The 375th Contracting Squadron (PKB2) at Scott AFB, IL is contemplating an award to perform Music Video Production that deliver 8 professional, broadcast quality music videos with an accompanying social media promotion. Filming will occur within 50 miles radius on or near Scott AFB. The work shall be performed in a manner that will deliver in resolution (1920x1080, mp4), television broadcast quality files and smaller, and compressed files (1280x720 high resolution) appropriate for sharing via Social Media platforms as determined in pre-production planning.

Scope of Work defined in attached Statement of Work (SOW) and paragraph (vi), Description of requirements.

This is a commercial purchase using Federal Acquisition Regulation (FAR) Part 12 and Part 13 procedures. The following information, as required per FAR 12.603(c)(2) applies:

(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Part 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, therefore quotations are being requested and a subsequent written solicitation will not be issued.

(ii) The solicitation reference number is FA440721QCC01; it is being issued as a Request for Quotation (RFQ).

(iii) The solicitation document, incorporated provisions, and clauses are those in effect through the Federal Acquisition Circular 2021-05, effective 10 Mar 2021, and the Defense Federal Acquisition Regulation Supplement DPN 20210709 (Effective 09 Jul 2021) Edition.

(iv) This acquisition is being solicited as a 100% Small Business Set Aside on the betaSAM webpage www.sam.gov under North American Industry Classification System (NAICS) code 512110; Motion Picture and Video Production. The small business size standard is $35 Million.

The Product Service Code (PSC) for this acquisition will be T006; Film/Video Production.

(vi) Description of requirements:

Contractor shall deliver 8 professional, broadcast quality Music Video Productions with an accompanying social media promotion plan between award of contract and 15 Sep 2021. All productions will include pre-production planning to be a collaborative effort between USAF Band of Mid-America personnel and the vendor, including but not limited to: creative direction and input, conceptualization, creative outline, story boarding, scripting, shot ideas and planning, social media promotion plan and shot scheduling. Pre-production planning will begin prior to filming to be determined based on schedule and production deadlines.

Final video product delivery deadline will be established during the first pre-planning meeting for each production.

Contractor shall plan adequate days of filming and provide enough crew members per production to meet quality outcomes as determined during production planning. The contractor will import (ingest) and process all footage and edit to create a video product based on the pre-production planning. The contractor will also include any files needed to accommodate closed captioning in compliance with section 508. The contractor will provide revisions until the USAF Band of Mid-America approves the product prior to finalizing the each video production. Following final revisions, the contractor will complete any required mixing, color adjustments, approval compressions and mastering. Final video productions will be delivered in both full resolution (1920x1080, mp4), television broadcast quality files and smaller, compressed files (1280x720 high resolution) appropriate for sharing via Social Media platforms as determined in pre-production planning.

Contractor will be provide all filming equipment (including, but not limited to cameras, lighting, grip, camera accessories) and will be capable of producing full resolution (minimum

1920x1080), television broadcast quality output. The vendor will also supply an audio line out (either xlr or ¼ inch) for playback at recording venue and any filming props deemed necessary for production by the vendor. All talent, Air Force specific props and high quality sound files (including any applicable reproduction rights) will be provided by the USAF Band of Mid-America.

(vii) The Government desires FOB Destination, Scott AFB, IL.

(viii) The provision at 52.212-1, Instructions to Offerors - Commercial applies to this acquisition.

ADDENDA TO 52.212-1:

A. SITE VISIT

A site visit will not be held as the location will be within 50 mile radius from Scott AFB.

Offerors shall contact the Contracting Officer, Ms. Celina Campbell via email celina.campbell@us.af.mil by 3:00 p.m. CST on Wednesday, 28 July 2021 with any questions and allow the Government sufficient time to provide an answer from the POC.

PAST/PRESENT PERFORMANCE

With your quote, please provide 3 video production samples either via file or internet link to show quality of workmanship and assess compatibility with project requirements. Also provide a sample marketing proposal to show marketing and promotional experience. If this is your first acquisition of this type, please indicate as such. Failure to provide samples with your quote will result in dismissal of your quote.

B. WAGE DETERMINATION (WD)

At the time of this combined synopsis/solicitation, WD 2015-5075, Rev. 17, dated 05/14/2021 was in effect. In the event of an updated revision to the applied WD, the updated revision will be incorporated into award.

C. REAL ID ACT Version 41

Passed by Congress in 2005, the REAL ID Act enacted the 9/11 Commission's recommendation that the Federal Government "set standards for the issuance of sources of identification, such as driver's licenses." Due to circumstances resulting from the COVID-19 pandemic and the national emergency declaration, the Department of Homeland Security, is extending the REAL ID enforcement deadline until October 1, 2021.

(ix) The provision at 52.212-2, Evaluation—Commercial Items applies to this acquisition.

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. For this acquisition, the following factors shall be used to evaluate offers: Price and past/present performance of same or similar acquisitions. Past/present performance is more important than price. Evaluation of performance will be identified as exceptional, acceptable or unacceptable for cinema quality, audio quality and marketing promotion. Evaluation of offers will be conducted using Simplified Acquisition Procedures in accordance with FAR Part 13.106-2.

The contractor performance identified as acceptable or better and the price is fair and reasonable will be awarded a single contract.
