Aggregate Stone
Performance Work Statement Part 1
GENERAL INFORMATION
1. General: This is a supply contract to provide Aggregate Materials.
1.1 Description of Services/Introduction: The purpose of this acquisition for the supply of Aggregate Materials (Crusted Stone and Sand) to maintain the viability and safe use of all road surfaces located on Fort Riley, Kansas (FRK). The contractor shall perform to the standards in this contract.
1.2 Scope: The Contractor shall furnish all labor, supplies, equipment and transportation to supply and deliver Aggregate Materials (Crushed Stone and Sand).
1.3 Period of Performance: The period of performance shall be for four (4) Year Ordering Periods. The Period of Performance reads as follows:

1.4 Recognized Holidays: The contractor is not required to perform supply deliveries on any federal holiday. A complete up to date listing of all federal holidays is located at 5 U.S.C. 6103(a).
1.5 Hours of Operation: The contractor is responsible for conducting business, between the hours of 7:00 a.m. to 4:30 p.m. Monday through Thursday, 7:00 a.m. to 3:30 Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings.
1.6 Point of Delivery: All points of delivery are on Fort Riley. The three required points of delivery are:
a. Main Post. –Building 338 (Department of Public Works Yard)
b. Tank Gunnery Range South. – Vinton School Road (Range 18)
c. Tank Gunnery Range North. – New Highway 77 North of Wakefield, KS (MPRC)
1.7 Type of Contract: The government will award a Firm Fixed Price Supply Contract.
1.8 Quality Control: Contracts for commercial items shall rely on Contractors’ existing quality assurance systems as a substitute for Government inspection and acceptance unless customary market practices for the commercial item has been acquired include in-process inspection. Any in-process inspection by the Government shall be conducted in a manner consistent with commercial practice.
1.9 Conduct and Appearance: The Contractor shall ensure that the conduct of its employees, while on Fort Riley, shall not in any way be discourteous and shall present themselves in a professional appearance at all times. The conduct and appearance of Contractor employees shall not reflect discredit upon this installation or upon the Department of the Army (DA). The Government reserves the right to require removal of a Contractor employee from the job site who endangers persons or property, or whose continued employment is inconsistent with military security or mission accomplishment. The Government reserves the right to refuse to permit any Contractor employee to perform services under this contract who is not in compliance with this contract. Failure of an employee to gain access to the installation due to the above will not relieve the Contractor of any work required by this contract.
1.10 Access and General Protection/Security Policy and Procedures: The Contractor shall comply with applicable installation, facility, and area commander installation/facility access and local security policies and procedures (provided by government representative). The Contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshall Office, Director of Emergency Services, or Security Office. Contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA, and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.
1.11 Contractor personnel shall possess a corporate issued identification card and/or a copy of the contract/delivery order when supplies are being delivered and present a valid State Driver’s License/ID Card, proof of insurance and vehicle registration in order to access the installation.
1.12 All commercial delivery vehicles used under this contract to use only the 12th Street access control gate.
1.13 Compliance with enhanced Force Protection Conditions is mandatory and shall be at no cost to the Government. The current FPCON posted at the following link https://home.army.mil/riley/ provides specific guidance regarding access to Fort Riley. It is the Contractor’s responsibility to check this website and relay the information to their personnel.
1.14 Fort Riley advisories, daily traffic update and other access control point’s hours of operations can be accessed at the following link: https://home.army.mil/riley/
1.15 Emergency medical treatment will be provided by Irwin Army Community Hospital (IACH) Fort Riley in order to prevent undue suffering or loss of life. Emergencies will be treated only during the period of emergency and appropriate action will be taken to discharge or transfer such patients as soon as the emergency period ends. Charges for medical care will be at the prevailing rate and at the Contractor's expense.
NOTE: Cell phone use is authorized to dial 911 for emergency services while on Fort Riley.
PART 2
PRODUCT SPECIFICATIONS AND DELIVERY INFORMATION
2.1 AGGREGATE MATERIAL
2.1.1 Crusted Stone: The aggregates requested are widely used in the base construction, surfacing or resurfacing, and surfacing or subgrade modification to improve secondary road surfaces. The contractor shall provide the requested materials according to sections 1104, 1111, and 1112 of the Kansas Department of Transportation specification code. The materials delivered shall meet the requirements of the type specified below.
a. Section 1104: As listed in table 1104-1 the contractor shall supply an aggregate that meets the specifications for type AB-3. (Technical Exhibit 1)
b. Section 1111: As listed in table 1111-1 the contractor shall supply an aggregate that meets the specifications for type SA-7. (Technical Exhibit 2)
c. Section 1112: As listed in tables 1112-1 and 1112-2 the contractor shall supply an aggregate that meets the specifications for type SS-5. (Technical Exhibit 3)
The exact specifications of the required aggregate types are attached to this performance work statement and are titled as follows:
a. Technical Exhibit 1 - KDOT Section 1104 (AB-3)
b. Technical Exhibit 2 – KDOT Section 1111 (SA-7)
c. Technical Exhibit 3 - KDOT Section 1112 (SS-5)
2.1.2 Sand: Natural from the breakup of siliceous / calcareous rock or produced from naturally occurring sand and gravel. Commonly used for ice control measures. The gradation requirements as a percent retained on SQ. mesh sieve after removal of minus #200 materials (max pass #200 wash is 2%) or sieve 3/8, 4, 8, 16, 30, 100 PERCENT 0, 0-15, 8-24, 20-50, 50+, 95-100.
2.1.3 The contractor shall deliver the requested materials to the locations specified in section 1.6 of this document only.
2.2 DELIVERY CRITERIA
2.2.1 The contractor shall start delivery within 3-5 business days of a delivery order being issued.
2.2.2 Points of Delivery: All points of delivery on Fort Riley are as follows:
a. Main Post. –Building 338 (Department of Public Works Yard)
b. Tank Gunnery Range South. – Vinton School Road (Range 18)
c. Tank Gunnery Range North. – New Highway 77 North of Wakefield, KS (MPRC)
2.2.3 The contractor shall verify by email to Mrs. Janie Anderson. Janie.t.anderson.civ@army.mil
a. Bill of Lading and rock weight ticket, clearly bearing shipper and carrier names
b. Identification of company name and identifying numbers present on truck and trailer, and license plate numbers of each
2.2.4 Delivery Requirement of Trucking Company
2.2.5 Drivers shall be prepared to provide a driver’s license, proof of insurance, and all training certificates required in section 3.4 of this performance work statement dated 1 November 2021 .
2.2.6 Before the truck is permitted to unload, driver shall have appropriate Personal Protective Equipment (PPE).
2.2.7 Contractor shall be responsible to ensure that appropriate PPE is provided to drivers and it meets requirements. Drivers shall be trained in the use of PPE and if driver fails to comply with Health and Safety requirements by not wearing protective apparel, driver shall not be permitted to unload.
2.2.7.1 Government expects, at a minimum, that the driver shall have boots and gloves of such material and construction shall be impermeable and protective. The Government reserves the right to refuse delivery at no additional cost if the driver's PPE, upon inspection, does not meet Health and Safety requirements.
2.2.7.2 The Contractor shall be responsible for providing its own equipment on site for removal of product from vehicles.
2.3 SUBMITTALS
2.3.1 Time required: Submittal review will require rock tickets be provided every 2 days for review of each submittal or resubmittal, unless otherwise specified. Time required for review of each submittal or resubmittal begins when complete sets of materials required are received.
2.3.2 If a submittal is not adequate as submitted, the deficiencies will be identified to the contractor in writing. The contractor shall correct all identified deficiencies and submit a corrected contractor submittal within 5 days.
Part 3
SECURITY, ACCESS, and TRAINING
3.0 The Contractor shall conduct all work in a safe manner, and in compliance with the Occupational Safety and Health Act (OSHA), the Safety and Health Requirements Manual EM 385-1-1, and Federal, State and Army requirements. If the Contractor fails, or refuses, to promptly comply with safety requirements, the Contracting Officer may issue an order stopping part or all of the work until satisfactory corrective action has been taken. No part of the time lost due to any such stop order shall be made the subject of claim for extension of time or for excess costs or damages to the Contractor.
3.1 Safety Plan The contractor shall provide upon request a written, site specific, Safety Plan which is acceptable to Fort Riley. The Safety Plan shall address topics pertaining to the contractor's specific work at this facility. The Safety Plan shall be consistent with applicable topics covered by the OSHA standards for transportation, delivery, handling, and off-loading of materials. The Safety Plan shall include but is not limited to the following elements:
a. Communication
b. Personal Protective Equipment, specific to which driver shall be required to use during unloading at the site and documenting employee training on PPE and handling and transportation
c. Provisions for spill containment and mitigation, equipment available on truck to control hazards during off-loading.
d. Assurance that dedicated transport trailers shall be used for material. The contractor shall be responsible for ensuring that subcontractors comply with the requirements set forth in this statement of work, the regulatory standards and the industry standards incorporated by reference.
The OSHA standards are available at www.osha.gov . OSHA standards in 29 CFR 1910 and 1926 apply to the work within the scope of this Contract.
3.2 PERSONNEL MANAGEMENT
3.2.1 Identification Badges. Provide each employee working at the pickup and transfer point with a numbered identification badge that shall be conspicuously displayed at all times while on the installation. The badges shall include employees name, a recent photo suitable for individual identification, the legal name of the contractor, and the current contract number. The Contractor shall recover all identification badges from employees who leave their employment.
3.2.2 Personal Appearance. Contractor personnel employed shall maintain a clean, neat, and professional appearance at all times. Attire shall not include shorts more than two inches above the knee, spandex, halter or tube tops.
3.2.3 Conduct of Personnel. The Government has the right to remove and/or bar any Contractor employee, or prospective Contractor employee, who is identified as a potential threat to the health, safety, security, or general wellbeing of the installation and its population. The Contractor shall maintain full responsibility for mission accomplishment despite the removal.
3.3 Personnel and Vehicle Access.
3.3.1 Personnel Access. Access and general protection/security policy and procedures. This standard language is for contractor employees with an area of performance within Army controlled installation, facility, or area. Contractor and all associated sub-contractors employees shall provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.
3.2.2 For contractors that do not require CAC, but require access to a DoD facility or installation: Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05/AR 190- 13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.
3.4 TRAINING
3.4.1 AT Level I training. All contractor employees, to include subcontractor employees, requiring access Army installations, facilities and controlled access areas shall complete AT Level I awareness training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable and annually thereafter. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee, to the COR or to the contracting officer, if a COR is not assigned, within 05 calendar days after completion of training by all employees and subcontractor personnel. 3.4.2 iWATCH Training. The contractor and all associated sub-contractors shall brief all employees on the local iWATCH program (training standards provided by the requiring activity ATO). This locally developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR This training shall be completed within 30 calendar days of contract award and within 05 calendar days of new employees commencing performance with the results reported to the COR NL T 30 calendar days after contract award. iWATCH information can be obtained from the iWATCH Homepage: http://www.riley.army.mil/Community/iWATCH.aspx
3.4.3 Operations Security (OPSEC) Level I Training. Per AR 530-1 Operations Security, the contractor employees must complete Level I OPS EC Awareness training. New employees must be trained within 30 calendar days of their reporting for duty and annually thereafter. PART 6
APPLICABLE PUBLICATIONS
6.1 General: Documents applicable to services to be performed under this performance work statement dated 1 November 2021 are listed below. The listed documents have been coded as advisory (A) or mandatory (M). The contractor shall follow those coded as mandatory to the extent specified in this contract when a specific part of the document is referenced. When only a specific part(s) of a document is coded as mandatory, the remainder of that document may be considered advisory. The Government will provide Department of Defense, Department of the Army, and Fort Riley documents listed as mandatory at contract start date. Supplements, amendments, or revisions to mandatory documents may be issued during the term of the contract and shall be in full force and effective immediately upon approval by the Contracting Officer. The contractor shall adhere to the requirements in these mandatory supplements, amendments, or revisions during the life of the contract.
