PERFORMANCE WORK STATEMENT (PWS)
FOR
Artifact Relocation (B500 Missiles)
Dated: 25 Aug 2025
1.0 DESCRIPTION OF SERVICES
1.1 Background: The current Missile Static Displays located at B500 require removal, transport, reinstallation, and refurbishment at B1000.
1.2 Scope: Government requires the contractor provide the requested services to develop a study and accompanying plan that details the existing condition of the Minuteman I and Trident II missiles and the sequence of actions required to remove, transport, reinstall, and refurbish the missiles from their current location at B500 West Plaza to the B1000 West Plaza. A concrete platform has been constructed and is in place to support the new missiles’ location. These services are required to properly prepare and plan for the effort to relocate the static display of the historic Strategic Deterrence Missiles from B500 to B1000.
1.3 Objective: Develop a plan for the removal, refurbishment, relocation, and reinstallation of the Air Force Minute Man I Missile and the Navy Trident II Missile from their current location at B500 West Plaza to the B1000 West Plaza.
1.4 Place of Performance: USSTRATCOM, B1000 and B500 Offutt AFB NE.
1.5 Period of Performance: The period of performance shall be 75 days after award of contract.
1.6 Tasks: The Contractor shall support the Government in achieving all project tasks and subtasks based on the overview and description of work area listed in Section 1.6.1, 1.6.2, and 1.6.3. Details of the Contractor support required for each task are broken down into subtasks as described below, divided into distinct locations of the work.
1.6.1 Static Displays B500/B1000
1.6.1.1 Investigate/evaluate the missiles at their current location to provide a study.
Study to provide the following information:
a. Total estimated weight of each Missile.
b. What is the height of concrete fill inside each Missile and estimated weight.
c. Is the concrete used for structural purposes or ballast only?
d. What is the condition of exterior and internal structure for the 1st, 2nd and 3rd stages of the Missiles?
e. What is the internal structure made of?
f. How are structural steel supports fastened internally?
g. How are each stage of the Missiles connected?
h. Are there internal components of each stage remaining or removed?
i. Is the exterior skin of the Missiles original or have they been replaced or covered?
j. What are the required repairs for the safe removal, transport, reinstall and refurbishment of each Missile.
1.6.1.2 Deconstruction of the missiles for the purposes of evaluation and investigation shall only be to the minimum extent required for the evaluation. Structural integrity of the missiles shall be confirmed to allow for the safe moving of the missiles and/or repairs required.
1.6.1.3 Any areas damaged during the evaluation and investigation shall be repaired.
1.6.1.4 Prepare and submit a plan that details in sequence the actions to be taken in preparation for removing the missiles, transporting the missiles, installation of the missiles at the new location and refurbishment of the missiles.
1.6.1.4.1 Plan will include details on the connecting of the existing structural missile supports to newly constructed supports that are in place at B1000. Additional concrete/masonry work required will be included in the plan.
1.6.1.4.2 The portion of the plan for refurbishment will comply with the section 09 99 99, Aircraft and Missile Refurbishment. See Attachment 1. The installation of new decals shall be included in the plan.
1.6.1.4.3 The Project 20-0077 design plans will be provided that were used to construct the Missile Deck at B1000. This design shall be used for the plan being produced as it applies to the removal, transportation, reinstallation, and refurbishment of the missiles.
1.6.1.5 Provide for approval 2 options for the site restoration of the B500 Minuteman I location.
1.6.1.5.1 Option 1 will include restoring the existing Minuteman I platform to the same level as the existing brick surface. Lighting would remain in place; the podium would be removed.
1.6.1.5.1 Option 2 will include restoring the existing Minuteman II platform to the same level as the existing stamped concrete. Electrical and podium would be removed.
1.6.1.6 Provide an Option for the site restoration of the Trident II missile location. Remove the stairs, planter and ramp on the South side of the missile. Repair the stairs, handrails, planter, and ramp on the North side of the missile.
1.6.2 General Requirements: Project includes, but is not limited to, the following work elements. The Contractor shall furnish all labor, equipment, materials, services, and incidentals necessary to supply and install the components listed in Section 1.6. No alterations, additions, or deletions shall be made unless by prior approval of the USSTRATCOM Contracting Officer Representative (COR) and the Government (PCO). Work shall be completed in a neat, substantial, and competent manner.
1.6.2.1 In the event of a conflict between drawings and the PWS, the PWS will take precedence.
1.6.2.2 The Contractor shall be responsible for the repairs and associated costs for repairs of any utility damaged by their installation work, whose location was made known to the Contractor, assuring the property is returned to its original or better condition.
1.6.2.3 The Contractor shall obtain all necessary security and safety clearances for facilities and personnel. This includes obtaining unescorted badges necessary for unaccompanied work on the Base or on C2F grounds.
1.6.2.4 The Contractor shall acquire all necessary federal, state, local, and base environmental and civil engineering permits and approvals.
1.6.2.5 During evaluation, the Government will occupy the existing facilities. The Contractor shall not restrict pedestrian or vehicular traffic to these facilities and shall coordinate work using the AF Form 103, Construction/Digging Permit to minimize conflicts. Contractor shall obtain approval from J43 and 55th Security Forces before performing work that will affect traffic flow. The Contractor shall perform the work so as not to interfere with ongoing operations.
1.6.2.6 The Contractor shall be responsible for maintaining the evaluation site in a manner that is safe and provides a clean and neat appearance.
1.6.2.7 The Contractor shall provide written request to perform work not less than 14 calendar days (unless waived by the COR) in advance of each planned interruption of each utility and communication service to or within existing buildings and facilities being used by others and new facilities in use and possession prior to completion. No single outage shall exceed 4 hours unless approved in writing. The Contractor shall describe the work to be done, the desired time, date, and duration of the outage. No work shall be done until approval is received from the COR. To the maximum extent practicable, all utility outages shall be conducted during non-duty hours. When a non-duty hour outage is not practical or is not in the best interest of the Government, the outage may be permitted to occur during duty hours. The time and duration of all outages shall be coordinated through the COR. All utility service interruptions shall be kept to the minimum time required to perform work and not exceeding 4 hours. In order to minimize interruption durations, the Contractor shall make every attempt to complete maximal preparation prior to each utility interruption.
All overhead utility pole removal, relocation, and/or bracing shall be accomplished by Omaha Public Power District (OPPD). The Contractor shall coordinate any work within 5 feet of any utility pole with OPPD. The OPPD point of contact is David Ortiz. Any required stand-off charges for bracing, pole relocates, or required overhead changes to ensure safety of property and personnel shall be at the Contractor’s expense.
1.6.2.8 Cleanup of all items shall be accomplished by the end of each day. Debris, trash, and items removed and to be disposed of shall be removed from the work site and storage areas at the end of each day's work and disposed of outside the confines of the Missile areas, in a Contractor provided area. The Contractor shall also be responsible for cleaning mud, rock, and debris deposited by the Contractor’s, subcontractor’s, and/or supplier's vehicles from all roads in the construction areas used by these vehicles.
1.6.2.9 Welding shall be permitted. The Contractor shall obtain the proper welding permit and coordinate welding regulations with the Base Fire Department.
1.7 Production and Status Meetings: These periodic meetings are designed to exchange status information on active projects and make production commitments. (Note: Unless the PCO attends the meeting, commitments which change the contract cannot be made.)
1.8 Schedules: The Contractor shall provide the Government with weekly schedule updates which include activities and/or tests that have been performed, materials received, and delays encountered and/or expected. Updates shall be submitted by the Contractor Lead to the Government Project Manager and COR.
1.9 Core Working Hours: Established duty hours are 0700 – 1700 hours, Monday through Friday. Contractors shall obtain written approval from the COR to work other than the established duty hours. Contractors shall not charge the Government for hours not incurred on the Government site and without oversight. In the event of a declared Federal Holiday (i.e. day after Christmas), normal Federal Holidays, Down Days, inclement weather etc., in which no Government oversight is available and no written authorization has been approved by the Government prior to time of need, the Contractor shall not charge the contract for hours not incurred. Contractors must be flexible to work around mission critical events. Contractors may be asked to leave the space if mission work is required.
2.0 GENERAL INFORMATION
2.1 Personnel Qualifications: The Contractor shall provide personnel with the necessary training and qualifications to accomplish all requirements identified in this PWS.
2.2 Travel: The Government anticipates no more than two (2) in-person meetings that may require travel to USSTRATCOM in the event that virtual meetings are not sufficient.
2.3 Type of Contract: The Government anticipates the award of a Firm Fixed Price (FFP) contract.
2.4 Security: Individuals performing work under this contract shall be United States citizens and comply with all applicable USSTRATCOM security requirements.
2.5 Deliverables: The deliverables specified herein shall be produced in hard and soft copy using media compatible with Government software applications. All such work product produced shall be done exclusively at Government expense and shall not include any restrictive legends. The Contractor shall use its own format, but the format shall be subject to the approval of the Government. The Contractor shall submit deliverables that are free from clerical errors, logically organized, technically correct, and that meet all contract and task order requirements. The Contractor shall submit all deliverable corrections within two (2) working days of a defect notification by the COR. Anything first prepared, produced, created, generated, or required to be delivered and/or delivered in the performance of the task order shall be approved and released through the designated Government representative.
2.5.1 CDRL A001 – Production Timeline. Within 7 business days of contract award, the Contractor shall provide the COR with an initial production timeline and milestone plan for completing the work. Adjustments to the timeline may occur but shall be documented in the weekly progress reports (CDRL A002).
2.5.2 CDRL A002 – Progress Report/Funds and Man-Hours Expenditure Report. A weekly progress status report shall be required to document activities accomplished, agreements reached, and resources (man-hours and funds) utilized.
2.5.3 CDRL A003 – Meeting Minutes/Notes and Trip Reports. The Contractor shall provide meeting minutes/notes and trip reports to document discussions related to the development of the static displays. Reports shall be provided within five (5) working days of the meeting or trip.
2.5.4 CDRL A004 – Study of existing condition of Missiles. The Contractor shall provide a study that provides the information as outlined in 1.6.1 and sub-sections.
2.5.5 CDRL A005 – Plan of sequence of actions required for removal, transport, reinstall and refurbishment of the Missiles. The Contractor shall provide a plans that provides the information as outlined in 1.6.4 and sub-sections.
2.5.6 CDRL A006 – Provide 2 Options for the Minuteman I site restoration. The Contractor shall provide 2 Option plans the provide information as outlined in 1.6.5.
2.5.7 CDRL A007 – Provide a plan for the Trident II site restoration. The Contractor shall provide a plan that provides information as outlined in 1.6.6.
2.6 Quality Control: The Contractor shall develop and maintain a quality program to ensure services are performed in accordance with the PWS. At a minimum, the Contractor shall develop quality control procedures that address the areas identified in section 3, Services Summary.
2.7 Quality Assurance: The Government will evaluate the Contractor’s performance by appointing a COR, to monitor performance to ensure services are received. The COR will evaluate the Contractor’s performance through intermittent inspections and receipt of complaints from base personnel. In addition, the Contractor shall facilitate visits during site installation. Government QA visits are intended to be a collaborative effort to provide the Contractor timely Government observations which can mitigate risk and enhance success during all phases of the program.
