1. GENERAL INFORMATION.
1.1. Description of Work. The purpose of the Static Display Aerospace Vehicles (SDAV) Restoration and Maintenance Services for USAF Airman Heritage Training Complex (AHTC) serves to ensure nine (9) SDAVs and one (1) B-24 Liberator 3 Blade Propellor and related equipment are safely and properly configured to accurately reflect USAF history, heritage, and traditions in accordance with (IAW) this Performance Work Statement (PWS). The goals and objectives are to ensure SDAVs and related equipment are inspected, cleaned, prepared, maintained and painted to restore to original manufacturers or operational appearances for the period depicted, control and prevent metal corrosion or other forms of surface deterioration which are costly and can shorten SDAV life, hinder mission accomplishment or endanger SDAV visitors or the environment.
1.2. Contract Changes/Additional Work. At future dates, the Government reserves the right to incorporate, add, remove, and/or modify quantities of work within the scope of this requirement. As a services contract, this contract is subject to change on an annual basis as part of the process for 366th Fighter Wing (FW) approval or non-approval to fund an annual renewal of this contract. At times, due to the nature of work, it may be necessary to modify this requirement on an as-needed basis during the contract period. Additionally, there may be a need for ‘one-time’ requirements or special sub-contracting opportunities in order to fulfill the requirement needs. Any future changes to this requirement shall be negotiated and incorporated in the contact via contract modification, whether by negotiation, or based on priced line items currently incorporated within the contract.
1.3. Publications. The Contractor shall perform all work associated with this requirement detailed within this PWS, IAW the applicable publications below. The latest editions of the following publications and standards shall apply:

1.3.10. Contractor shall access the following documents as needed via Department of the Air Force E-Publishing. https://www.e-publishing.af.mil, Department of the AFI 84-103, Department of the Air Force Heritage Program. 1.3.11. Contractor is responsible for obtaining access to all applicable OSHA, Federal, State, and local laws, and regulations for work being performed.
1.4. Hours of Operation. The Contractor shall be available between Monday through Friday 7:00 am to 4:30 pm (local) time (MST). These are the “normal” hours of operation. Weekends or holidays shall not be counted as a business day.
1.4.1. Holidays. The Contractor shall not be required to provide normal services/work during federal holidays. Federal holidays are defined as follows:
New Year’s Day Juneteenth Veteran’s Day Martin Luther King’s Birthday Independence Day (July 4th) Thanksgiving Day President’s Day Labor Day Christmas Day Memorial Day Columbus Day
NOTE: Holidays occurring on Saturday will be observed the preceding Friday. Those occurring on Sunday will be observed the following Monday.
2. REQUIREMENTS.
2.1. Initial SDAV Services: Within the first 90 business days of contract, the Contractor shall perform a records review of all nine (9) SDAVs and one (1) B-24 Liberator 3 Blade Propellor and initiate preparations and inspections to ensure SDAVs are staged for cleaning and painting.
The review of aircraft records shall be submitted to the Contracting Officer Representative (COR) office prior to commencing inspection/work on aircraft. During accomplishment of those preparations Contractor shall document all maintenance, part removals, and inspections on the AF Form 3581, USAF Heritage Program Aerospace Vehicle Static Display Maintenance Log (LRA) IAW AFI 84-103. 2.2. The Contractor has 90 calendar days from start of the contract to perform initial washes and inspection services on all SDAVs listed in Appendix A. Preparation to include sealing of all exposed areas from water intrusion will occur prior to washing. Washes there after shall be performed on SDAVs listed in Appendix A once every 180 calendar days pending each Task Order (TO) awarded. SDAV shall receive two (2) washes minimum per period of performance based on TO. Additional washes may be required at request of the Government to clean SDAVs following weather events or other unforeseen events causing SDAVs to become unusually soiled. Those washes shall be considered unscheduled maintenance and coordinated IAW paragraph 2.4 of this PWS.
2.2.1. Within the first 90 calendar days after contract award and following SDAV initial wash, the contractor shall take a 5” x 7” digital photographs of each SDAV and perform a comprehensive inspection of each SDAV to identify areas needing restorative maintenance (painting, corrosion and structural repair). The accessible interior and visible exterior of all SDAVs shall be thoroughly inspected and all defects annotated. Identify necessary maintenance to be performed to restore all SDAVs to intended static display depiction.
2.2.1.1. Inspection of SDAV shall include the pedestal(s) upon which SDAV are affixed, and surrounding SDAV signage. Contractor shall inspect pedestal(s) and signage for structural integrity, missing or broken components and condition of paint coatings for signs of deterioration.
Contractor shall identify necessary maintenance to be performed to restore pedestals and signage to intended configuration. Any needed repairs shall be incorporated into the schedule for SDAV maintenance. If Contractor identifies any pedestal or signage damages which may present an immediate safety concern to members of the public visiting SDAVs, the Contractor shall coordinate with the COR to relay those flaws to 366th Civil Engineering Squadron (CES).
2.2.1.2. Approval of costs associated with areas identified by contractor as needing repair on SDAVs, pedestals and signage following initial inspections shall be IAW paragraph 2.4.
2.2.2. Contractor shall obtain inspection checklist from COR prior to inspecting aircraft. Upon completion of inspection Contractor shall turn in checklist to COR within two (2) business days following inspection.
2.3. General Maintenance Requirements based on Written Task Order (TO)
2.3.1 The Contractor shall furnish all labor, materials, tools, equipment, supplies, and supervision needed to accomplish the tasks described in this scope of work. All work will be performed in accordance with all applicable OSHA, Federal, State, and local laws and Air Force Technical Instructions for exterior washing, application and removal of paint, repair of corrosion and structural damage for aerospace vehicles. If any conflicts exist between applicable regulations, the most stringent of the conflicting regulations will apply.
2.3.2. Contractor shall review aircraft records in COR’s office prior to commencing inspection and/or work on any aircraft. In addition to accomplishing all requirements identified, Contractor shall also document all maintenance, part removals, and inspections on the AF Form 3581, USAF Heritage Program Aerospace Vehicle Static Display Maintenance Log (LRA) IAW AFI 84-103.
Contractor shall perform services listed in this section on items listed in Appendix A.
2.3.3. Contractor shall take a 5” x 7” digital photographs of at least the front, rear, and both sides of each SDAV from no more than 50 feet (ft) away, and submit legible copies to the COR. No less than one (1) day prior to performing any surface cleaning and/or painting on the SDAV.
General Structural and Corrosion Repair Requirements based on Written Task Order
(TO)
2.3.4. Contractor shall follow applicable requirements contained within TO 1-1-691 Cleaning and Corrosion Prevention and Control, Aerospace and Non-Aerospace Equipment, TO 1-1A-1, Engineering Handbook Series for Aircraft Repair, General manual for Structural Repair and TO 1-1-8, Application and Removal of Organic Coating, Aerospace and Non-Aerospace Equipment during all operations for repair of structural and corrosion damage to SDAVs.
2.3.5. Contractor shall take a 5” x 7” digital photograph from no more than 15 feet away of any portion, component, or part of an SDAV that is to be replaced prior to replacing the portion, component, or part. Contractor shall provide a 5” x 7” digital photograph of the completed work to the COR no later than one (1) business day following completion of work.
2.3.6. Contractor shall submit an AF Form 3000, Material Approval Submittal, to obtain approval from Contracting Officer (CO) prior to purchasing a replacement part.
2.3.7. Contractor shall fabricate a replacement part only as a last resort and when Contractor has exhausted all other means of procuring an authentic replacement part. Contractor shall obtain approval from the CO prior to purchasing for fabrication of replacement part.
2.3.7.1. Bubble Canopies may be purchased from a Military Aircraft Restoration Corporation or equal after approval from the CO. Contractor shall fabricate replacement parts to appear exactly as the original parts appeared.
2.3.7.2 Contractor shall provide written warranty for three (3) years against all defects attributable to incorrect materials and improper workmanship in application of Contractor fabricated replacement parts. Contractor shall provide a written warranty for three (3) years against all defects in workmanship for installation of authentic replacement parts.
2.3.8. Contractor shall fabricate windscreens, if needed, and shall use a transparent thermoplastic such as Poly (Methyl Methacrylate) (PMMA) or sheet metal that is painted with MIL-PRF-85285 Type IV Class H, flat black, no. 37038
2.3.9. Contractor shall install replacement canopies and windscreens such that water and animals cannot enter when those components are found needing replacement or are loose or unsealed.
2.3.9.1. Contractor shall provide written warranty for three (3) years against all defects attributable to incorrect materials and improper workmanship in application of Contractor fabricated replacement canopies and windscreens. Contractor shall provide a written warranty for three (3) years against all defects in workmanship for installation of authentic replacement canopies and windscreens.
2.3.10. Contractor shall reassemble broken aircraft light lenses, if needed.
2.3.10.1. Contractor shall replace broken or missing aircraft light lenses that cannot be reassembled with matching aircraft light lenses, if needed.
2.3.10.2. Contractor shall substitute sheet metal that is cut to the appropriate shape and painted the color and shape of the original light lens for broken or missing aircraft lenses that cannot be replaced or reassembled.
2.3.10.3. Contractor shall provide written warranty for three (3) years against all defects attributable to incorrect materials and improper workmanship in application of contractor fabricated replacement lights. Contractor shall provide a written warranty for three (3) years against all defects in workmanship for installation of authentic light lenses.
2.3.11. Contractor shall repair holes in SDAV skin that are less than or equal to two inches (2”) wide between the two (2) farthest points of the hole with a body filler putty.
2.3.12. Contractor shall repair holes in SDAV skin greater than two inches (2”) between the two
(2) farthest points of the hole with sheet metal.
2.3.12.1. Contractor shall contour replacement sheet metal to match the curves and shape of the
SDAV.
2.3.12.2. Contractor shall secure replacement sheet metal with the same number of rivets placed at the same intervals as the original sheet metal.
2.3.12.3. Contractor shall provide written warranty for five (5) years against all defects attributable to incorrect materials and improper workmanship in application of sheet metal repairs to restore damaged structural skins and underlying structural framing.
2.3.13. Contractor shall smooth and paint over hole and dent repairs on SDAV skin such that evidence of the hole or dent does not exist.
2.3.14. Contractor shall ensure SDAV Bird Proofing is replaced or installed in areas where birds are found to be nesting and that the color of bird proofing blends with aircraft color scheme.
2.3.15. Contractor shall apply clear paintable silicone sealant to exteriors of SDAV(s) prior to the application of organic coatings.
2.3.15.1. Paint shall adhere to the sealant. Water shall not enter the interior of the SDAV.
2.3.15.2. Contractor shall provide written warranty for three (3) years against all defects in materials and workmanship in application of sealant. Contractor shall apply clear paintable silicone sealant between all abutting pieces of metal. Contractor shall not seal operable exterior doors shut.
General Painting Requirements based on Written Task Order (TO)
2.3.16. Contractor shall paint SDAV exteriors IAW Colors, Markings and Indicators (CMI) provided by the COR. Contractor shall replicate existing SDAV paint colors, markings, images, letters, numbers, and colors exactly IAW CMI provided by COR, unless the CO direct otherwise in writing. Contractor shall provide written warranty for four (4) years against defects to coatings attributable to unsuitable materials and improper workmanship in application of paint coatings.
2.3.17. Contractor shall clean all SDAVs prior to painting to ensure they are clean and free from dirt, debris, carbon, and contaminants prior to paint removal and application.
2.3.18. Contractor shall take 5” x 7” digital photographs of at least the front, rear, and both sides of each SDAV from no more than 50 feet away and submit legible copies to the COR within one
(1) business day prior to performing any surface painting on the SDAV.
2.3.19. In corrosion prone areas where paint is not applied, Contractor may apply a corrosion-preventive chemical film TO 1-1-691, Cleaning and Corrosion Prevention and Control, Aerospace and Non-Aerospace Equipment and AFI 84-103, chapter 8.3.
2.3.20. Contractor shall not move SDAV(s) in order to remove/apply organic coatings. Contractor shall provide painting aids such as scaffolding and cleanup materials and equipment, etc.
Contractor shall utilize vacuum sanders to minimize hazardous dust emissions.
2.3.21. Contractor shall take precautionary measures to prevent paint and paint removal waste from contaminating air, water or soil and protect vegetation and construction surrounding SDAV(s) from foreign debris (paint chips, sealants, etc.) and over spray when removing and applying organic coating. Contractor shall use Low Volatile Organic Compounds coating materials. For any painting or staining operations. Contractor shall apply protective organic coating by spraying method unless otherwise directed by TO 1-1-8 or by local requirements or limitations and shall spray only in areas approved by Fire, Safety, and Bioenvironmental Engineering.
2.3.22. Contractor shall prevent application of paint to surfaces other than the intended surfaces.
Contractor shall coordinate with COR prior to removal of paint the Contractor applied to unintended surfaces and shall perform removal in such a manner that does not damage Government property at no additional cost to the Government.
2.3.23. Contractor shall use an organic coating system consisting of corrosion preventative primer followed by a topcoat of appropriate polyurethane paint. Any portion of the SDAV without a primer coat will get a metal etch prime for additional anti-corrosion protection. Contractor shall reference materials listed in TO 1-1-8. Contractor shall avoid use of primer paints containing hexavalent chromium.
2.3.24. On SDAVs which the original serial number has been altered for display purposes, note the actual serial number by applying a discreet paint stencil containing the actual full tail number. Stencil shall be located below the right horizontal stabilizer.
2.3.25. Contractor shall remove prior nose art completely before painting SDAV and then reapply nose art on an SDAV IAW CMI after each full painting and shall not simply paint around nose art.
2.3.26. Squadron wing and major command crests may be applied as vinyl decals or stencils, and shall have a lacquer clear coat applied over the decal or stencil via spray painting to improve decal environmental resistance.
General Washing Requirements based on Written Task Order (TO)
2.3.27. Contractor shall perform cleaning of SDAV exterior surfaces and accessible interior surfaces IAW Air Force TO 1-1-691, Cleaning and Corrosion Prevention and Control, Aerospace and Non-Aerospace Equipment.
2.3.28. Prior to cleaning of SDAV, Contractor shall inspect all exterior panels, windows, canopies, seals and doors for security and integrity of weather sealing. Any loose or damaged seals or components shall be repaired and properly sealed to prevent water intrusion into SDAV.
2.3.29. Contractor shall remove all dirt, debris, carbon and contaminants from SDAV exteriors during washing. Contractor shall free all fuselage, wing, and empennage drain holes from obstruction during washing. Contractor shall remove and dispose of bird nests and bird feces or any kind of feces from the SDAV(s) during washing.
2.3.30. Contractor shall NOT use steam cleaning nor use high pressure spray nozzles to apply cleaning compounds onto SDAVs as high pressure can cause cleaning compounds to become entrapped in enclosed areas causing corrosion. Contractor shall only apply cleaning compounds using low-pressure soap nozzles on SDAVs. Contractor shall not exceed the cleaner dilution ratios recommended in TO 1-1-691, Table 3-2 or applicable instruction.
2.3.31. Contractor shall report to the COR any instances of and take action to prevent leaking or dripping of Petroleum, Oil and/or Lubricant (POL) products from the exterior of SDAV(s).
2.3.32. Contractor shall report to the COR any leaks and clean puddles of POL products from the ground or support structure beneath SDAV(s) caused by washing.
2.3.33. Contractor shall dispose of POL products contractor removed from SDAV(s) IAW the POL product’s respective Safety Data Sheet (SDS) and current base policy.
Unscheduled Maintenance Requirements based on Written Task Order (TO)
2.3.34. Contractor shall perform reasonable unscheduled maintenance when the Government requires unscheduled maintenance services. Contractor shall adhere to the following specifications. If the Government requires an unscheduled change to SDAV paint, markings, images, letters, numbers, nose art, and/or colors, the COR shall provide a new paint scheme approved by the ACC Historian and send to the contractor no later than 30 calendar days before scheduled painting.
2.3.34.1. Reasonable unscheduled maintenance shall include repair for damage to SDAV doors, windows, windshields, skins which allows water to enter interior structures. Any missing exterior sealants or seals. Any visible dents or major scratches, corrosion, missing or peeling exterior paint, and missing or peeling SDAV markings. Visible is damage observable within 50 feet.
Approval of Services
2.4. Services and requirements must be approved by the CO, before any work can begin.
2.4.1. Contractor shall issue a proposal to the CO when unscheduled requirements arise. The CO will evaluate each proposal to determine technical requirements, time of completion, fair price and whether funding is available.
2.4.2. Payment for work order service requests will be made IAW the applicable CLIN of the contract upon receipt of adequate supporting documentation (i.e., material receipts, subcontractor invoices/receipts, etc.).
2.4.3. Contractor shall provide completed work orders to the COR within one (1) business day for all work completed. Contractor shall provide COR Work Order Log after each SDAV is complete.
3. SURVEILLANCE & QUALITY ASSURANCE.

3.2. Quality Control. The Contractor shall employ their commercial quality control program and procedures to identify, prevent, and ensure non-recurrence of defective services. Through implementation of the Contractor’s quality control program/procedures, the Government shall receive quality services meeting the requirements of this contract. All quality control records shall be kept and made available to the Government throughout the contract performance period and for the period after contract completion until final settlement of any claims under this contract.
3.3. Quality Assurance. The Government may use various quality assurance methods to determine the Contractor’s compliance with the PWS and the contract requirements in accordance with FAR Clause 52.212-4, Contract Terms and Conditions – Commercial Items (a) Inspection/Acceptance.
3.4. Re-Performance of Non-Conforming Work. Upon inspection of work, any work found to not be IAW with this PWS and contract shall be re-performed by the Contractor at no additional cost to the Government.
4. CONTRACT ADMINISTRATION. During performance under contract, the Contractor shall participate in administrative tasks inherent to the administration, surveillance, and oversight of contract performance.
4.1. Contract Employees. All contract personnel must be able to read, write, speak, and understand English fluently. Contract personnel shall present a neat appearance and be easily identified as a contract employee. The Contractor shall obtain base identification and vehicle passes for all employees who make frequent visits to or perform work on MHAFB IAW current installation access and entry requirements. Contractor personnel are required to wear or prominently display installation identification while visiting or performing work on the installation. The Contractor shall not employ persons for work on this contract identified to the Contractor by the CO as a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population. Each employee will be easily identified by wearing distinctive clothing bearing the name of the company or by wearing appropriate badges that contain the company name and employee name(s). The Contractor shall not employ any person who is an employee of the Government, if employing that person would create a conflict of interest. The Contractor is cautioned off-duty active military personnel hired under this contract may be subject to permanent change of station, change in duty hours, or deployment. Military Reservists and National Guard members may be subject to recall to active duty. The abrupt absence of these personnel could adversely affect the service provider’s ability to perform; however, their absence at any time shall not constitute an excuse for non-performance under this contract.
4.2. Interferences. The Contractor shall not unduly interfere with regular scheduled Government operational activities in the performance of contract requirements. In the event a Government supervisor so requests, the Contractor shall temporarily cease work in the area and report the issue, to include the name of the government personnel involved to CO immediately.
The Contractor shall notify the CO verbally of disputes with customers or other base contractors and follow-up in writing.
4.3. Records Management. The Contractor shall create, handle, and maintain records for the Air Force, regardless of medium, IAW the requirements established in AFRIMS Records Disposition Schedule (RDS), AFI 33-322, Records Manage Program, AFI 33-364, Records Disposition Procedures and Responsibilities, and AFM 33-363, Management of Records. Inquiries as to the specific actions necessary to meet the requirements established in the above referenced publication may be directed to the Mountain Home Records Management Office at 366 CS/SCOKR, Bldg. 512, MHAFB ID, 83648.
5. ENVIRONMENTAL CONTROLS.
5.1 Hazardous Material Inventory and Safety Data Sheets: SDS are required as specified in the latest version of Federal Standard No. 313 for all materials. SDSs must be submitted by the Contractor upon contract award to the Hazardous Materials Program Manager (366 CES/CEIE) at 208-828-1684/6351 and emailed to 366CES.HW_Facility@us.af.mil and 366cescev@us.af.mil for determination of whether or not a product is a hazardous material (HAZMAT) and what additional requirements may be applicable/necessary. Approval is required before bringing any HAZMAT onto the installation. The Government (HAZMART personnel) shall inventory all chemicals the Contractor brings on to MHAFB or any property under the control of MHAFB. The inventory will be performed prior to commencement of work. Criteria for identifying hazardous waste, is contained in Subpart C of 40 CFR, Part 261.
5.2 Material Storage and Use. The Contractor shall follow manufacturer's guidelines and professional recommendations for control of humidity, temperature, cleanliness, and materials handling. This includes HAZMAT.
5.3 Notification of Environmental Spills. If a spill occurs, the person discovering the spill will make every effort to stop the product flow, warn personnel, shut off ignition sources, contain the spill, make notifications, and begin cleanup. If the spill is considered an emergency and there is a potential life, health, fire, or other safety hazard, the MHAFB Fire Department will be notified IMMEDIATELY by calling 911. Responsible units/activities will clean up small spills safely and within their capabilities to do so. Generally, a spill of only a few gallons will be recovered by the responsible unit/activity using absorbent materials or a spill kit located by the site.
Recovered product and contaminated materials will be packaged and staged for disposal in accordance with the installations hazardous waste procedures; contact the Environmental Office (208-828-6351) for guidance. All spills, regardless of size, must be immediately reported to the Environmental Office (208-828-6351) by the responsible party. The liability for the spill or release of such substance’s rests solely with the contractor and its agent.
5.4 Waste. Identify, label, handle, store, and dispose of hazardous waste or debris IAW federal, state, and local regulations. Ensure all waste has undergone the appropriate hazardous waste determination and documentation is retained for these determinations. Wastes generated from washing, prepping, and painting shall need to be collected and analyzed, specific analytical requirements will be based off the SDS and known aircraft paint contaminants. Do NOT remove any soil from base until authorized by Environmental at 828-6351. If hazardous wastes are generated, the Contractor shall be required to setup and maintain a hazardous waste accumulation point. All hazardous waste generated must be disposed of at a RCRA permitted treatment storage or disposal facility. Do Not dispose of hazardous waste on Government property. Do Not discharge any waste to a sanitary sewer, storm drain, or to surface waters or conduct waste treatment or disposal on Government property without written approval of the CO and Environmental. Consult with the Hazardous Waste Program Manager (366 CES/CEIE) at 208-828-1684/6351 prior to disposal of any waste.
5.5 Asbestos. The Contractor shall comply with Section 29 CFR 1910.1001(j) (7) (iv). Asbestos may be located in facilities which contain Asbestos Containing Material (ACM) or Potential ACM. The Contractor (not the Government) shall determine if any exposure to ACM may result in performing work under the contract.
5.6 Historic Preservation. MHAFB houses numerous historic properties (buildings, structures, objects, archaeological sites) managed in compliance with the National Historic Preservation Act (NHPA), and its implementing regulations at 36 CFR 800. In order to avoid inadvertent adverse effects to historic properties, coordination with 366 CES/CEIE Cultural Resources Manager (828-8003/6351) is required prior to implementation.
6. SECURITY, OPSEC, & ANTITERRORISM.
6.1. General. Contractor personnel employed under this contract shall meet the requirements of all security requirements addressed in this PWS. The 366th FW Information Protection (IP) office will provide oversight as the Servicing Security Activity (SSA). Sponsoring Air Force organization will ensure Integrated Visitor Groups complete all necessary security training, i.e.
Information, Physical Security and Anti-Terrorism. The contractor shall ensure requirements for obtaining Contractor personnel security clearances/background checks, protecting Government property, safeguarding protected information/materials, and shielding Government AISs and non-automated information systems are met. The Contractor shall also perform in accordance with the Compliance with National Industrial Security Program Operating Manual (NISPOM).
NOTE: Not all security requirements will apply to every contract. Please reference contract agreement to determine appropriate requirements.
6.2. Notification of Government Security Activity. Upon performance on the military installation, the contractor will notify the SSA and/or host unit security assistant (USA) 30 days prior to contractor operations. In the event the contract starts within 30 days, the contractor will need to notify the SSA within 72 hours of contract start. The contractor shall furnish the SSA/host USA at the performance location all required information (identifying information for personnel working the contract, contract information, etc.).
6.2.1. Security Agreement. If deemed as a long-term contract the contractor and sub-contractors shall enter into a security agreement with host base SSA, by reviewing and signing the local security procedures documentation. This agreement shall outline how the contractor integrates security requirements for contract operations with the AF to ensure effective and economical operation on the installation.
6.3. Listing of Employees. The contractor shall maintain a listing of all employees performing work under this contract. The list shall be validated and signed by the Contracting Officer Representative (COR), and provided to the Contracting Officer (CO), SSA and host unit supervision. The contractor shall update the list when employees move positions, are replaced, or upon request. The Contract Manager (CM) will also provide visit notification identifying all integrated personnel regardless of clearance level. The list shall include the employees’ Names, Location of Performance, and Security Clearance.
6.3.1. Contractor Removal. The CO may direct the removal of a contractor employee from this contract for reasons of security or misconduct. All contractor personnel are subject to Security Forces jurisdiction and the authority of the installation commander while on USAF installations.
6.4. Contractor Integration. Contractor personnel will be integrated into individual host unit organizations as applicable to their respective functional position. The contractor will adhere to all wing and squadron level security policies and directives. Respective unit security assistants shall provide security administration, to include training and badging.
6.5. Security Support Provided by AF. Security support is provided by the AF to the contractor, including use of base destruction facilities, reproduction facilities, security badges, base visitor control, investigation of security incidents, base traffic regulations, the use of security forms and conducting inspections.
6.6. Off-Installation Security. In the event temporary work is required at locations other than Mountain Home Air Force Base (MHAFB), the contractor will ensure applicable security measures and processes are established with the governing SSA or government agency.
Performance intended to exceed 90 days will require revision of the contract.
6.7. Pass and Identification Items. The Contractor shall ensure the pass and identification items required for contract performance are obtained for employees. Base identification badges will be furnished by the SSA and/or host USA for each contractor employee upon presentation of evidence of assignment. Other required badges will be furnished by the Government as necessary to complete task requirements.
6.7.1 Retrieving Identification Items. The Contractor shall retrieve all identification items from employees who depart for any reason before the contract expires, e.g.
terminated for cause, retirement, etc.
6.8. Security Clearance/Background Check. When applicable all personnel performing on this PWS will have a security clearance/background check equivalent to the requirements listed in the contract. Personnel will complete the appropriate documentation (SF-85, Questionnaire for Non-Sensitive Positions or SF-86, Questionnaire for National Security Positions) through National Background Investigation Services (NBIS) website. Documentation of a completed/adjudicated application is required prior to issuance of a Common Access Card
(CAC).
6.9. Controlled/Restricted Areas. The Contractor shall implement local base procedures for entry to Air Force controlled/restricted areas where contractor personnel will work. When applicable an AF Form 2586, Unescorted Entry Authorization Certificate, must be completed and signed by the sponsoring agencies Security Manager before a Restricted Area Badge will be issued.
6.10. Controlled Unclassified Information. The contractor shall comply with DoDI 5200.48_DAFI16-1403, Controlled Unclassified Information, for identification, protection, and training requirements of CUI. The contractor shall be responsible for training their personnel and accomplishment of the out-processing procedures identified in DoDI 5200.48_DAFI16- 1403. The contractor shall comply with DoDM 5400.07_AFMAN33-302, Freedom of Information Act (FOIA) Program, requirements. Unclassified DoD information not approved for public release on non-DoD Information Systems will be protected IAW DoDI 8582.01, Security of Non-DoD Information Systems Processing Unclassified Nonpublic DoD Information.
6.10.1. Foreign Disclosure. Due to the nature of the MHAFB mission, foreign integration and sensitivity of information and materials, the contractor will ensure all personnel are aware of and comply with foreign disclosure procedures. Release of CUI and Classified Military Information must be approved by the 366 FW Foreign Disclosure Officer (FDO).
6.11. Operations Security (OPSEC). The contractor shall comply with 366 FW OPSEC requirements and countermeasures to protect critical information as defined in AFI 10-701, Operations Security. Contractors shall receive unit specific OPSEC briefing prior to the start of work. Briefing documentation must be completed by the respective unit OPSEC coordinator.
The unit OPSEC personnel will provide guidance on protecting critical information, training materials and other instructions as needed. The contractor will comply with the 366 FW OPSEC Policy that imposes a 100% shred requirement of all government related paper products using NSA approved devices only.
6.12. Antiterrorism (AT). IAW DFARS 252.204-7004, Antiterrorism Awareness Training for Contractors, and DoDI O-2000.16 Volume 1, DoD Antiterrorism Program Implementation:
DoD Antiterrorism Standards, contractor personnel who require routine physical access to MHAFB shall complete Level I AT Awareness Training within 30 days of requiring access and annually thereafter. Routine physical access is defined as any contractor issued a Common Access Card (CAC), any contractor having installation access for a year or more, any contractor requiring a security clearance, or any contractor requiring access to specific secure areas (e.g., SAPF, SCIF, etc.).
6.12.1. Level I AT training shall be complete through a DoD-sponsored/certified computer or web-based distance learning instruction, or under the instruction of a Level I AT Instructor. Contractor personnel can complete DoD Level I AT Training at https://jko.jten.mil/. If the Contractor has personnel who can’t access the DoD Level I AT Training site, they notify the COR to arrange access to the training site or to coordinate other Level I AT Training. Certificates of Completion of initial and annual training will be maintained by the prime contractor and Unit Antiterrorism Representative (UATR) and will be readily available for review as needed.
6.12.2. All personnel, to include contractors, on MHAFB will comply with directed/implemented Force Protection Condition (FPCON) and/or AT measures, unless specifically exempted by the 366 FW Commander (CC). Contractor personnel will submit requests for exceptions to FP/AT Measures through the COR, who will submit the request to 366 FW Antiterrorism Officer (ATO) for submittal to 366 FW/CC.
6.12.3. During periods of increased threat or raised FPCONs, contractor access to the installation, or specific parts of the installation, may be limited or denied. The COR will, when possible, notify contractor personnel before the limitations/restrictions are implemented. Contractor personnel will coordinate with the COR regarding possible affects limited/restricted access will have on contract completion. Contractor personnel will coordinate with the COR on assignment of Mission Critical Contractor status as needed.
6.12.4. During periods of increased threat or raised FPCONs, personnel, to include contractors, may be required to be escorted while on MHAFB. When being escorted, personnel will always remain with their escort. If personnel become separated from their escort, they will remain where they are and notify the 366 Security Forces Squadron (SFS) at 208-828- 2256/2257/2258.
6.12.5. The Contractor shall include the DFARS 252.204-7004, Antiterrorism Awareness Training for Contractors, clause as well as all other above identified AT items, in all subcontracts, including subcontracts for commercial items, when subcontractor performance requires routine physical access to MHAFB.
6.13. Reporting Requirements. Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware may pose a threat to the security of DoD personnel, contractor personnel, resources, and classified or unclassified defense information. Contractor employees shall be briefed by their immediate supervisor upon initial on-base assignment.
6.14. Physical Security. The Contractor shall be responsible for safeguarding all government property and controlled forms provided for contractor use. At the end of each work period, all government facilities, equipment, and materials shall be secured.
6.14.1. Key Control/Access Badge Control. The Contractor shall establish and implement methods of making sure all keys/badges issued to the contractor by the Government are not lost or misplaced and are not used by unauthorized persons. The Contractor shall not duplicate any keys issued by the Government.
6.15. Traffic Laws. The Contractor and its employees shall comply with base traffic regulations.
6.16. Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their contractor-owned vehicle or privately-owned vehicle while on DOD Installations.
6.17. Domestic Violence/Lautenberg Amendment. Contractor personnel who have duties in, have access to, or are otherwise involved in the storage, issue, disposition of, or transporting firearms or ammunition shall complete DD Form 2760, Qualification to Possess Firearms or Ammunition, annually. The DD Forms 2760 shall be maintained by the CM and be made available to the KO and COR office upon request. Any person who has been convicted of a crime of domestic violence is not eligible to perform these duties. All personnel have an affirmative, continuing obligation to inform their supervisors if they have, or later obtain, a qualifying conviction. Candidates selected to fill these positions certify they have not been convicted of a crime of domestic violence, or who is subject to a protective order for domestic violence prior to assuming the duties of the position. These activities are covered by 18 U.S.C. § 922.
