About this file
This is a Performance Work Statement for commercial food, catering, and potable water services at Peleliu Airfield in the Republic of Palau. The requiring activity is the 356th Expeditionary Theater Support Group, with an estimated performance period of February 1, 2027 through December 31, 2027.
The Contractor must provide complete turn-key catering and food services for 50–60 deployed U.S. military personnel, including all personnel, management, equipment, transportation, food, potable water, and supplies. The contract requires three daily balanced, nutritionally dense meals (breakfast 0600–0730, lunch 1130–1300, dinner 1800–1930) seven days per week, with a minimum 2,500–3,000 calories per person daily. Breakfast must include eggs or protein, breakfast meats, carbohydrates, fresh fruit, and hot/cold beverages. Lunch may be hot or field-ready box lunches (coordinated 24 hours in advance). Dinner must include a primary meat/protein entree, secondary protein or carbohydrate, two vegetable side dishes, starch, fresh salad, and dessert. The Contractor must develop and submit a 28-day rotational menu cycle for approval 14 days prior to performance start, incorporating varied protein sources and cooking styles with no repeated dinner entrees within 14-day windows, plus special holiday meals as coordinated with the Contracting Officer's Representative (COR).
All food must originate from facilities listed in the Worldwide Directory of Sanitarily Approved Food Establishments for Armed Forces Procurement or receive written sanitary clearance from military Public Health/Veterinary authority. The Contractor is solely responsible for sourcing and transporting all food, perishables, and bottled water from Koror to Peleliu via commercial ferry, barge, or cargo vessel, and must maintain a minimum seven-day reserve stock of shelf-stable food and commercial rations. The Contractor must deploy and operate an on-site commercial modular kitchen facility with dedicated continuous commercial refrigeration and freezer units, maintain dedicated primary and backup diesel generators with fuel supply independent of local utilities, and ensure all food storage and service temperatures comply with TB MED 530 (hot foods ≥135°F, cold foods ≤41°F, frozen ≤0°F). The Contractor must deliver a minimum of two gallons of commercially sealed, certified potable drinking water per person per day and maintain a permanent five-day emergency water reserve of approximately 550 gallons.
Food safety and sanitation requirements include ServeSafe or equivalent certifications for all kitchen staff, personal hygiene standards (clean aprons, hairnets, single-use gloves), and an active Integrated Pest Management plan for tropical environments with fine-mesh screening and sealed, pest-proof dry storage containers. The Contractor must permit unannounced Public Health inspections, collect and retain 4-ounce sterile food samples from each meal for 72 hours, install two foot-pump handwashing stations at the dining facility entrance, maintain locked storage when unsupervised, remove all food waste within one hour post-meal, and comply with Republic of Palau Environmental Quality Protection Board regulations with no open dumping or burning. An on-site, English-fluent Food Service Manager must be physically present during all meal preparation and service windows with full operational authority.
The Contractor receives a mobilization period of up to 30 calendar days from contract award to deploy and fully test all infrastructure, with completion of a dry-run meal service 48 hours prior to full operations. Upon contract completion or termination, the Contractor has up to 14 calendar days for site demobilization and environmental remediation, including removal of all modular facilities, generators, fuel tanks, storage reefers, and accumulated refuse, with restoration of the assigned real-estate footprint to baseline environmental condition. The Government designates the real-estate footprint at no cost to the Contractor but provides no electrical power, running water, wastewater connections, or fuel. The Contractor is 100% responsible for all self-sustained utility generation and water storage and must furnish its own mobile living quarters if personnel billet on-site. The Contractor must secure all required commercial operating permits, environmental clearances, business licenses, and food establishment health certifications at its own expense and is solely liable for any civil fines, environmental penalties, clean-up assessments, or legal citations from local authorities. The Performance Requirements Summary table establishes performance standards including 95% on-time meal service (no more than four delays exceeding 30 minutes monthly), 95% portion compliance, 100% temperature compliance with zero uncorrected deficiencies, 100% approved food source compliance, 100% potable water delivery compliance, 95% daily sanitation compliance with zero environmental violations, 100% emergency contingency meal continuity with 14-business-day infrastructure restoration, and 95% presence of primary or alternate Food Service Manager during operational windows.
