1.1.16.1 The Contractor shall perform analysis, recommend dispositions, and develop repair solutions as needed in support of new and ongoing inspections and repairs on B-1 fleet aircraft horizontal stabilizers (DI-MISC-81384/T, CDRL: A00F). Such responses shall provide specialized engineering expertise in support of the implementation of inspections, dispositions, or repairs. If the estimated duration of the HSTI is expected to exceed 40 hours, notify the COR to discuss the most suitable course of action. In such cases, at the government's discretion, a supplemental HSTI request may be submitted to cover any additional costs.

1.1.16.2 This is a level of effort estimate to be around 1350 man-hours. The Government expects to submit up to 45 HSTI requests each year. The average effort per HSTI is less than 30 hours, but some may exceed 80 hours.

1.1.16.3 Maintain a log of technical inquiries, approximate time spent, parties involved, and subject.

This log shall be made available to the AF for review in the data system. Performance expectations are as follows: 85% of HSTIs completed on time with technically acceptable. A response is defined as "technically acceptable" if it is accepted by the Government without requiring major revisions. On time is defined as 5 workdays for urgent HSTI’s and 10 workdays for routine HSTI’s. Inquiries shall be

October 21, 2025 Page 15 of 27 considered routine unless they are designated as urgent at the time they are submitted. The results of these efforts shall be documented in the annual report for the contract (DI-MISC-81384/T, CDRL:

A00F).

1.1.17 Commodities Drawing Cleanup

1.1.17.1 Provide a minimum of 500 sheets of deliverable (internal to the Government, not to the public) existing Contractor engineering data at the request of the Government as cost and schedule allow. Historically the Government has requested more than 500 sheets, spending approximately 1300 hours of effort annually. Boeing will complete sheet deliveries above the minimum requirement as cost and schedule allow. If funds do not allow, then completion will resume on a follow-on task order. (DI-

SESS-81000F/T, CDRL: A002)

1.1.17.2 The Contractor shall incorporate Advance Drawing Change Notices (ADCNs) as necessary to deliver engineering data to the Government. If the ADCN is/are not required to be incorporated and the Government does not request incorporation, the ADCN(s) shall be delivered with the drawing.

Engineering data includes released 3D CAD models for drawings requested if the models currently exist. Best-estimated quantity is 13 drawing requests per month, or 42 sheets delivered per month. (DI-

SESS-81000F/T, CDRL: A002)

1.1.17.3 The Contractor shall deliver all requested data within 64 workdays of the request unless a different timeframe is mutually agreed upon in writing by the Government and the Contractor.

Contractor performance against this standard is a material element of this contract. Failure to meet the required delivery timeframe may result in a request for consideration or an unsatisfactory rating for this element in the Contractor Performance Assessment Reporting System (CPARS).

1.1.17.4 Activities in this paragraph are defined as Drawing Cleanup Actions. The Contractor shall create ADCN(s) that result from technical inquiries in paragraph 1.1.15. The Contactor shall have 64 workdays after the technical inquiry is completed, and delivery is requested to deliver the ADCN. The Contractor shall incorporate existing ADCN(s), incorporate Government engineering orders, and clean-up illegible engineering data when requested by the Government. Best-estimated quantity is two per month. (DI-SESS-81000F/T, CDRL: A002) The contractor shall have 64 workdays to deliver data in these circumstances.

1.1.17.5 The Contractor shall convert handwritten face of drawing Parts List to a separate machine generated Parts List (CMPRO) when review indicates it will save time during ADCN incorporation.

Additional parts list will only be converted to a separate parts list (CMPRO) if the data has been identified for future use by the Government Program Depot Maintenance (PDM) and/or Management of Items Subject to Repair (MISTR). (DI- SESS-81000F/T, CDRL: A002)

1.1.17.6 During the review and research of drawing request(s), Contractor shall notify and supply a ROM to the Government requestor for any unusually large amount of estimated hours needed for data clean-up and/or updates that require Material and Processes (M&P) review and approval. The ROM should include the items marked for clean-up updates, and revision to a separate parts list (CMPRO) is

October 21, 2025 Page 16 of 27 recommended. The ROM shall be delivered via email and shall be included as part of the Service Engineering Report. (DI-MISC-81384/T, CDRL: A00F)

1.1.17.7 Prepare a Service Engineering Report (SER) documenting the results of the efforts performed under this task including all ROMs that were provided to the Government. The engineering report shall also identify the material purchased under this EA as well as the location/disposition of the material purchased and any GFP provided in support of this EA. Additionally, a list of all data items, including disposition, delivered under this effort as a contract requirement, CDRL or DAL, shall be incorporated.

The Contractor shall prepare a closure letter in the CEDMS database in conjunction with the SER. This report can be incorporated into the annual report for the contract. (DI-MISC-81384/T, CDRL: A00F)

1.1.17.8 No new 3D CAD models will be prepared for this task. A sheet is defined as a page of engineering data requiring the placement of a distribution statement. Thus, any parts lists or typed documents delivered will count as only one delivered sheet.

1.1.17.9 The Contractor shall ensure that all technical data delivered under the "Commodities Drawing Cleanup" effort is marked with the data rights legends appropriate to the data's original development funding source. The purpose of this task is the delivery of existing data, not the negotiation or creation of new data rights. All markings and actions shall be consistent with the governing data rights clauses of this contract (e.g., DFARS 252.227-7013) and any special provisions in Section H. Specifically, technical data previously delivered with "Unlimited Rights" legends (e.g., data associated with B-1 and B-52 platforms) shall be delivered with "Unlimited Rights" legends. Technical data previously delivered with "Limited Rights" legends (e.g., data associated with some E-3 and KC-135 platforms) shall be delivered with "Limited Rights" legends, preserving any original expiration dates.

For data governed by a specific agreement, such as the 31 May 2019 agreement concerning "Boeing Rights Guard" markings (see contract FA811919D0005), the Contractor shall preserve these specific markings as originally delivered. Where required for marking, the Government will provide the Contractor with the original contract number. This requirement does not apply to process specifications.
