About this file

This is a Performance Work Statement (PWS) for grounds maintenance services at Eielson Air Force Base, Alaska, effective September 28, 2026. The contractor shall provide comprehensive non-personal services including all personnel, equipment, tools, supervision, and materials necessary to maintain the base's grounds in a professional appearance while promoting healthy vegetation growth. Services encompass five primary ground categories: improved grounds (345.1 acres, 18-22 mowings annually), semi-improved grounds (478.9 acres, 6 mowings annually), Bird Area Strike Hazard/airfield grounds (908.1 acres, 2 mowings annually), un-improved grounds including power and fuel line right-of-ways (687.58 acres, 2 mowings annually), and vegetative/inert/rock beds at 13 specified facilities. Key service requirements include mowing to specified heights (2-4 inches for improved, 4-10 inches for semi-improved, 7-14 inches for BASH areas), edging, trimming, comprehensive weed control, irrigation, debris removal, lawn conditioning with annual fertilization and aeration, shrub and hedge pruning, tree care and removal with specified clearance standards, and emergency services. The growing season runs April 15 through September 30, with a pre-season mobilization meeting required. Special requirements include tree work compliant with ANSI standards, dead animal collection and reporting, tree stump removal to 8 inches below grade within 5 days, soil testing, and preservation of marketable timber per DAFMAN 32-7003.

The contractor must comply with all federal, state, and local environmental regulations including DoD Instruction 4150.07 and AFMAN 32-1053 for pesticide use. All chemical applicators require current state and DoD certifications, with traditional chemical herbicides prohibited within 50 feet of playgrounds and schools. Monthly pesticide reports detailing product, location, date, quantity, EPA registration, and applicator certification are required, with hazardous materials approval via AF Form 3952 and storage in secure, temperature-controlled, secondary-contained facilities. Performance is evaluated against service summary thresholds allowing no more than 3-5 valid defects per month depending on service category, with defects remedied within 24 hours. The contractor operates from approximately 1,500 SF of floor space and 8,500 SF of exterior space at building 6220. Facility, electricity, and security/emergency services are government-provided; the contractor must supply all materials and obtain necessary security clearances and identification media. Operations occur Monday-Sunday, 0700-2200, excluding federal holidays, with no services in residential areas before 0800 or after 1800. The contractor must submit schedules, quality control plans, work performed reports, soil test results, and hazardous materials inventories in Microsoft Office-compatible formats. Monthly progress meetings with the contracting officer, functional commander, and other government personnel discuss performance trends, contract modifications, and improvements.

The Contractor shall inspect and avoid any such debris or stones and shall locate and identify all fixed infrastructure obstacles within the work zone that pose a hazard to equipment or personnel while operating machinery. The Government will make reasonable efforts to identify and notify the Contractor of known hazards, but the absence of such notification does not relieve the Contractor of their responsibility. SERVICE SUMMARY

The contract service requirements are summarized in performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimally acceptable levels of service required for each requirement. The Services Summary (SS) and the Contractor’s

Quality Control Plan detail contract requirements, expected performance levels, and the

Government’s method for validating services. These thresholds are critical to mission success. The

Government will use procedures outlined in FAR 52.212-4(a), 'Contract Terms and Conditions -

Commercial Items, Inspection/Acceptance,' to remedy all deficiencies. During the initial 30 days of the contract, two additional errors per task will be permitted to account for normal phase-in challenges.
