About this file
This is a Performance Work Statement (PWS) for annual preventative maintenance and installation services for hangar ventilation fans at Beale Air Force Base in California, with a period of performance of one Base Year and four Option Years.
The 9th Aircraft Maintenance Squadron requires comprehensive maintenance on twenty (20) Big Ass Fans distributed across five buildings (Building 11200 with 8 fans, Building 1068 with 3 fans, Building 1067 with 3 fans, Building 1045 with 3 fans, and Building 1044 with 3 fans), plus a one-time guy wire installation on four total fans. The contractor must perform annual preventative maintenance between the 4th and 7th months of each performance period to ensure all fans achieve Fully Mission Capable (FMC) status, with specific performance objectives addressing airfoils and hub assemblies, mounting and hardware systems, fluid and lubrication systems, structural elements, and electrical control systems. Guy wire installations must meet OEM structural safety specifications on two fans in Building 1068 (excluding Fan SN VNO1210393312) and two fans in Building 1045 (excluding Fan SN VNO1210393319). The contractor must coordinate work with the Government to ensure no more than one building's fan system is non-operational at any time. Additional requirements include diagnostic evaluations of any failed fans with detailed root cause reports, submission of Service Order proposals for repairs requiring Contracting Officer authorization before work commences, and provision of competitive vendor quotes or historical pricing data to justify parts costs exceeding $3,000. All new components must carry a manufacturer's one-year warranty, and the contractor must not void existing warranties. Deliverables include Annual Maintenance Reports (due within 5 business days of building completion), Diagnostic Reports (due within 3 business days of evaluation), and Service Order Proposals (due within 3 days of diagnostic completion). Services are performed Monday through Friday, 0730 to 1500, at Beale AFB, California 95903, excluding Federal Holidays and 9 RW/ACC Family Days, with contractor personnel requiring base passes or Entry Access List placement obtained ten days prior to work commencement.

PERFORMANCE WORK STATEMENT (PWS)
FY26 AMXS Hangar Fan Maintenance
BEALE AFB, CA
April 2026
1.0 SCOPE
1.1 Background
The 9th Aircraft Maintenance Squadron (9 AMXS) requires a service contract for the annual preventative maintenance of twenty (20) Big Ass Fans and a one-time guy wire installation on four (4) of those fans to maintain operational readiness within Beale AFB's aircraft hangars.
Effective air circulation in flight line facilities is critical for personnel safety, aircraft performance, and overall mission success. Since installation five years ago, the fans have not been serviced, increasing the risk of mechanical failure. An inoperable fan system poses a significant threat to both personnel (heat-related injuries) and sensitive aircraft components. This contract proactively maintains the integrity and safety of these vital hangar environments and mitigates the risks associated with equipment failure.
1.2 Scope of Work
This PWS defines the requirements for a non-personal services contract to provide comprehensive maintenance, repair, and installation at Beale AFB.
