1. INTRODUCTION:

a. The Defense Logistics Agency Disposition Services (DLA DS) is a Major Subordinate Command (MSC) of the Defense Logistics Agency (DLA) with the responsibility of disposing and reutilizing Department of Defense (DoD) excess and surplus property generated by the military services. This is accomplished through reutilization to other DoD activities, transfer to other Federal agencies, donation to authorized state and local organizations, sale to the public, or ultimate disposal through abandonment or destruction. The headquarters for DLA DS is in Battle Creek, Michigan.

b. DLA DS Anchorage, Alaska requires the pick-up, removal and recycling/disposal of scrap rubber tires consisting of, but not limited to, ground vehicle, industrial equipment, aircraft, steel belted, and bias ply. Some tires may be mounted on rim/wheel assemblies.

c. The quantities listed in the price schedule are estimated net weights. The United States Government (USG) does not guarantee the weights listed will be the actual quantity by weight issued under this contract. The Contractor will be paid based upon actual weight removed, mutilated, and recycled under each Task Order (TO).

d. The material will be located at DLA DS Anchorage 12745 Davis Highway, Anchorage, AK 99506 and will be identified on an associated Task Order (TO) as needed. If pick-up locations should change throughout the life of this contract, updates will be provided to the Contractor by the Contracting Officer (KO). The Contractor shall have 60 business days to comply with the updated location.

e. During the duration of this tire recycling/disposal contract, the USG may require that only recycling (e.g., possible “Zero Landfill” initiatives) may be implemented. If so, the parties will address via bilateral modification, as applicable, if not already strictly recycling.

f. For all TOs issued, no scrap tires can be refused by the Contractor based on the condition of the tires and any levels of wear and damage are possible given their usage by the U.S. Military.

g. Performance under any contract resulting from this solicitation must follow all local, state, and federal laws and regulations. Accordingly, it is the responsibility of the offeror to ensure that all such laws and regulations are considered in the preparation of its proposal. Such consideration should include not only relevant laws and regulations currently in effect, but also revisions thereto for which public notice has been given that may reasonably be anticipated to be effective during the life of the contract.

h. All references to Contractor throughout this PWS shall include all Subcontractor personnel that may be hired by the Contractor.

2. PERIOD OF PERFORMANCE:

DLA DS implemented an Environmental Management System (EMS) in accordance with ISO 14001:2015(E), DOD, and DLA requirements at all appropriate DLA DS facilities. An EMS is an overall management system that includes organizational structure, planning activities, responsibilities, practices, procedures, processes, and resources for developing, implementing, achieving, reviewing, and maintaining the environmental policy of an organization. The DLA DS EMS is designed to ensure that all personnel, including contract personnel, whose work activities can cause real or potential significant environmental impact, are aware of how their work supports the EMS and are competent to perform their roles, responsibilities and authorities while supporting the DLA DS mission. The DLA DS EMS program is explained in the agency EMS Core Instruction. Site supplements may detail information required by EMS at a local level such as local, state and host environmental regulations as well as local emergency procedures and operating procedures unique to the location. Site supplements also contain information concerning the local interaction between the appropriate DLA DS tenant facility and the DOD/DLA host facility EMS program. Contractors/Subcontractors and their personnel are required to be aware that each appropriate DLA DS facility has an EMS and to be aware of EMS policies to perform work and/or gain access to an installation. Each DLA DS facility maintains EMS awareness posters that identify the DLA DS Environmental Management Representative (EMR) and host facility EMR for specific guidance concerning an individual facility’s EMS program. Contractors/Subcontractors may request current copies of EMS information identified in this Section by contacting the local COR.
