1.0 BACKGROUND

The AN/FPS-108 COBRA DANE (CD) is a ground-based, computer-driven L-band (1175-1375 MHz) phased-array radar located at Eareckson Air Station, Shemya, Alaska. The system was operationally fielded in 1977 and later underwent a major system modernization program that was completed in 1993. CD is undergoing a number of modernization and Service Life Extension Program (SLEP) efforts. CD’s primary missions are Missile Defense (MD) and Space Domain Awareness (SDA) used for maintaining the catalog of near-earth orbiting satellites, including space debris, and providing early observation of new foreign launches (NFLs).

SSC/SZQC is the Government Program Management Office (PMO) (the ‘PMO’) responsible for the Operations, Maintenance and Sustainment (OM&S) of CD. The PMO includes personnel matrixed from the Strategic Warning and Surveillance Systems Directorate/Acquisition Delta. The PMO employs one prime contractor to provide vertically integrated OM&S services and additional contractors for modernization and SLEP projects. The PMO obtains program support through multiple contracts including this contract. This PWS only addresses the requirements for the ‘Contractor’ to provide support services under this contract. The PMO is located at Peterson Space Force Base (SFB), Colorado Springs, Colorado. The Contractor will interact with other Government offices and agencies (the ‘Government’) at various locations.
