Performance Work Statement (PWS)
1. General Information
• 1.1. Project Title: Under Vehicle Inspection System (UVIS) Capability
• 1.2. Solicitation Number: (TBD)
• 1.3. Contracting Activity: To Be Determined (TBD)
• 1.4. Background: The Government requires a portable Under Vehicle Inspection System (UVIS) capability to enhance security measures by inspecting vehicles entering secure areas for potential threats, contraband, or unauthorized modifications at Eielson AFB.
This capability must be rapidly deployable, portable, and provide high-resolution imaging for accurate undercarriage assessment.
2. Scope
• 2.1. Objective: The contractor shall provide a complete, fully functional, and operational UVIS capability for Eielson AFB, including all hardware, software, documentation, training, and support services..
• 2.2. Performance Goal: The UVIS shall enable authorized personnel to efficiently and effectively inspect vehicle undercarriages to detect potential threats, contraband, or unauthorized modifications
3. Performance Requirements
• 3.1. System Performance
• 3.1.1. Portability and Deployment: The UVIS shall be transportable in no more than two wheeled cases and deployable by one operator in less than three minutes.
• 3.1.2. Undercarriage Imaging: The UVIS shall capture clear, full-color composite images of entire undercarriages, including hard-to-see areas.
• 3.1.3. License Plate Recognition (LPR): The UVIS shall automatically capture and recognize plates with ≥95% accuracy in day/night conditions, support side-by-side comparisons, and allow BOLO list creation.
• 3.1.4. Data Storage: The UVIS shall provide a searchable database of at least 150,000 records, retrieving results in under five seconds.
• 3.1.5. Foreign Object Detection (FOD): The UVIS shall detect and report changes or suspicious objects under vehicles compared to baseline imagery.
• 3.1.6. Warranty Response Time: Contractors must respond to warranty claims within two business days and provide a confirmed service schedule within five business days.
• 3.2. Environmental Requirements The UVIS shall operate reliably in conditions ranging from −30°F to 140°F and withstand snow, ice, and rain with ≥98% uptime. The system shall include protective measures such as heaters or thermostatic controls to prevent freezing.
• 3.3. Training The contractor shall provide on-site training to 354 SFS personnel in system operation, maintenance, and troubleshooting. Training effectiveness will be evaluated by participant feedback and demonstrated proficiency.
4. Salient Characteristics
The UVIS solution must meet or exceed the following minimum salient characteristics:
• Provide rapid deployment (≤3 minutes) by a single operator.
• Deliver high-resolution, full-color composite undercarriage imagery.
• Include integrated License Plate Recognition (LPR) with ≥95% accuracy, BOLO list capability, and side-by-side image comparison.
• Incorporate Foreign Object Detection (FOD) to highlight anomalies between inspections.
• Store and manage at least 150,000 vehicle inspection records, searchable and retrievable in ≤5 seconds.
• Operate effectively in Arctic conditions (−30°F to 140°F) with built-in environmental protections such as heaters and thermostatic controls.
• Be transportable in no more than two ruggedized wheeled cases.
• Support extended cabling (≥50 feet) with military-grade connectors.
• Include a vehicle record archive system for long-term data management.
• Provide on-site operator and maintainer training with technical documentation.
• Offer a preventive maintenance program with at least quarterly service and a field repair kit for common parts.
• Provide a minimum one-year manufacturer’s warranty, with options for extended coverage
5. Deliverables
• Complete and operational UVIS system.
• Technical documentation (user manual, troubleshooting guide, maintenance schedule, installation/configuration guide).
• Training materials.
• Warranty information.
• Vehicle record archive system.
• Quarterly preventive maintenance support and field repair kit.
• Reports as detailed in Section 6.
6. Acceptance Criteria
• 6.1. The Government will inspect and test the delivered system to ensure it meets all performance requirements outlined in this PWS.
• 6.2. Acceptance will be based on:
• Verification that all components are included and in good working order.
• Successful completion of functional tests demonstrating all system features and capabilities, including LPR, image quality, and deployment speed.
• Completion of the training program.
• Review and approval of all required documentation.
7. Reporting Requirements
• 7.1. Project Status Reports: Monthly, electronic submission. Content: Progress summary, schedule status, financial status, risk management, issues and resolutions, and planned activities.
• 7.2. Delivery and Installation Report: One-time, electronic submission upon completion of system delivery and installation. Content: Delivery confirmation, installation verification, system configuration details, and acceptance test results.
• 7.3. Training Completion Report: One-time, electronic submission upon completion of the training program. Content: List of trained personnel, training dates and duration, training materials, and training evaluation.
• 7.4. System Performance Reports: Quarterly, electronic submission. Content: System uptime, inspection throughput, LPR accuracy, image quality assessment, maintenance activities, software updates, and recommendations.
• 7.5. Security Incident Report: Within 24 hours of occurrence, electronic submission (secure method). Content: Incident description, impact assessment, containment measures, root cause analysis, corrective actions, and notification to authorities.
• 7.6. Warranty Claims Report: As needed, electronic submission. Content: Description of defect, date of purchase, warranty information, actions taken, and requested remedy.
• 7.7. Foreign Object Detection (FOD) Reporting: As needed, electronic submission (secure method). Content: Image of the FOD, location of FOD, description of the suspected foreign object, vehicle information, and actions taken.
• 7.8. Data Retention and Archival Reporting: Annually, electronic submission. Content:
Description of data retention procedures, confirmation of secure storage and accessibility of archived data, and verification of proper disposal of obsolete data.
7. Warranty & Support
• 7.1. Warranty: The Contractor shall provide a four (4) year manufacturer’s defect warranty. Warranty shall include parts and labor. The warranty period begins on the date of acceptance. The contractor must respond to warranty service requests within 2 business days and provide a confirmed date/time for service within 5 business days of the initial request. Coordination for services will be made with the SFS POC: MSgt Ryan Quick, S5 Superintendent, ryan.quick@us.af.mil or Lt Spencer Wallace, S5 OIC spencer.wallace@us.af.mil.
• 7.2. Support: The contractor shall provide 24 hours a day / 7 days a week technical support by an experienced and knowledgeable support staff.
• Performance Standard: Initial response to support requests must be within 1 hour. Resolution of technical issues must be within 4 hours for critical issues and 24 hours for non-critical issues.
8. Delivery Schedule
• 8.1. The Contractor shall deliver the complete system within a set amount of days after receipt of order (ARO).
9. Place of Performance
• 9.1. Eielson AFB Main Vehicle Search Area.
10. Government Furnished Equipment (GFE)/Government Furnished Information (GFI)
• 10.1. None.
11. Security Requirements
• 11.1. All Contractor personnel requiring access to Eielson Air Force Base (AFB) in support of this contract shall comply with the security requirements as detailed in the original SOW Section 14. These requirements include, but are not limited to, personnel security clearances, background checks, installation access procedures, security training, physical security, information security, communications security, prohibited items, and reporting requirements. The Contractor is responsible for ensuring that all personnel are aware of and comply with these requirements.
12. Contractor Qualifications
• 12.1. The Contractor shall have demonstrated experience in providing and supporting UVIS systems. The Contractor shall provide references from previous customers upon request.
13. Optional Items
• 13.1. The Government may elect to purchase the following optional items:
• Heating Element.
• Extension Cable (length).
• Power Inverter Kit
• Vehicle Record Archive System
• Scene Cameras
• Surface Mounting Kit
