About this file

This Performance Work Statement (PWS) details requirements for installing an anti-vehicle barrier system at the Clear Space Force Station (CSFS) Main Gate in Alaska. The project involves designing, installing, and commissioning a barrier system that meets Department of Defense security standards, specifically requiring a penetration rating higher than P4 according to ASTM F2656 standards. Key project specifications include installing the barrier approximately 100 feet west of the main gate, covering both inbound and outbound vehicle lanes, and implementing a dedicated Emergency Fast Operations (EFO) system that allows Security Forces personnel to remotely operate and monitor the barrier.

The contractor must provide comprehensive deliverables including approved design plans stamped by a licensed Professional Engineer, as-built drawings, operation and maintenance manuals, and training materials. The barrier system must be capable of raising and lowering within 9 seconds, include emergency stop and manual override capabilities, and be listed on the current DOD Anti-Ram Vehicle Barriers List. Additional requirements include compliance with all applicable DoD, Air Force, and local regulations, on-site training for Security Forces personnel, and adherence to OSHA safety standards. The project will be overseen by a Subject Matter Expert (SME) and requires all contractor personnel to have appropriate security clearances.

Anti-Vehicle Barrier PWS

Clear SFS Alaska 99701

Bldg. 213 Main Gate

Performance Work Statement for Installation of Anti-Vehicle Barrier at Clear SFS Main Gate

1.0 Introduction

This Performance Work Statement (PWS) defines the requirements for the design, installation, and commissioning of a new anti-vehicle barrier system at the Clear Space Force Station (CSFS) Main Gate. The system shall enhance base security by preventing unauthorized vehicle access and meet the standards set forth by the Department of Defense.

2.0 Applicable Standards and Compliance

2.1 The anti-vehicle barrier system shall be designed, tested, and certified to meet or exceed the requirements outlined in the latest revision of ASTM F2656, "Standard Test Method for Vehicle Crash Testing of Perimeter Barriers."

2.2 The barrier system must achieve a penetration rating higher than P4, as defined in ASTM F2656-18 and subsequent versions. The penetration rating measurement point shall adhere to the standard used during testing (trailing edge for versions up to F2656- 18a, leading edge for F2656-19 and later).

2.3 The selected barrier system must be listed on the most current edition of the "DOD Anti-Ram Vehicle Barriers List," published by the DoD USACE Protective Design Center.

2.4 The Contractor shall provide the Subject Matter Expert (SME) with copies of all relevant test reports and certifications from an accredited testing laboratory. These documents must demonstrate the barrier's compliance with the specified standards and its inclusion on the DOD list.

3.0 Scope of Work

The Contractor shall furnish all labor, materials, equipment, and supervision necessary to complete the following tasks:

• 3.1 Design and Planning:

o Develop design plans and specifications for the anti-vehicle barrier system, including all civil, structural, electrical, and control system components.

o The design shall comply with all applicable DoD, Air Force, and local regulations and standards for anti-vehicle barriers and Entry Control Facility (ECF) operations.

o Submit design plans to the SME for review and approval prior to the commencement of any installation activities.

• 3.2 Site Preparation:

o Demolish and remove any existing structures or obstacles within the installation area as required.

o Excavate and prepare the site according to the approved design plans, including the installation of appropriate drainage and foundation systems.

• 3.3 Barrier Installation:

o Supply and install the selected anti-vehicle barrier system, ensuring it meets or exceeds the specified stopping power and operational requirements.

o The barrier shall be installed approximately 100 feet west of the Clear SFS Main Gate Bldg. 213 and cover both inbound and outbound vehicle lanes, spanning approximately 20 feet in width of (A Street).

• 3.4 Dedicated EFO System:

o The barrier system shall include a dedicated Emergency Fast Operations (EFO) system, enabling Security Forces personnel to remotely operate and monitor the barrier. This system shall be independent of the existing ECF controls.

o The EFO system shall include, at a minimum:

Control panel with a user-friendly graphical interface (GUI)

Reliable communication system (e.g., fiber optic, wireless) between the entry control point and barrier o The EFO control point shall be located within the main gatehouse or as otherwise specified by the SME. The Contractor shall install all necessary cabling, conduit, and equipment for the EFO system.

• 3.5 Testing and Commissioning:

o Conduct comprehensive testing of the installed barrier system, including operational functionality, emergency stop procedures, EFO system responsiveness, and integration of all components.

o Address any deficiencies identified during testing to the satisfaction of the SME before final acceptance.

• 3.6 Training:

o Provide on-site training to designated Security Forces personnel on the operation, maintenance, and emergency procedures for the installed anti-vehicle barrier system and its EFO controls.

4.0 Performance Requirements

4.1 Stopping Power: The barrier shall be rated in accordance with ASTM F2656-18 or a more recent version.

4.2 DOD Anti-Ram Vehicle Barriers List: The selected barrier system model and manufacturer shall be listed on the most up-to-date version of the "DOD Anti-Ram Vehicle Barriers List." The Contractor shall provide documentation verifying this listing.

4.3 Operational Requirements:

o The barrier shall be capable of fully raising and lowering within [9 Seconds] under normal operating conditions.

o The barrier shall be equipped with emergency stop and manual override capabilities.

4.4 Appendix B Reference: For examples of barrier ratings and their interpretations, refer to Appendix B of this Performance Work Statement.

5.0 Deliverables

The Contractor shall deliver the following:

5.1 Approved Design Plans: Detailed design plans and specifications for the anti-vehicle barrier system, stamped and signed by a licensed Professional Engineer.

5.2 As-Built Drawings: Updated drawings reflecting the final installation, including any modifications made during construction.

5.3 Operation and Maintenance Manuals: Comprehensive manuals detailing the operation, maintenance, and troubleshooting procedures for the installed barrier system and its EFO system.

5.4 Training Materials: Training materials used for on-site training, including presentations, handouts, and any other relevant documentation.

6.0 Schedule

The Contractor shall complete all work within [a forecasted date of completion agreed upon by the base and the contractor] from the Notice to Proceed.

7.0 Acceptance Criteria

The Government will accept the completed project upon successful completion of the following:

7.1 Installation: The barrier system shall be installed according to the approved design plans and specifications.

7.2 Functionality: The barrier system shall meet all specified performance requirements for stopping power, operational functionality, and EFO system operation.

7.3 Documentation: All required deliverables, including approved design plans, as-built drawings, operation and maintenance manuals, training materials, and barrier certification documents, shall be submitted to and accepted by the SME.

8.0 Security Requirements

The Contractor shall comply with all applicable security regulations and procedures for working on a military installation. All contractor personnel shall possess appropriate security clearances before being granted access to the work site.

9.0 Safety Requirements
