Draeger Anesthesia Maintenance

1 DESCRIPTION OF SERVICES: The contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision, and services necessary to perform scheduled preventative maintenance inspections (PMI), calibrations, Trace Gas inspection, and discounted repair services for five Apollo Anesthesia units (serial numbers: ASJL0259, ASJL0266, ASJL0270, ASJL0271, ASJL-0279), five D-Vapor 2000 Vaporizers (serial numbers: ASJJ-0490, ASJJ-0491, ASJJ-0492, ASJJ-0493, ASJJ0494), and six Vapor 2000 Vaporizers (serial numbers: ASJL-0351, ASJL-0352, ASJL-0353, ASJL-0938, ASMB-0757) located on Joint Base Andrews (JBA).
Performance shall be in accordance with all applicable laws, standards, instructions, executive orders, commercial practices, and requirements contained in this Performance Work Statement
(PWS).
1.1 SPECIFIC REQUIREMENTS:
1.1.1 An on-site Annual PMI service visit will be performed by a trained Field Service Engineer (FSE) at Malcom Grow Medical Clinics and Surgery Center on Joint Base Andrews (JBA) for any device associated with the covered Apollo system and Vaporizers.
1.1.1.1 The PMI visit will include the following: all preventative maintenance parts/kits needed to perform the original equipment manufacturers (OEM) Periodic Manufacturer’s Certification to maintain unit operation at manufacturer’s standards, electrical safety checks, and software updates, as well as all FSE labor and travel.
1.1.1.2 Draeger will provide repair labor at no extra cost when repair is performed during a PMI service.
1.1.1.3 An on-site annual Trace Gas Inspection will also be performed at the time of the annual PMI visit.
1.1.2 Telephone technical support personnel will be available 24 hrs. per day 7 days per week.
1.1.3 Draeger will provide unscheduled repair services outside of a PMI visit with labor and travel at a discounted billable rate.
1.1.3.1 Preferred labor and travel discounts for unscheduled emergency repair service discounted by 10%.
1.1.3.2 Repair parts and consumables are available at an additional charge discounted by 15%.
1.2 CONTRACTOR REQUIREMENTS:
1.2.1 Onsite Coverage: Field Service Engineer will be available for preventative maintenance and routine repairs 5 days per week (Monday through Friday); 7:30 A.M. - 4:30 P.M local time.
1.2.2 Telephone technical support personnel will be available 24 hours per day 7 days per week
1.2.3 A Trace Gas Inspection will be performed during the annual preventive maintenance site visit.
2 GENERAL INFORMATION:
2.1 HOURS OF OPERATION: The contractor shall perform the services required under this contract during the following hours: 7:30 A.M. - 4:30 P.M., Monday through Friday excluding Federal holidays. Federal holidays include: New Year’s Day, Labor Day, Martin Luther King Day, Columbus Day, Presidents Day, Veterans Day, Memorial Day, Thanksgiving Day, Independence Day, and Christmas Day. Any holiday rescheduling shall be at no additional cost to the government and shall not be the basis for non-performance.
2.2 Security Requirements: All personnel employed by the contractor in the performance of this contract, or any representative of the contractor entering the government installation, shall abide by all security regulations of the installation. The contractor shall be responsible for the action of any of their subcontractors and their employees who are working on JBA. The contractor and subcontractor shall hire U.S. citizen(s) that are in possession of a valid State driver’s license and birth certificate. If the employee is not a U.S. citizen, the contractor and/or subcontractor may hire non-U.S. citizens if they are in possession of a Green Card, Social Security Card, Resident Card, Work Visa, and State issued Identification Card. If driving on base a State issued driver’s license is required.
2.3 FEDERAL CRIMINAL HISTORY BACKGROUND CHECK. The contractor shall conduct a background check for all service technicians accessing Joint Base Andrews in support of this contract. The contractor shall be responsible for all cost associated with conducting background checks. Background checks shall be made available upon written request by Malcom Grow Medical Center. Any individual with a failed or non-favorable background check will not be granted access to JBA or any associated facilities.
2.4 WEAPONS. Weapons of any sort are not authorized on JBA, this includes guns, knives, swords, nun-chucks, brass knuckles, or any other weapon that has a sole purpose to injure or maim. Combination tools such as Leatherman and small pocketknives with folding blades less than four inches are authorized if used in the performance of duty. Those found in violation of this directive are subject to apprehension, criminal charges, and debarment from the installation.
2.5 ILLEGAL CONTROLLED SUBSTANCE: The U.S. Federal government is the most vocal opponent of the drug industry, and it has set the de facto international standards regarding the legality and illegality of different drugs. Illegal controlled substance and narcotics are not authorized on JBA whatsoever. Controlled substances shall not be transported on the installation via vehicle or on an individual person. Marijuana/cannabis, cocaine, crack cocaine, LSD, methamphetamine (meth), heroin, anabolic steroids, psilocybin mushrooms, are some of the forbidden substances (this list is not all-inclusive). Prescription medications are authorized for the person the medication is issued; however, the medication must not be expired, and the label must clearly indicate the name of the person the medication is issued to. Otherwise, prescription medication may be deemed illegal by law enforcement officials. Those found in violation of this directive are subject to apprehension, criminal charges, and debarment from the installation.
2.6 CONTINUATION OF ESSENTIAL DEPARTMENT OF DEFENSE (DOD)
CONTRACTOR SERVICES DURING CRISIS. In the event the contractor is unable to perform his daily operations due to peacetime emergency and/or wartime contingency disturbances, etc., neither the Government nor the contractor shall take action for non-compliance with contract requirements. Upon notification by the CO, the contractor shall perform emergency and special event services, contingencies, operational readiness exercises or inspections. Emergency and special event services will be priced separately from routine services.
2.7 GOVERNMENT REMEDIES. The CO shall follow FAR 52.212-4, Contract Terms and Conditions- Commercial Items (May 2015), for contractor’s failure to perform satisfactory services or failure to correct non- conforming services.
2.8 SPECIAL QUALIFICATIONS: Field Service Engineers are trained by Draeger to work on the covered Apollo Anesthesia systems and any devices associated with them.

4 GOVERNMENT FURNISHED PROPERTY (GFP) AND SERVICES: The US Government will not provide any equipment, fuel, personnel, utilities or facilities to the contractor for the execution of this contract. Should an emergency arise, only the necessary basic lifesaving and life support measures will be provided during the emergency.
