PERFORMANCE WORK STATEMENT FOR

Music Video Production

Including: Creative Planning and Outline, Filming, Editing and Social Media promotion USAF Band of Mid-America

SCOTT AIR FORCE BASE, ILLINOIS

6 May 2021

1. PROJECT DESCRIPTION: This project requires pre-production planning (including creative direction and collaboration with USAF Band of Mid-America personnel), filming, editing, revising and mastering of 8 Music Video Productions and accompanying social media promotion plan as outlined in paragraph 3.All finished productions will be delivered to the USAF Band of Mid-America in both full resolution format (1920x1080 mp4) and compressed resolution (1280x720) for social media distribution.

All materials, final visual information products and video productions are to be assigned to the Air Force. The Department of the Air Force owns the copyright and maintains authority over materials. This will include unrestricted rights for the government to copy and distribute any portion or all of the production.

2. LOCATION: All services coordinated from Building 864, 900 Chapman Drive, Scott AFB, IL, 62225 in St Clair County IL, actual filming locations to be determined within a 50 mile radius of Scott AFB, based on project requirements.

3. DESCRIPTION OF SERVICES: The vendor shall deliver 8 professional, broadcast quality Music Video Productions with an accompanying social media promotion plan between award of contract and 15 Sep 2021. All productions will include pre-production planning to be a collaborative effort between USAF Band of Mid-America personnel and the vendor, including but not limited to: creative direction and input, conceptualization, creative outline, story boarding, scripting, shot ideas and planning, social media promotion plan and shot scheduling. Pre-production planning will begin at least 2 months prior to filming to be determined based on schedule and production deadlines. Final video product delivery deadline will be established during the first pre-planning meeting for each production. The vendor shall plan adequate days of filming and provide enough crew members per production to meet quality outcomes as determined during production planning. Historically, projects of this scope and quality have included a 9-member production crew consisting of the following positions: Producer (coordinates, supervises and controls vendor personnel issues, involved throughout entire project), Director (oversees creative aspects of the production, coordinates content and flow of the production, directs performances/actors, coordinates location selection and manages technical details including camera position, lighting and timing), Cinematographer (Director of Photography, head of the camera and lighting department, makes decisions on lighting and framing of scenes in conjunction with the director), Gaffer (Chief Lighting Technician, head of the electrical department, designs and executes the lighting plan), 2 Camera Operators (operates the camera under the direction of the Cinematographer), Key Grip (heads of set operations, works with cinematographer to achieve correct lighting and blocking), Art Director (oversees the artists and craftspeople during production design) and Production Assistant (assists the crew with details as needed). All filming equipment (including, but not limited to cameras, lighting, grip, camera accessories) will be provided by the vendor and will be capable of producing full resolution (minimum 1920x1080), television broadcast quality output. The vendor will also supply an audio line out (either xlr or ¼ inch) for playback at recording venue and any filming props deemed necessary for production by the vendor. All talent, Air Force specific props and high quality sound files (including any applicable reproduction rights) will be provided by the USAF Band of Mid-America. The vendor will import (ingest) and process all footage and edit to create a video product based on the pre-production planning. The vendor will also include any files needed to accommodate closed captioning in compliance with section 508. The vendor will provide revisions until the USAF Band of Mid-America approves the product prior to finalizing the each video production. Following final revisions, the vendor will complete any required mixing, color adjustments, approval compressions and mastering. Final video productions will be delivered in both full resolution (1920x1080, mp4), television broadcast quality files and smaller, compressed files (1280x720 high resolution) appropriate for sharing via Social Media platforms as determined in pre-production planning. The accompanying social media promotion plan will include targeted posts and/or advertising to garner a minimum of five thousand views and 225 engagements on Facebook and 125 thousand views and 7 engagements on YouTube. Upon delivery, all materials, final visual information products and video productions are to be assigned to the Air Force. The Department of the Air Force owns the copyright and maintains authority over materials. This will include unrestricted rights for the government to copy and distribute any portion or all of the production. The vendor will not embed any logos within the final video production file. USAF Band of Mid-America will credit the vendor at the beginning or end of all productions. The vendor will provide all personnel, equipment, tools, materials, supervision and incidentals necessary for the project. The vendor is responsible for scheduling and coordinating all work with the Contracting Officer’s Representative (COR).

The vendor will also verify date and time schedules prior to scheduled meetings, filming days and in the event of postponement or cancellation.

4. SITE DESCRIPTION: Filming and production sites will vary depending on the needs of the individual videos, as established during pre-production planning meetings.

5. HOURS OF OPERATION: Project planning and coordination will occur during normal duty hours (7:30 A. M. to 4:30 P.M., Monday thru Friday). Actual filming times will vary depending on project requirements.

6. QUALITY ASSURANCE: MSgt Leatherman will inspect and confirm proper completion of the work when it is finished. Revisions will be accomplished as needed until product quality is met as determined during pre-production planning.

7. COMPLIANCE WITH LAWS: The vendor shall comply and ensure that all subcontractors comply with all applicable federal, state, local laws, regulations, ordinances and standards.

8. SAFETY: The vendor and all crew members shall comply with applicable COVID-19 safety precautions required by the Department of Defense, Department of the Air Force and any local restrictions currently in place, to include, but not limited to, wearing face masks that fully cover the nose and mouth and extend under the chin and maintaining 6 feet of distance between personnel.

9. PROTECTION: The vendor shall take precautions to prevent damage to government property. The vendor shall repair or replace damaged items at no additional cost to the government.

10. COMPLETION OF WORK: The vendor shall ensure that work for this project is performed in accordance with the criteria herein, and that all relevant materials, finishes, equipment and systems shall be fully operational at the completion of work for this project.

11. CHANGES: The vendor shall coordinate any changes with MSgt Leatherman.

12. GENERAL INFORMATION:

12.1. Contractor Consent to Background Checks: The contractor and, as applicable, subcontractor shall not employ persons for work on this contract if such employee is identified as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population, nor shall the contractor or subcontractor employ persons under this contract who have an outstanding criminal warrant as identified by Law Enforcement Agency Data System (LEADS) through the National Crime Information Center. LEADS checks will verify if a person is wanted by local, state, and federal agencies. All contractor and subcontractor personnel must consent to LEADS background checks. Contractor and subcontractor personnel who do not consent to an LEADS check will be denied access to the installation. Information required to conduct an LEADS check includes: full name, driver’s license number, and/or social security number, date of birth of the person entering the installation, and completion of a background check questionnaire. The contractor shall provide this information using the Scott AFB Form 21, Contractors Consent for Background Check, and shall submit it in conjunction with the contractor’s request for either base or vehicle passes. Completion of a successful LEADS check does not invalidate the requirement for an escort when contractor or subcontractor personnel are working within controlled or restricted areas. All identifying credentials will be compliant with the REAL ID Act.

Contractors shall ensure their employees and those of their subcontracts have the proper credentials allowing them to work in the United States. Persons later found to be undocumented or illegal aliens will be remanded to the proper authorities. The contractor shall not be entitled to any compensation for delays or expenses associated with complying with the provisions of this clause. Furthermore, nothing in this clause shall excuse the contractor from proceeding with the contract as required.

12.2. Badges: The contractor is required to provide identification badges for their employees.

All contractor personnel shall wear these badges while on duty on the government site. Badges are required to identify the individual, company name, and be clearly and distinctly marked as contractor. Size, color, style, etc. are to be mutually agreed to by contractor and government.

The contractor’s identification badge will not be used as an entry requirement for installation entry or into any government designated controlled or restricted area. All DBIDS cards/passes will be turned in to the Dixon Visitor Control Center upon expiration of pass and/or completion of contract.

12.3. Contractor Registration of Vehicles on Scott AFB: All contractor or contractor employees’ vehicles used for the performance of this contract shall comply with all local, state and federal regulations. Additionally any pass shall be surrendered to Security Forces upon demand to positively identify a person’s need to be on Scott AFB.

12.4. Access to Installation during Force Protection Conditions (FPCONs):

Contractors will be assigned a mission essential designation IAW requirements contained in SAFBI 31-101/Installation Security Instruction. Only the installation commander or the unit commander requesting contract support will assign the mission essential designation.

12.5. Property Protection: Property protection for facility where the contractors’ primary work center is located will be the responsibility of the local facility manager and local Government Security Manager, or their duly authorized representative IAW AFI 31-101, Integrated Defense and command/local directives. The contractor shall safeguard all government-owned equipment and materials in his/her possession or use.

12.6. Safeguarding Classified or Unclassified Information: The contractor shall meet Air Force standards for storing, processing, and handling classified information and systems.

Additionally, all resources (e.g. maps, publication/instructions, photos) provided by the government to assist the contractor in the performance of their contract will be surrendered upon termination of employment or the end of the contract performance period.

12.7. Non-Disclosure Agreements: To safeguard information, the contractor shall enter into non-disclosure agreements with the responsible local security manager.

12.8. Privacy Act: Work on this project requires that personnel have access to Privacy Information. Personnel shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a and applicable agency rules and regulations.

12.9. Contractors Working in Controlled or Restricted Areas

The unit requesting contract support will provide escort (s) for contractors’ at all times when within a controlled area. Contractors shall not escort other contractor employees within controlled or restricted areas. In addition, contractors shall fulfill, maintain, and comply with all security requirements IAW AFI 31-101, Integrated Defense, and command/local directives.

12.10. Access to Government Facilities with Controlled or Restricted Areas The contractor shall comply with security regulations imposed by the installation commander and/or the agency responsible for the project location. Due to specific mission requirements inherent in the nature of controlled or restricted areas on Scott AFB, the government may direct the contractor to leave the controlled or restricted areas at any given time.

12.11. Contractors Responsibilities while Working within Controlled or Restricted Areas Only contractor personnel with proper authority and qualifications shall enter a controlled or restricted area. Certain facilities require the issuance of an AF Form 1199CD. The government, at any time, may revoke the AF Form 1199CD. The procedures for the issuance of an AF Form 1199CD are contained in SABFI 31-1 Integrated Defense/Antiterrorism Plan. Contractors shall not escort other contractor employees within controlled or restricted areas. Upon completion of the contract, all 1199CDs will be turned into the sponsor and in turn delivered to 375th SFS/S5B, Line Badges. In addition, contractors shall fulfill, maintain, and comply with all security requirements contained in SABFI 31-1 Integrated Defense / Antiterrorism Plan.

12.12. Access to Government Facilities with Controlled or Restricted Areas for Replacement Contractors The unit requesting contract support will continuously escort replacement contractors, not initially possessing the proper clearances and requiring entry to controlled or restricted areas.

Replacement contractors shall submit paperwork within 30 days of being assigned to obtain an approved security clearance or favorable review. Replacement contractor personnel shall obtain a security clearance prior to working with, or having direct access to, classified material. In addition, replacement contractor personnel shall obtain a “Favorable review” prior to having access to a Controlled Area. The above information shall be submitted to 375 AMW/IP.
