the Government have a number stenciled or painted on them for serialization and identification purposes.
3.5 Cubic Yard Capacity. Proposed capacities of containers based on historical data or estimated workload are indicated in (TE 16). Contractor shall ensure containers have sufficient capacity to accommodate typical recycled material quantities and avoid overflow at the collection sites. The Government reserves the right to change the cubic yard capacity at any of the collection sites, reduce or increase the frequency of a collection site, or change the number of collection sites as long as it does not increase the overall tonnage capacity requirement of the individual task order.
