Buckley AFB CATM Range Clean Up RFQ Questions
1. Q: Section 1.2 Task 2 Bullet Trap Preventative Maintenance, 1.2.1.: Please clarify if Contractor is responsible for recycling the collected lead; if yes, what is the process for the lead recycling credit.
A: The contractor is responsible for containment of all HAZMAT and waste collected in the range/bullet trap. Containers can be collected from 460 BE, BE will dispose of all HAZMAT
2. Q: Section 1.2. Task 2 Bullet Trap Preventative Maintenance, 1.2.3-1.2.5: Please define any cleaning criterion: Suggested - Free as Practicable per OSHA Guidelines - The supervisor's inspection will be performed with the intention of searching for surfaces where visible dust and debris remain after cleaning. Any areas where visible dust is seen will be recleaned; areas inspected where no visible dust is seen will be considered clean and complete. No sampling will be performed A: The Government agrees to the above suggestion in regards to cleaning criterion.
3. Q: Section 1.4. Task 4 Bullet Trap Dust Collection Unit (DCU), 1.4.3.: Contractor's experience has been that recyclers will not pay for lead dust, therefor it will be sent out as a hazardous waste, not recycling. Will this be managed by the Contractor or Base?
A: All material will be turned into BE and disposed of by BE. No recycling required
4. Q: Section 1.4.6. Quarterly Pre-Filter Service: Who supplies the replacement pre-filters under 1.4.6.1 MAU-1 & MAU-2 ?
A:Contractors are to provide all supplies and filters needed.
5. Q: Basic Maintenance Services, 2.1 Corrective Maintenance: How should this be priced? Bidder suggests a fund set based on prior maintenance history. Contractor to submit service proposal, on as needed basis, which would be paid for by this fund.
A: This is a Firm Fixed Price (FFP) contract and this suggestion is reflecting a cost type Contract Line Item, which is not acceptable on an FFP Contract, it would not be an acceptable contracting method. Contractors should bid this as a lump sum in their bid, whether they use historical data or another method of estimation is up to each bidder.
6. Q: Basic Maintenance Services, 2.2 Preventative Maintenance Inspection (PMI) Plan.
A: All manuals are only available on site.
7. Q: Section 3. General Information, 3.3 Contractor Qualifications: Please identify any experience requirements.
A: There are no guiding AFI’s or regulations that mandate a certain level of prior experience, all contractors should bid in accordance with the PWS. The contractor should have any industry standard certifications needed to accomplish the work outlined in the PWS.
8. How should pricing be presented? As a lump sum or by the year.
A: All contractors should bid accordingly: Each option year should be priced out individually, however there should also be a lump sum pricing for the entirety of the contract. The pricing of the entirety of the contract is what the basis of award shall be. As a reminder this is a Lowest Price Technically Acceptable (LPTA) acquisition and the basis of award will be evaluated as such.
As a gentle reminder from the contracting officer, your proposal must address all aspect of the PWS and state how they will be met. Any proposal failing to do this will be removed from consideration for award. Please incorporate the above answers into your proposals and bid to them. The above answers to not remove or alleviate any of the requirements as stated in the PWS or solicitation document. The proposal was extended to 17 July 20 in order to address these questions.
