Statement of Work
For
Action Target Bullet Trap
And
Small Arms Range
460 SFS
13 Feb 2020
STATEMENT OF WORK (SOW)
1. QUARTERLY SERVICE
The contractor shall provide all supplies, materials, equipment, tools, labor, personnel, transportation, supervision and management necessary to remove bullet residue from the range and perform maintenance, cleaning and repair services to the Action Target bullet trap located at Buckley AFB, Colorado. 460 CE/ Bio Environmental (BE) shall provide 30 gal drums, boxes and box liners designed for the disposal of hazardous materials.
1.1. Task 1 FOURTEEN LANE RANGE CLEANING
The range cleaning services will be used to reduce, to the greatest extent possible, the lead contaminates from surfaces within the range, the bullet trap room and the control room/booth.
1.1.1. HEPA Vacuum the range floor from the bullet trap to the wall behind the shooters.
1.1.2. D-lead wipe all horizontal and vertical surfaces from the firing line to the back wall and from the bottom of the safety ceiling to the floor. (D-lead wipe tables, walls, and floors within weapons cleaning room and the control room/booth.)
1.2. Task 2 BULLET TRAP PREVENTATIVE MAINTENANCE
The contractor shall perform preventative bullet trap maintenance on the VORTEXHP steel trap manufactured by Action Target, to include the following tasks:
Bullet fragments are captured and contained within 3.5-gallon capacity plastic canisters located in the rear of the bullet trap system. Each firing point in the trap is equipped with four plastic canisters for collection of the fragments, for a total of 56 canisters. The canisters are bolted in place.
1.2.1. All 56 buckets are to be removed transferred to a 55-gallon drum and recycled.
In order to perform this task, you will have to:
• Loosen the two bolts, slide the bucket out
• Pour the bullet fragments into the 55-gallon drum
• Slide the bucket back into the slot ensuring you line the bucket up with the opening in the bottom of the trap.
• Tighten the bolts ensuring that the bucket is secured properly (ensuring that future fragments will be recovered by the bucket without spillage).
1.2.2. Replace and/or tighten any loose or missing nuts and bolts on the bullet trap.
1.2.3. HEPA vacuum bullet trap face and side walls.
1.2.4. HEPA vacuum underneath the bullet trap.
1.2.5. HEPA vacuum all accessible areas behind the trap from the back of the trap to the wall.
1.3. Task 3 HAZARDOUS WASTE
Contractor will coordinate with Buckley AFB CE/BE to acquire all hazardous waste material. BE can be reached at
720.847.5296, 1025 720.847.7795 or cell at 919.500.1377. Contractor shall collect, handle, manage, and transport recyclable material and hazardous waste from the bullet trap/ firing range and transport to 460 BE in accordance with all state, federal, local and Buckley AFB rules and regulations. Contractor shall take all measures to prevent the release of lead fragments and dust to the ground, atmosphere, and water.
1.3.1. Package decontamination supplies and personal protective gear as lead contaminated hazardous waste for disposal in the designated hazardous materials waste barrel. Air Force will dispose of all hazardous waste.
1.4. Task 4 BULLET TRAP DUST COLLECTION UNIT (DCU)
Lead dust is collected through the Dust Hog manufactured by UAS and deposited into a 55-gallon drum hopper.
1.4.1. All lead dust collected shall be removed and turned into 460th BE for disposal.
1.4.2. When the DCU collection drum is three-quarters the way full it will be emptied or replaced with a new drum if necessary.
1.4.2.1. Collection drum (55-gallon/30-gallon UN-approved drum suitable for exterior use), and other required packaging (provided by 460 BE).
1.4.3. The contractor will send the full drum out as recycling.
1.4.4. HEPA vacuum the floor around and underneath the DCU.
1.4.5. Trap and FILTER SERVICE
The contractor shall maintain the Action Target bullet trap in accordance with established professional standards and in accordance with the manufacturers operation and maintenance manuals (O&M). The bullet trap was manufactured by Action Target and is the Total Containment Trap model. The contractor shall perform a quarterly inspection of all service systems to include: recommended spray of mineral oil quarterly into the throat, a quarterly inspection of the various fasteners for security and possible re-tightening, inspection of the ballistic plate joints to ensure that there is no gap greater than 1.6 mm, rubber boots from the chute to projectile collection drums, filter system duct work for any visible holes, inspection of the bullet splitters as these are wear part/maintenance items that will require replacement when service life has been reached, replacement if needed, of the following filters for the Carey’s HVAC system:
1.4.6. QUARTERLY PRE-FILTER SERVICE (Every 3 Month)
1.4.6.1. MAU-1 & MAU-2
1.4.6.1.1. Remove and package 20 used 16”x25”x2” Supply Pre-Filters.
1.4.6.1.2. Remove and package 30 used 20”x25”x2” Supply Pre-Filters.
1.4.6.1.3. Properly package and dispose as non-hazardous waste.
1.4.6.2. RFB-1 & RFB-2
1.4.6.2.1. Remove and package 40 used 24”x24”x4” Pre-Filters.
1.4.6.2.2. Properly package and label in UN-DOT approved containers all filters as lead contaminated hazardous waste.
1.4.6.2.3. Supply and install 40 new 24”x24”x4” Pre-Filters (MERV 10 Pleated).
1.4.7. SEMI-ANNUAL BAG-FILTER SERVICE (Every Six Months)
Contractor will remove, package, supply, and install the range ventilation filters.
1.4.7.1. Remove and package 40 used 24”x24”x22” Bag Filters.
1.4.7.2. Properly package and label in UN-DOT approved containers all filters as lead-contaminated hazardous waste.
1.4.7.3. Supply and install 40 new 24”x24”x22” Bag filters (MERV 15).
1.4.8. BI-ANNUAL HEPA-FILTER SERVICE (Every Two Years)
1.4.8.1. Remove and package 40 used 24”x24”x11.5” HEPA filters.
1.4.8.2. HEPA vacuum the accessible areas of the filtration housing unit.
1.4.8.3. Properly package and label in UN-DOT approved containers all filters as lead-contaminated hazardous waste.
1.4.8.4. Supply and install 40 new 24”x24”x11.5” Hi-Capacity HEPA filters (MERV 14 Minimum required).
1.4.9. BULLET TRAP DUST COLLECTION UNIT (DCU) FILTER SERVICE (Every Three Years)
1.4.9.1. The 8 existing filters shall be checked and replaced when needed. NOTE:
The filters should be replaced on average every three years.
1.4.9.2. Properly package and label in UN-DOT approved containers all filters as lead-contaminated hazardous waste.
2. BASIC MAINTENANCE SERVICES
2.1 Corrective Maintenance. The contractor shall perform all corrective maintenance, including adjustments, repairs, and/or replacement of hardware required to restore bullet trap to optimum working conditions. The contractor shall immediately report any required adjustment or repair of the bullet trap components identified by the contractor to
Authorized Government Representative (AGR). The contractor shall maintain all records or reports of contractor services for the duration of the contract. All work requests for services shall be documented and signed by the contractor reflecting status of each system before and after the work is completed.
2.2 Preventative Maintenance Inspection (PMI) Plan. The contractor shall develop, implement and maintain a PMI plan that includes a schedule of all required inspections, tests, and services necessary to maintain all bullet trap systems functional. The contractor shall submit the PMI plan to the Contracting Officer (CO) for acceptance prior to contract start date. The PMI plan shall include an estimated annual schedule of all preventative maintenance to be performed by the contractor for the bullet trap. The contractor shall perform preventative maintenance in accordance with the PMI plan. If the contractor cannot perform the preventative maintenance in accordance with the PMI plan, the contractor shall immediately notify the AGR and provide the dates preventative maintenance will be performed. The contractor shall provide an updated PMI plan to the CO for acceptance when changes are made to the plan.
2.3 Corrosion Control. The contractor shall perform corrosion control to ensure system longevity. Every year the contractor shall perform overall corrosion control on the whole bullet trap system, to include sandblasting, painting, and any other methods required to limit rust and degradation.
2.4 Contractor Access to the Bullet Trap. The contractor shall coordinate routine maintenance schedule with AGR.
Maintenance and inspections scheduling will be coordinated with CATM to prevent training conflicts.
2.5 Small Arms Range Location. The bullet trap is located on Buckley AFB, CO, within the small arms range, Building 1145, on Snowmass St.
2.6 Gate Hours. The hours of operation for Buckley AFB are subject to minor modifications. The Government will notify the contractor in advance, if possible, of any changes to the hours of the gates.
3. GENERAL INFORMATION
3.1 Contract Manager. The contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person and an alternate or alternates, who shall act for the contractor when the manager is absent, shall be designated in writing to the contracting officer prior to the contract start date. The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract.
3.2 Contractor Employees. The contractor shall provide each employee with an identification badge. The contractor shall not employ persons identified as a potential threat to health, safety, security, general wellbeing, or operational mission of the installation or its population. Contractor personnel shall comply with all installation and facility safety and security regulations, as well as, the health, safety, and security provisions of the contract. Contractor personnel shall report security or safety problems to security forces or employer as appropriate.
3.3 Contractor Qualifications. The contractor shall be bonded, licensed and properly insured as a maintainer of bullet trap systems. The contractor shall provide proof of license and insurance to the government upon request.
3.3 Place of Performance. The contractor shall work at the Buckley AFB, CO, small arms range, Bldg. 1145.
3.4 Hours of Operation. Normal operation is Monday through Friday, 0730 to 1630, except for Federal Holidays.
There will be mission situations that require the contractor to work other than normal hours. Some of these situations are military exercises, contingency operations or weather emergencies. When the contractor’s access to a work area conflicts with an Air Force mission requirement, the contractor shall schedule the work to minimize the disruption.
Such scheduling may require work to be accomplished at times other than normal duty hours. Contractor must be able to work after normal duty hours in the event that deployment firing takes precedence.
3.5 Installation Security Requirements.
Contractor must ensure any employee seeking access to the installation does not have any warrants or prior felonies.
Any attempt to enter the installation will result in access denial and potential detainment and transfer to local law enforcement officials.
3.6 Contractor Base Pass and Identification, Special Clearances, and Vehicle Passes. The contractor shall obtain base identification and vehicle passes, if required, for all contractor personnel who make frequent visits to or perform work on Buckley AFB,CO. Contractors are required to wear or prominently display installation identification badges or contractor-furnished contractor identification badges while visiting or performing work on the installation.
3.7 During the performance of the contract, the contractor shall be responsible for obtaining required identification for newly assigned personnel and for prompt return of credentials and vehicle passes for any employee who no longer requires access to the work site.
3.8 When work under this contract requires unescorted entry to controlled or restricted areas, the contractor shall comply with AFI 31-101, Volume 1, The Air Force Installation Security Program, and AFI 31-501, Personnel Security
Program as applicable. Upon completion or termination of the contract or expiration of the identification passes, the contractor shall ensure that all base identification passes issued to employees are returned to the issuing office.
3.9 Failure to comply with these requirements may result in withholding of final payment.
3.10 Contactor-Owned Vehicle Searches. Contractor-owned vehicles are subject to 100% security search prior to installation access. Additionally, firearms and marijuana are prohibited on Buckley AFB.
3.11 Traffic Regulations. Contractor personnel shall comply with all base traffic regulations, and are subject to random vehicle speed control checks. The use of cell phones, except hands-free phones, is prohibited on Buckley AFB, CO, while driving.
3.12 Safety. Contractor personnel shall comply with all applicable laws and safety regulations. Compliance with
Occupational Safety and Health Administration (OSHA) and other applicable laws and regulations for the protection of employees is exclusively the obligation of the contractor, and the government will assume no liability or responsibility for the contractor’s compliance or noncompliance with such responsibilities.
3.13 Work will be performed when range is not in use, contractor will schedule with Combat Arms Training and
Maintenance (CATM) personnel ahead of time for range use/available times to perform cleaning. Contact numbers are
