1. Contracting Officer’s Representative (COR).

a. Primary COR.

b. Alternate COR.

c. Property Administrator.

2. Contract / Task Order Title. Wideband Satellite Communications (SATCOM) Operational Management System (WSOMS) Technical Support

3. Background.

Wideband SATCOM Operational Management System (WSOMS) provides crucial wideband SATCOM transmission management and control for joint battlefield wideband satellite systems employed by tactical, operational, and strategic echelons. WSOMS integrates all control systems and subsystems to achieve planning, management, spectrum monitoring, defensive space control, payload control, and transmission control in support of survivable and non-survivable communication services operating over wideband SATCOM satellites. The control segment continues to evolve to effectively support the emerging force projection and rapid deployment role of military forces, and WSOMS enhances critical control segment functionality (to include the management, monitoring, and hardening of Wideband Control subsystems) by combining control functions on common computer systems and modernizing the Army's wideband SATCOM satellite (Wideband Global Satellite Communications (WGS) & Defense Satellite Communications System (DSCS)) control capabilities, especially to accommodate the greater capacity of the newer WGS constellation.

4. Objectives:

The objective of this Task Order (TO) is to provide engineering, technical, programmatic and administrative assistance efforts managed by Project Manager Integrated Enterprise Network (PM IEN) / Product Manager, Wideband Enterprise Satellite Systems (PdM WESS) in support of the WSOMS Program of Record (PoR), its many subsystems, and the WSOMS Network (WSOMSNET), to include the interoperability of its subsystems within a multiple security enclave environment for use by the 53rd Space Operations Squadron (53SOPS).

5. Scope.

The scope of this TO includes the evolution and sustainment of the WSOMS system-of-systems infrastructure, as well as new capability releases and modernization of numerous WSOMS subsystems, such as the Replacement Radio Frequency Interconnecting Subsystem (RRFIS), the Remote Monitoring Control Element (RMCE), the WSOMS Network (WSOMSNet), and the Cross Domain Solution (CDS). The engineering of the Cross Domain Solutions will allow for other subsystems, such as the Global Satcom Configuration Control Element (GSCCE), Common Network Planning Software, and the Mitigation Anti-Jam Element (MAJE) to utilize the advanced features of the CDS to enable the ability of traffic to cross the differing enclaves in the Wideband SATCOM Operation Center (WSOCs) and Regional SATCOM Support Center (RSSCs).
