ANNEX A

EATON UPS Maintenance

NCTAMS LANT DET JAX

Building 506 on board Naval Air Station Jacksonville, Florida

1.0 INTRODUCTION: The NCTAMS LANT DET JAX mission is to deliver responsive, resilient, and secure communications systems, providing information superiority for Department of Defense and joint forces in the U.S. Southern and Northern Command theaters of operation.

2.0 BACKGROUND: In the event that both commercial and generator power fail the 9390 EATON UPS must maintain the critical power load for 45min-1hr for BLDG 506 (NCTAMS LANT DET JAX) to allow for power to be restored or a graceful shut down of critical network and communications equipment that support Atlantic and Tenth Fleet, SUBLANT and TOCRON-11 command operations.

3.0 SCOPE OF WORK:

3.1 The Contractor under fix price will be required to perform preventive maintenance on two EATON 9390 power wave UPS (model NR 9390-100-120) systems. The Contractor will provide a 12-months warranty on all replaced components. Contractor will verify EATON UPS units’ specifications with the same procedures as used in production IAW OEM drawings and technical manual specifications. Contractor will provide documentation of calibration results to DET JAX within five business days. Contractor will perform adjustments to optimize the product parameters to after production condition when needed and provide documentation of the after adjustment product parameters within five business days.

3.2 Location of Performance: 1216 Ranger Street Jacksonville, FL 32212, onboard Naval Air Station Jacksonville (NCTAMS LANT DET JAX).

3.3 Proposed Period of Performance:

BASE: September 30, 2023 – September 29, 2024 Option 1: September 30, 2024 – September 29, 2025 Option 2: September 30, 2025 – September 29, 2026 Option 3: September 30, 2026 – September 29, 2027 Option 4: September 30, 2027 – September 29, 2028

3.4 Location work hours: 0730-1600 performance shall be within prescribed hours and OT hours will not be approved without mitigating circumstances identified and Contracting Officer approval.

3.5 Preform the OEM prescribed preventative maintenance as listed:

Eaton Powerwave 9390 Service technical manual (rev J02), Eaton Powerwave 9390 Operational and Installation manual (100–160 kVA UPS Models). Preventive Maintenance Specifications/requirements for Electronics (UPS Power Module, DC, PDU, Flywheel) Preventive Maintenance list below:

Visual Inspection:

Inspect all printed circuit board connections for cleanliness, swab contacts if necessary.

Inspect all power connections for signs of overheating.

Inspect all sub-assemblies, bridges and legs for signs of component defects or stress.

Inspect all DC capacitors for signs of leakage Inspect all AC capacitors for signs of leakage Inspect and inventory all customer-owned spare parts Inspect for, and perform as required, any open engineering changes Inspect battery monitoring system Internal Operating Parameters:

DC Ground Detection Offset Inverter leg current average balance Output filter current average phase balance Rectifier bridge current average leg balance AC Protection settings are checked DC Protection settings are checked Input and Output Frequency and Voltage Bandwidth settings are checked Verify DC filter capacitance Verify AC tank and trap filter capacitance Power Supply voltages and waveforms Update firmware as necessary with customer approval.

Evaluate Field Service Bulletins (FSBs) for potential updates.

External Operating Parameters System Input Voltages (all phases) System Input Currents (all phases) DC Charging Voltages (float and equalize), record settings, adjust to nominal Rectifier phase on and walk up Inverter phase on and walk up Adjust all panel meters to measured values System Bypass Voltages (all phases) Manual and UV Transfer Testing, verify uninterrupted transfer waveform Outage simulation, battery capability testing, and verify charger current limit Generator operation and interface verification Environmental Parameters UPS area ambient temperature and condition of ventilating equipment General Cleanliness of UPS Power Module General Cleanliness of UPS area Replace air filters as applicable and necessary Clean outside of UPS including control panel/CRT screen Flywheel only: Drain oil and change oil and filters once a year.

Battery Cabinet Checks General appearance of Battery System (all types) General cleanliness of Battery System area (all types) Inspect cells for physical abnormalities Inspect all DC connections for abnormalities Battery System area ambient temperature and condition of ventilating equipment

For internal batteries only measure and record:

Overall battery float voltage Charger output current and voltage Negative terminal temperature of one cell/battery per battery cabinet shelf or rack tier Momentary load testing of cells < 100 watts Monitoring System Parameters Alarm archive review and printing Alarm lamp test-local and remote Replace all open monitor bulbs Inspect battery monitoring system Review Battery Test in history

General:

Customer Consultation Verbal Recommendations General Observations Preventive Maintenance specifications/requirements Valve Regulated (Sealed)

Battery System list below:

Measure and Record the following:

Individual cell/battery float voltages and overall float voltage.

Charger output current and voltage.

AC ripple current and voltage imposed on the battery.

Internal ohmic values of each cell/battery or perform a continuity test of each cell/battery.

Connection Resistance of 100% of the inter cell/battery connection Ambient temperature and ventilation status Negative terminal temperature of all cells/batteries.

Visually inspect conditions and appearance of the following:

Connection terminals inter cell/battery connectors, cables and associated hardware.

Cell/battery covers, containers, and post seals.

Battery racks or cabinets and associated components and hardware for structural integrity.

Inspect cleanliness / corrosion of batteries, cabinet, rack and area.

Battery monitoring equipment.

Cell/battery jar or cover, noting any excessive distortion.

3.6 Government Furnished Material – The Government will not provide any materials.

3.7 Contractor Furnished Material -

Annually:

- Six (6): 16”x30”x1” and 14”x30”x1” OEM acceptable air filters for the Eaton Powerwave 9390 UPS.

Option Year 2 (FY-25):

- Eighty (80) Enersys 12HX400-FR Battery. Nominal Voltage: 12, 400WPC for 15 min. to 1.67 VPC @ 25 degrees Celcius: 381 Short Circuit Current (A): 4,225, Max Discharge Current 670, Internal Resistance (mO): 3, Dimensions (inches): 11.8 x 6.8 x 8.4, Weight: 80lbs (or Equivalent CSB)

- One (1) Battery replacement on (2) cabinet of (40) batteries (80 total). Include installation, removal, and disposal of old batteries per EPA regulations

4.0 APPLICABLE DOCUMENTS

4.1 Eaton 9390 UPS 100–160 kVA Installation and Operation Manual

5.0 QUALITY CONTROL SURVEILLANCE PLAN (QASP)

5.1 Upon receipt of contract NCTAMS LANT DET JAX N6 will conduct a physical inspection of EATON UPS with contractor and ensure a fully satisfactory operational test of both EATON UPS system is completed IAW OEM technical manual. In addition to specifications list above in maintenance requirement, the following will be conducted upon receipt of contract and prior to the commencement of the contracted service:

1) Examination of the equipment’s operating condition including internal and external batteries.

2) Examination of environment in which the equipment is operating.

3) Consultation with site personnel concerning equipment and site service history.

4) Notation of all equipment and site pertinent data and statistics.

Government Quality Assurance:

1) Examination of the equipment’s operating condition including batteries.

2) Notation of all equipment and site pertinent data and statistics.

5.2 Corrective Actions:

Any discrepancies identified will require correction within a 72 hour period to include weekend and holidays.

5.3 Conditions Found:

If while performing services there are conditions found that require repair/replacement and directly tie to this scope of work, the contractor shall submit a Condition Found Report to the COR and the Contracting Officer. Condition Found Report shall identify the conditions with a statement identifying the discrepancy and proposed remedy along with a full price quote of required additional service. No additional service shall take place prior to Contracting Officer approval.

5.3.1 If COR or Contracting Officer determines the Condition Found does not warrant additional services, contractor shall continue with original scope of work.

5.4 Safety section:

The contractor is required to observe all published OSHA safety requirements for working with electrical equipment.

5.5 Contract deliverable:

Contractor will verify EATON UPS units’ specifications with the same procedures as used in production IAW OEM drawings and technical manual specifications.

5.6 Sanitation and space cleanliness directions:

The contractor shall not leave trash or other debris in the work spaces. Work spaces will be left in the “as found” condition

6.0 BASE ACCESS/SECURITY

6.1 Contractor shall contact the DET JAX Facilities Manager to obtain the base access package for each visit. Be advised that a background check, valid government issued photo ID, current vehicle registration and drivers credentials are a requirement for access to NAS JAX, FL.
